HMT has assessed that cryptocurrencies, including USD Tether, are increasingly involved in sanctions evasion activity.
OFSI’s Cryptoasset Threat Assessment was published in July 2025 and highlighted the use of USD Tether by designated Russian cryptoasset exchanges, including Garantex and Grinex, and Russian money laundering groups. The assessment highlighted the exploitation of stablecoins, including USD Tether, by DPRK (North Korean) IT workers. The assessment also highlighted that, since 2022, Iran has increased its usage of cryptoassets as payment in foreign trade, including through the prevalent use of USD Tether.

There will be no criminal sanctions for people who don’t enrol in Digital ID.
The new digital ID scheme will help drive forward the digitisation of Right to Work checks by the end of this Parliament. We will launch a major digital inclusion drive to support this and help ensure nobody is left behind.

Sports, arts, and culture are powerful ways to bring communities together. As such, we do not support sports or cultural boycotts in principle, including in relation to Israel.
Any disruption or threat to community cohesion is of concern. DCMS therefore works closely with sport and cultural stakeholders to identify issues and to minimise any negative impact on community cohesion. The Secretary of State recently met with a delegation led by the Board of Deputies of British Jews to discuss their experiences of working in the arts and cultural sector at a time of increased tension in the Middle East. She was very concerned by the scale and extent of their experiences and made clear her own view, and that of the government, that antisemitism is as unacceptable in the arts as it is anywhere else in society.

When individuals or firms report frozen funds or dealing with a designated person to HM Treasury’s Office of Financial Sanctions Implementation (OFSI), OFSI takes appropriate action depending on the report. Where there may be financial sanctions compliance concerns it investigates accordingly. OFSI’s responses range from no further action, where no breach is found, to monetary penalties where a breach is sufficiently serious.
OFSI may issue a warning letter in a wide range of circumstances, including following enforcement investigations in response to a Suspicious Activity Report (SAR). However, OFSI does not break down referral data for enforcement cases which originate from SARs.
Motion that this House notes that economic crime costs the UK economy at least £290 billion per year; recognises that law enforcement agencies are significantly under-resourced to deal with the scale of the problem and can be unwilling to properly enforce existing laws; is concerned at the fragmented nature of the enforcement landscape; and calls on the Government to bring forward an economic crime enforcement strategy that allows for a significant increase in resource to expand and restructure the fight against economic crime, including money laundering and fraud. In lockstep with our allies, we have introduced the largest and most severe economic sanctions that Russia has ever faced, to help cripple Putin's war machine. We have now sanctioned over 1000 individuals and over 100 entities since Putin's invasion of Ukraine.
HMG takes reports or allegations of breaches or evasion of sanctions very seriously. The FCDO works closely with the relevant cross government enforcement bodies to ensure the robust implementation of sanctions.
The UK continues to engage with China at all levels in Beijing, London and at the UN to make it clear that the world is watching what China chooses to say and do - whether their actions contribute to peace and stability, or it chooses to fuel aggression.

We do not speculate on future sanctions. In conjunction with our partners, we have already blocked access to £275 billion of the Russian Central Bank's foreign currency reserves. We are considering all options on assets that have been seized and whether they can contribute towards to the reconstruction of Ukraine. Where assets are subject to an asset freeze, their release may be permitted through a licence from the Office for Financial Sanctions Implementation (OFSI). OFSI can only issue licences where there are specific and relevant licensing grounds enabling them to do so, and where the conditions in those grounds have been met in the relevant sanctions regulations. OFSI also has powers to issue general licences under such conditions as HM Treasury deems appropriate.
