The Government is committed to ensuring the security and resilience of the UK’s telecommunications infrastructure.
The Telecommunications (Security) Act 2021 introduced a robust security framework, requiring public telecoms providers to identify, reduce and prepare for the risks of security compromise. Public telecoms providers are responsible for the cyber-security of their own networks, in line with their obligations under this framework. Ofcom, as the telecoms regulator, is responsible for monitoring and enforcing their compliance with those obligations.
DSIT is responsible for developing policies, including legislation, to help ensure the security of the UK’s public telecoms networks and services. DSIT works with the National Cyber Security Centre (NCSC), as the UK’s lead technical authority for cyber security. The NCSC provides advice to government and industry on cyber-security threats and vulnerabilities.
HM Government, including the NCSC, has regular engagement with the UK’s largest telecoms providers across a range of policy areas, including national security. However, it would not be appropriate to comment on discussions related to national security.

The National Cyber Security Centre (NCSC) is the UK's technical authority for cyber security, including helping to protect the UK's critical infrastructure and services from cyber-attacks. The Bank of England, through the Prudential Regulation Authority and working closely with the NCSC, requires PRA-regulated financial institutions to have rigorous cyber-security frameworks in place and requires regular assessment of financial institutions’ cyber security measures.

It is not the role of the Bank of England to consider the cyber-security implications of the Chinese Embassy development. However, national security is the first duty of Government and has been HMG’s core priority throughout this process. A final decision on the application for the new Chinese embassy in Tower Hamlets will be made in due course by ministers in the Ministry of Housing, Communities, and Local Government.

MHCLG Ministers work closely with local leaders across the country, including visiting and working from locations outside of London, including the Department’s offices across the UK. MHCLG does not hold a central record of the number of days Ministers work from each office.

MHCLG adheres to the Civil Service Recruitment Principles for all advertised recruitment campaigns, ensuring roles are offered on a fair, open and merit basis. Alternative working patterns and flexible working arrangements can be discussed with successful candidates on a case-by-case basis. Some roles are offered in specific and limited locations where they are related to a particular place or region, whilst other roles are offered in a broader range of locations.

As at the 30 November 2024 there were 149 employees of the department based in the Birmingham office. The department is consulting staff and Trade Unions on the decision to close the Birmingham office. This consultation will consider the impact on the individuals affected with a view to putting in place measures to mitigate that impact and enable them to continue to perform their roles effectively.

The Department will continue to grow its presence outside London in order to meet its ambition of 50% of roles being outside of London. Currently 45% of staff are in the regions and nations of the United Kingdom. The Department’s Arm’s Length Bodies have their own plans for the number of roles which will be based outside London.

Before I start, Mr Speaker, I am sure I speak for the whole House when I say I am appalled by the horrific events in Ukraine. This is an unprovoked attack by President Putin, and the UK and its allies will respond decisively. This morning the Prime Minister spoke to President Zelensky and chaired Cobra. He will make a statement to this House later today to outline the UK response, including overwhelming sanctions. The Cabinet Office is accelerating work on domestic resilience and we will provide more information on that in due course.
More than 2,000 civil service jobs have already moved to places across the UK under the Places for Growth programme, including York and the south-west.
May I associate myself with my right hon. Friend’s words? In this Parliament, we will stand in solidarity against the deranged tyranny we have seen and make the road that President Putin has chosen as painful as possible.
York is a beautiful city. It is the beating economic heart of the York city region, the new devolved region of York and the whole of the beautiful county of North Yorkshire. We would give a very warm welcome to anybody who relocates their jobs and their families to the area. Will my right hon. Friend update us on the very exciting plans we have heard about, which will see a number of jobs coming to the city?

Mr Speaker, even as Lancastrians I am sure that both you and I recognise that York is indeed a beautiful city. It very much features in our plans to relocate roles. Around 300 civil service roles have already moved or are moving to the city, in addition to the 2,790 civil servants already based in York.

The Government’s industrial strategy will help create a more balanced economy by moving arm’s length public bodies out of London and the surrounding areas, and into clusters in the regions and devolved nations of the UK. Our hubs programme is also expected to save £1.78 billion over 20 years, as well as providing state of the art buildings from which civil servants can deliver world-class services to our citizens.
