To ask the Secretary of State for Energy Security and Net Zero, what steps he is taking to support people living in homes off the gas grid in North Shropshire with the cost of heating.
As a result of decisions taken in the Budget, energy bills are set to fall by 7% or £117 from April. The expansion of the Warm Home Discount means nearly 6 million households are now eligible for the discount. We will continue to provide this until 2030/31.
We also made a £15 billion investment in the Warm Homes Plan. £5 billion of this is going to low-income and fuel poor households, initially delivered through the Warm Homes: Social Housing Fund and Warm Homes: Local Grant. This is made up of £4.4 billion in direct capital grants and an initial £600 million from the Warm Homes Fund, our new strategic investment facility.

Information on the number of occasions Single Living Accommodation (SLA) units in each UK local authority area that have experienced a loss of heating and hot water for over 24 hours in each year since 2018 can only be provided at a disproportionate cost.
Enhancing the standard of accommodation, including SLA is essential to the morale and retention of Service personnel and is a priority within the Defence infrastructure portfolio.
Defence is committed under the Strategic Defence Review to deliver a generational renewal of military accommodation. Delivery of new, modernised SLA is already underway, with further detail on the investment in new and refurbished SLA to be set out in due course.

No major improvement projects are currently planned for Single Living Accommodation (SLA) at sites in the North Shropshire constituency.
However, routine maintenance and improvement works take place at all sites as required.
Previous works at Clive Barracks in Financial Year 2023-24 and 2024-25 included:
- The provision of an additional 88 self-contained en-suite facilities (circa £5.2 million).
- Work to remove damp and mould from rooms and ablutions with additional works identified for improved ventilation.
- New carpets installed throughout the SLA.
- Fire Safety Works have been completed to improve fire safety for personnel.

The Government believes the only way to protect billpayers permanently is to speed up the transition towards homegrown clean energy. The creation of Great British Energy will help us harness clean energy, reduce our reliance on volatile fossil fuel markets, and enable us to meet our target to be a clean energy superpower by 2030.
In the short-term, we are continuing to deliver the Warm Home Discount which provides a £150 annual rebate on energy bills for eligible low-income households. I am also having regular discussions with energy suppliers to ensure that consumers are supported this winter.

The Department allocated £500 million funding to support the energy efficiency upgrades of low-income households across England under the Local Authority Delivery Scheme. This funding was focused on the worst EPC rated homes, including those off the gas grid in Phases 1 and 2.
The Homes Upgrade Grant (HUG) ringfenced 60% of funding allocated for rural housing. Eligible households must be on low income and live in an off-gas grid home with an Energy Performance Certificate (EPC) rating of band D, E, F or G.

The Social Housing Decarbonisation Fund (SHDF), launched in 2020, will upgrade a significant amount of the social housing stock below EPC C up to that standard, delivering warm, energy-efficient homes, reducing carbon emissions and fuel bills, tackling fuel poverty, and supporting green jobs. Total committed funding for the SHDF and associated demonstrator is just over £1bn.

The Government does not hold information on the number of hybrid heat pumps sold in each of the last three years.
However, according to Delta EE’s report ‘UK Heating market report 2021’, 1,400 hybrids were sold in the UK in 2021.
