The Government’s Consumer White Paper is due to be published later this year. It will report back on the issues raised in the Consumer Green Paper.

Ofgem’s assessment of regional differences in network charges, which was published in October 2015, concluded that there is no concentration of vulnerable consumers in any one particular distribution network region. Nonetheless, the Government recognises that electricity distribution costs are higher for the North of Scotland than any other region, and that is why the Hydro Benefit Replacement Scheme is providing an assistance amount of £59m in 2017/18 to reduce distribution charges there. The Government reviews this scheme every three years, in line with a statutory requirement.

The Government published the draft Domestic Gas & Electricity (Tariff Cap) Bill which would require Ofgem to impose a tariff cap on domestic standard variable and default tariffs with some exceptions. The draft Bill is currently undergoing pre-legislative scrutiny by the BEIS Select Committee.

That this House recognises that people living in the rural areas of the UK, particularly in the Highlands and Islands, regularly have to pay extortionate delivery charges for goods and products ordered over the internet; expresses its concerns that consumers in the Highlands and Islands are paying, on average, £14.23 more for deliveries; notes that charges such as these cannot be justified, and as a result consumers in the Highlands and Islands, and other rural areas, are being unfairly discriminated against by online sellers due to their place of residence; and supports calls for retailers to end excessive delivery surcharges and to offer delivery by Royal mail where this is the cheaper option.
