The Ministry of Defence (MOD) doesn’t focus on a technological solution to cyber-propaganda and misinformation campaigns because it is fundamentally a human issue rather than a technological one. There is a cross-Government effort to identify, counter and shut down sources of malign narratives and dis/misinformation, but ultimately our focus is on ensuring our people – military, civilian, and supporting industry – are resilient to it. Additionally, misinformation can be produced far faster than it can be countered and therefore providing MOD personnel with the right skills and mindset, including through regular mandatory training, is the best way to ensure we have resilience in the face of cyber-propaganda and misinformation campaigns.

As the recently published Critical Imports and Supply Chains Strategy highlights, the UK Government is building capability to forecast and respond to external shocks to critical supply chains, including natural disasters. The Government will continue work to further the resilience of our critical imports and their supply chains, including semiconductors.
The UK Government is working closely with international partners, both bilaterally and multilaterally, to improve supply chain resilience for semiconductors. This includes working with the G7 and supporting the work of the OECD to improve the availability and exchange of information on semiconductor supply chain risks.

The government is backing British business to drive long-term economic growth by tackling barriers to investment, cutting taxes and rewarding work, and by supporting the priority growth sectors, including digital technology, which are helping to turn the UK into the world’s next Silicon Valley. The UK has Europe’s leading tech ecosystem, valued at over $1trillion, and the government is acting to create the best environment for our most innovative tech companies to start, scale and stay in the UK. This includes making over £3.5 billion of public investment in the AI ecosystem since 2014, extending the sunset clause for the Enterprise Investment Scheme and the Venture Capital Trust scheme to 6 April 2035, making changes to simplify and improve R&D tax reliefs, extending the British Business Bank’s Future Fund: Breakthrough investment programme, and implementing the measures the Chancellor announced at last year’s Mansion House speech to reform the pensions market to unlock investment into high growth sectors and generate increased returns for savers.

The Science and Technology framework (updated February 2024) outlines the Government’s actions to ensure the UK becomes a Science and Technology Superpower by 2030, including addressing access to finance and skills.
The Department supports access to talent through programmes such as the Global Talent Network attracting overseas skills, and via the British Business Bank (100% Government owned) running multiple programmes e.g. Future Fund Breakthrough a £425 million direct equity investment programme.
The Department also provides support for attracting tech companies to the UK, including the Global Entrepreneurs programme (which supports tech companies to bring their global HQs to the UK).

Research is crucial in tackling cancer, which is why the Department invests over £1 billion per year in health research through the National Institute for Health and Care Research (NIHR). NIHR research expenditure for all cancers was £121.8 million in 2022/23 and the NIHR spends more on cancer than any other disease group.
In terms of adequacy of funding, the NIHR funds research in response to proposals received from scientists, rather than allocating funding to specific disease areas. It is not usual practice to ring-fence funds for particular topics or conditions. Applications are subject to peer review and judged in open competition, with awards made on the basis of the importance of the topic to patients and health and care services, value for money, and scientific quality.
Regarding technologies, the NIHR’s Invention for Innovation (i4i) Programme is a translational research funding scheme aimed at supporting medical devices, such as non-invasive cancer monitoring technologies, and includes in vitro diagnostic devices and digital health technologies addressing an existing or emerging health or social care need. Additionally, in September 2023, the Office for Life Sciences Cancer Mission launched the £12 million NIHR i4i Cancer Mission: Early Cancer Diagnosis Clinical Validation and Evaluation Call, aiming to support the clinical validation and evaluation of breakthrough technologies that can increase the proportion of cancers that are detected earlier in the disease course and target health inequalities in cancer diagnosis.
The NIHR continues to welcome and encourage funding applications for research into any aspect of human health, including cancer monitoring technologies, and it is worth noting that all applications that were fundable in open competition, have been funded.

The Department has not yet assessed the potential impact of breast cancer monitoring devices. This technology is at an early stage and further evidence is needed before we can assess whether it could be trialled in medical settings.
Improving the early diagnosis of cancer, including breast cancers, is a priority for the National Health Service. NHS England has an ambition to diagnose 75% of cancers at stage one or two by 2028, which will help tens of thousands of people live for longer. NHS England is working to meet the Faster Diagnosis Standard (FDS) which sets a target of 28 days from urgent referral by a general practitioner or screening programme, to patients being told that they have cancer, or that cancer is ruled out.
In January 2022 the Department provided £10 million of funding for 28 new breast screening units and nearly 60 life-saving upgrades to services in the areas where they are most needed, so more women can be checked for signs of cancer, speeding up diagnosis and treatment.

In February 2023, the Department published the MedTech strategy which outlined how we will work with key stakeholders, including technology developers and academia, to ensure the health and social care system can reliably access safe, effective, and innovative medical technologies. To accelerate the introduction of innovative medical solutions, we are working with stakeholders at pace to implement solutions to streamline and join-up the innovation adoption pathway, from providing clear signals to industry on the innovation we need, to reforming regulation, comparative assessment, and with clearer procurement pathways.
In October 2023, the Government announced £30 million of investment in the Health Tech Adoption and Acceleration Fund. The fund is supporting integrated care systems to invest in the latest technology to help cut waiting lists, speed up diagnosis, and deliver new and improved ways to treat patients. Thanks to this fund, tens of thousands of patients at risk of kidney disease will be able to get tested from the comfort of their own homes. In February 2024, the Government announced eight innovative tech companies who will be supported to bring their devices to market through the Innovative Devices Access Pathway (IDAP). One of the technologies allows chemotherapy patients to self-test at home, using a finger-prick blood test, for neutropenic sepsis. Another is a smartphone app that delivers exercises, cognitive behaviour therapy, and targeted physical activity in a personally customisable format to help patients manage multiple sclerosis.

