The UK Government said that post-Brexit domestic employment would fill labour gaps, but the executive director of UKHospitality Scotland has said that the gaps left by excluding EU workers have not been filled, leaving huge numbers of specialist vacancies, such as for chefs and managers. When will this Government accept reality and stop destroying Scotland’s economy in the name of a purist Brexit ideology?

In his response to the hon. Member for Blaydon (Liz Twist) on 22 February, the Secretary of State claimed that the Scottish Government had not asked for an exemption from the UK Internal Market Act 2020 for the Scottish deposit return scheme. The Scottish Government have since published the timeline to show that that is incorrect and that the proposal has been under detailed discussion within the resources and waste common framework since last October, with the final detailed case for exclusion presented on 13 February. In the light of that, will he correct the record and apologise for inadvertently misleading Parliament?

Secretaries of State, previously and just now, have failed to answer the question from the Plaid Cymru leader, the right hon. Member for Dwyfor Meirionnydd (Liz Saville Roberts), on this, so I will have another go. The right to self-determination is set out in article 1 of the international covenant on civil and political rights. Will the proposed British Bill of Rights uphold that by enshrining the right to self-determination for the peoples of Wales, Scotland, England and Northern Ireland?

Skyrocketing inflation, much of it caused by calamities on the Government Benches, means that the Scottish Government’s annual budget is worth up to £900 million less than it was just a few weeks ago. When will the UK Government devolve more borrowing powers to Scotland, so we can give the extra, desperately needed assistance to those struggling the most in our country?

I believe that the EU forecasts that the Irish economy will grow by more than 5% in 2022, showing the real potential for growth that exists for smaller nations that are part of the EU. Meanwhile, on the back of the UK Government’s disastrous fiscal statement, mortgage payments for many Scots are rising dramatically and people will struggle to keep a roof over their heads, let alone to feed and keep themselves warm.

Today, the Office for National Statistics tells us that there was a slump of 0.3% in GDP in August in the UK, before that disastrous event. Why will the Secretary of State and his Cabinet colleagues not accept that their fiddling with devolution while the UK economy burns will never be enough to protect the Scottish people he

supposedly represents and accept that an independence referendum has to happen so that the Scottish people can protect themselves?

I was interested to learn from the Minister about the close relationship that Department for International Trade officials apparently enjoy with the Scottish Government—something that I suspect will be news to Scottish Ministers.

The Lords report on the Australia-UK trade deal criticised the fact that, despite the heavy impact of the deal on the food and drink sectors in the devolved nations, those nations have been shut out of negotiating the terms of that deal and no doubt future ones. Will the devolved nations be consulted from the outset and throughout negotiations during future trade deals, and will Ministers make Parliament aware of their views?

The Scottish Affairs Committee should be holding the Secretary of State to account, but he keeps refusing our invitations. As this is his last Question Time before leaving office in the great Tory purge to come, does he agree that the Scotland Office is no longer fit for purpose, that its function as a propaganda unit is unbecoming of a Government Department, and that it needs serious reform and overhauling—or quite simply to be abolished? What is the point of the Scotland Office?
