To ask the Secretary of State for the Home Department, if he will publish his Department's timescales for the public consultation on the sections of the Draft Terrorism (Protection of Premises) Bill that relate to the proposed standard tier.
The Government intends to launch a public consultation on the proposed amendments to the Terrorism (Protection of Premises) Bill’s Standard Tier. Premises that fall within the Standard Tier are smaller, with a capacity of 100 to 799 e.g. many retail stores, bars, restaurants, theatres and village halls.
The Government is launching this consultation to ensure the Bill strikes the right balance between protecting the public and avoiding undue burdens on smaller premises. The consultation will also provide those impacted by the Bill with an opportunity to offer in-depth views on the Standard Tier.
We intend to launch the consultation shortly and it will be live for 6 weeks. I will write to the Honourable Member and Parliament once the consultation is live.

The Government was pleased to support the Protection from Redundancy (Pregnancy and Family Leave) Act, which received Royal Assent on 24th May 2023. Regulations under this Act to deliver additional redundancy protection for pregnant women and new parents were laid on 11th December.

As part of our efforts to communicate the changes which are being introduced under the Protection from Redundancy (Pregnancy and Family Leave) Act 2023, the Government will be producing guidance. The guidance will be published in the New Year to support the commencement of the regulations.

Work is underway on the review into the presumption of parental involvement in private law proceedings. The review is focused on the application of the presumption, and the statutory exception, in cases where there is evidence to suggest that parental involvement will put the child at risk of harm. Covid-19 has led to delays in the commissioning and delivery of the literature review, qualitative research project, and judgment analysis. All three strands are now on track to complete by the end of the year.

This Government considers existing legislation covers a wide range of offences which criminalise threatening or abusive behaviour intended to harass, alarm or distress a person, and which would apply in cases of violence towards people whose work brings them into contact with members of the public. These offences cover the full spectrum of unacceptable behaviour from using abusive language to the most serious and violent offences.
While the sentencing of offenders is extremely important, reporting, investigating and making sure there are consequences for these crimes is much more likely to drive down the numbers of incidents.

HMG's policy paper on the UK's Approach to Protection of Civilians (PoC) in Armed Conflict reaffirms our commitment to the importance of PoC issues and aims to broaden understanding of our position. The paper reviews our 2010 strategy and outlines key domestic and multilateral activity. Taking into account the changing nature of conflicts and initiatives by a range of state and non-state actors, it outlines areas on which we will continue to focus our work across HMG, working with the international community and civil society to improve the protection of civilians. The UK will always uphold international laws, use our influence to encourage others to do likewise, seek to condemn those that do not, and push for accountability.

The Protection of Civilians (PoC) agenda is a cross-Government initiative. HMG's approach paper was drafted in collaboration between the former Foreign and Commonwealth Office, the former Department for International Development and the Ministry of Defence. It does not change departmental responsibilities. In line with the breadth and complexity of PoC issues, ranging from humanitarian access to urban warfare, the Foreign, Commonwealth and Development Office and the Ministry of Defence will continue to work closely together on the areas of focus set out in the paper.

The UK will hold the Presidency of the UN Security Council in November 2019. As Council President, the UK will be responsible for managing the Council's busy work programme and representing the Council to the media and other parts of the UN. We also have the opportunity to hold a limited number of discretionary events. The underlying theme of our Presidency will be Global Britain and upholding the Rules Based International System. Although we do not have plans to mark the twentieth anniversary specifically, the impact of conflict on civilians will feature heavily during the month.

The Foreign and Commonwealth Office is leading a review of the Government’s approach to Protection of Civilians in Armed Conflict. We aim to complete the review by the end of 2019, when the conclusions will be made public.

All acts of violence and abuse against retail staff are serious matters whenever and wherever they occur. All such incidents should be reported to the police and taken seriously, investigated and, where appropriate, the perpetrators taken through the courts and met with tough sentences.
We are working with the police and the retail sector to identify what more can be done to prevent and respond to violence and abuse against retail staff, as part of the work of the National Retail Crime Steering Group. The Steering Group is jointly chaired by the Home Office and the British Retail Consortium.

We received a total of 16,900 responses to the consultation on the Housing White Paper: Fixing our broken housing market. We will publish a government response alongside the draft revised National Planning Policy Framework early in 2018 including a summary of responses.

We monitor the protection of ancient woodlands through the ‘Ancient Woodland Inventory’. We are discussing how this could be updated with sector stakeholders.
The Forestry Commission maintains the National Forest Inventory which monitors canopy cover change in woodlands, including ancient woodlands.