The Government wants to enable collaborative research, while ensuring our science and technology base is protected. Government has strengthened support to the research sector considerably in recent years, including launching the National Protective Security Authority's Trusted Research campaign. The Department also provides the Research Collaboration Advice Team, which gives advice to research institutions to help them manage national security risks in international collaboration. Government has a comprehensive package of legislative measures in place - including the National Security and Investment Act and Export Controls - to manage risk in this area. We keep all our measures under review and will strengthen these where necessary.

The UK remains one of the top nations in NATO for Defence spending and, as announced in the Spring Budget, this will increase by £11 billion over the next five years. Last year we published the Defence Artificial Intelligence (AI) Strategy with the ambitious vision of being, in terms of AI, the world's most effective, efficient, trusted, and influential Defence organisation for our size. Capabilities are also being pursued in air, land and maritime 'uncrewed systems' to ensure the continued technological prowess of our whole Armed Forces.

Information classified as SECRET or above, should only be managed on appropriately encrypted devices. Such devices are secured by robust physical, procedural and personnel security measures. In addition, any encrypted devices that provide for access to SECRET information are also architected to mitigate the risk of theft or loss.

The National Health Service in England is legally required to make funding available for treatments recommended in National Institute for Health and Care Excellence (NICE) technology appraisals, normally within three months of the publication of final guidance. Funding is available through the Cancer Drugs Fund from the point of NICE’s draft guidance for cancer medicines recommended by NICE.
The 2023/24 standard contract, which applies to all contracts between NHS commissioners and providers, also stipulates that, where any service involves or may involve the prescribing of medicines, the provider must ensure that its formulary reflects all relevant positive NICE technology appraisals and must make available to service users all relevant treatments recommended in positive NICE technology appraisals.

The National Institute for Health and Care Excellence (NICE) published its updated manual for health technology evaluations in January 2022 and has introduced a number of changes to make its methods and processes fairer, faster and more consistent. This includes the introduction of a broader severity modifier in place of the end-of-life modifier. Analysis carried out by NICE in the development of the modifier indicates that the vast majority of cancer medicines that would be eligible for the end-of-life modifier would also be eligible for a weighting under the severity modifier.

In the last three years, we have completed almost 700 track miles of electrification in England and Wales, allowing more electric, battery and bi-mode trains to operate. Since the start of 2019, we have also provided just over £4m of funding through Innovate UK-run First of a Kind competitions for new traction technologies in rail.
In Decarbonising Transport: a Better, Cleaner Britain, we have committed to working with the rail freight industry to incentivise the early take up of low carbon traction for rail freight to help freight operating companies have the confidence they need to invest in replacing current rolling stock.

The UK is committed to promoting the ethical development and deployment of technology in the UK and overseas. We are aware of a number of Chinese technology companies linked to violations taking place in Xinjiang, and are monitoring the situation closely.
On 12 January, the Foreign Secretary announced a series of measures to help ensure UK businesses and the public sector are not complicit in human rights violations or abuses in Xinjiang. These measures include a review of export controls; the introduction of financial penalties under the Modern Slavery Act; increasing support for UK government bodies to exclude suppliers complicit in violations or abuses; and strengthening the Overseas Business Risk guidance to highlight that businesses engaged in the fields of surveillance, biometrics, or tracking technology are at heightened risk of complicity in human rights violations in Xinjiang.
The UK Government has embarked on a comprehensive programme of engagement with businesses and UK trade bodies to discuss these issues. This has included a number of high level, Minister led sessions with businesses and trade bodies on the issue of Xinjiang since February 2021. The Government has also published guidance to help cutting-edge UK firms negotiate the ethical, legal and commercial questions they may encounter when working with Chinese businesses, supporting safe and appropriate UK-China collaboration in digital and tech. The guidance provides firms with clear, up-to-date information and specialist support which reflect the UK's values and take account of national security concerns.
There are regular discussions across Government on these issues, including through a cross-Government working group established in August 2020 to coordinate action related to the human rights situation in Xinjiang.

Hubble was funded and supported by Network Rail’s Anglia Route and trialled on its Southern Route. Other Network Rail routes are able to use Hubble or other technology solutions as appropriate.
Hubble was a recipient of First of a Kind (FOAK) funding from my Department. Funding under FOAK is not a guarantee that products will be taken into service. Network Rail and operators determine which products best meet their operational needs.

The scope of the independent Earthworks Management Taskforce led by Lord Robert Mair CBE FREng FRS includes examining new technologies and innovations. Network Rail will use the task force findings to better manage its earthworks portfolio. The task force will report in due course.

Rail operators are working hard to facilitate social distancing between passengers wherever possible, in line with Public Health England advice. Measures include the installation of clear floor markings and of perspex screens between ticket vending machines; newer rolling stock also displays loading information, so passengers can identify emptier carriages when boarding. People should seek to book tickets online wherever possible and to plan ahead, and operators are highlighting on their websites the services that are quieter or busier to enable travellers to make informed decisions.
