To ask the Secretary of State for Housing, Communities and Local Government, whether his Department plans to commission large-scale fire safety tests on systems with (a) timber cladding and (b) expanded polystyrene insulation.
Acting on advice from the Expert Panel, the government has commissioned research from the Building Research Establishment (BRE) to support further understanding of the fire performance of Non-Aluminium Composite Material (ACM) external wall systems. This includes bespoke medium scale tests on timber cladding panels
The results of this research will be published shortly. So far, the results show that none of the materials tested present as significant a fire hazard as ACM (and other metal composites) with unmodified polyethylene core.
Subject to the research findings, a decision will be made as to the testing of further materials used on external wall systems, including timber cladding. This may include tests at large medium or small scale. We currently have no plan to commission a large-scale fire safety test on systems, incorporating timber cladding or expanded polystyrene.

Following the Grenfell fire, the government set up a screening programme to assist building owners with the identification of the type of ACM present on their buildings. The screening is still open and remains free to building owners.
We expect building owners who suspect they have ACM (or other metal composite material cladding) with an unmodified polyethylene filler to submit samples for testing. Further information on the testing program is available at : https://www.gov.uk/guidance/aluminium-composite-material-cladding

The screening programme set up after the Grenfell fire tragedy was focussed on identifying and the types of aluminium composite materials received. 1,421 samples of other materials were also submitted but these were not suitable for the screening tests. The non-Aluminuim Composite Materials (ACM) samples were catalogued but it is not possible given their size and condition to reliably identify and classify each sample. These samples would not provide reliable or representative indication of the materials currently present on the existing building stock, this is because only those buildings with ACM cladding systems were asked to submit samples.

The Department’s data collection exercise is aimed at enabling the government to build a picture of external wall systems in use on high rise residential buildings. This exercise will collect data on residential buildings 18 metres and over covering private and social buildings, student accommodation and hotels. There are currently no plans to call for samples of building material or insulation as part of the data gathering exercise.
However, as part of the Aluminium Composite Material (ACM) screening program funded by the government, the Building Research Establishment has been requested to catalogue samples which are identified as non-ACM materials as detailed in the response to Question UIN 234718 on 27 March 2019.

The zinc and copper composite material panels, of various thicknesses, tested in the bespoke medium scale testing programme all achieve European Class B-s1,d0 according to the manufacturer’s information.
Our contractor was not able to source materials achieving higher or lower classification from the open market. It was decided to test panels available on the open market, rather than commissioning the production of specific panels as these are representative of the current market, and to avoid additional delays. BRE is currently analysing the results from the tests carried out. The results from the zinc and copper panels will be compared to those from ACM panels, and we will consider the need for the production of other panels depending on the findings.
We expect to be able to publish research findings in the autumn.

The attempted test did not comply with the procedural requirements of BS 8414 and no advice could have been issued on the basis of the attempt. A complete test was carried out on 11 July 2019 using the same design details as the previous attempt.

The Department published on 18 July 2019 the test report and classification report. These reports contain the data gathered during the test as well as photographs taken before, during and after the test. This provides fuller information on the test than video footage.
