To ask the Secretary of State for Transport, what recent assessment his Department has made of the potential merits of providing additional funding for (a) walking and (b) cycling routes to increase active travel capacity in response to the challenges of operating public transport networks during the covid-19 outbreak.
The Government agrees that reallocating road space to give pedestrians and cyclists more room can be a good way of enabling more people to move around safely while maintaining social distancing, thus helping to relieve pressures on public transport as well as delivering other benefits. It supports the steps many local authorities are taking to deliver this, but decisions on where and how to do it are a matter for local authorities who are responsible for managing their roads, and who already have the necessary powers. The Government has provided over £3.2 billion of additional funding to local authorities to help them respond to coronavirus (COVID-19) pressures across all the services they deliver, and will continue to consider the case further support.
Chris Boardman in Greater Manchester and Sarah Storey in South Yorkshire are demonstrating the value that active travel commissioners add to the promotion of cycling and walking. Although a series of initiatives have helped people to get on their bikes and get out walking, we now need a long-term programme of investment. Does the Minister agree, and if so, what plans can we expect to be brought forward?

As the hon. Gentleman knows, almost £2 billion will have been invested in cycling and walking over the course of the Parliament. Spending on cycling and walking in England has doubled from £3.50 per head to around £7 per head over this spending review period, which is as it should be. Cycling is a highly positive thing for physical fitness, mental health and wellbeing and, of course, the environment. We continue to invest in a way that the previous Government never did.
Cycling and walking are good for the environment and they reduce congestion, support the public health agenda and are great fun. Chris Boardman is doing an excellent job in Greater Manchester, and I am about to appoint an active travel commissioner for South Yorkshire. Will the Minister meet my new active travel commissioner and me to discuss how we can work together to encourage more people to cycle and walk?

It is absolutely right to celebrate what is being done in Manchester. It is also important to celebrate what is being done elsewhere in the country. If Sheffield is taking a lead, that is fantastic. Great work is also being done in Birmingham by the Mayor there, who has just appointed his own west midlands cycling champion, which we welcome.
