Government funds biomedical and biological research using animals and non-animal methodologies and technologies, recognising that the highly regulated and limited use of animals in scientific procedures remains necessary for understanding how biological systems work, in the development of new medicines, treatments and technologies, and for testing chemicals to protect human health and the environment. UKRI funds research and innovation aimed at reducing or eliminating the use of animals in research, providing approximately £10m per annum for the world-leading National Centre for the Replacement, Refinement and Reduction of Animals in Research to drive the development and uptake of 3Rs technologies – including organ-on-a chip and computer modelling.

No recent assessment has been made. The Care Quality Commission (CQC) plans to introduce the new regulatory platform this Autumn following engagement with CQC-registered providers, the public, system partners, CQC staff and other key stakeholders.

Officials in the Department hold regular governance and accountability meetings with the Care Quality Commission (CQC), during which the CQC provides progress reports on various aspects of its work, including the new regulatory platform. There were no such meetings scheduled in the last two months.

There are no current plans to undertake a formal analysis or review of the Care Quality Commission’s (CQC) new regulatory platform. The Department continues to monitor CQC’s progress on its new regulatory platform as part of regular governance and accountability meetings. As an independent body, the CQC may undertake its own analysis and review of its approach and systems for regulating health and social care providers in England.

Under powers introduced under this government, the Secretary of State has civil powers to fine up to £50,000 in respect of defeat device usage per offence. If the offence is prosecuted as a criminal offence, in particularly serious cases in England that can increase to an unlimited fine.

The UK Green Taxonomy Consultation is under review and the Government will be setting out next steps in due course.

In the coming months, the Government will be launching a consultation on the Technical Screening Criteria which underpin the Taxonomy. I encourage any interested parties to engage with that consultation.
After the consultation has concluded, the Government will make a final decision on which activities will be included in the taxonomy and the criteria they will need to meet.
