I worked for Gordon Brown for quite some years. I did not always agree with him and I am not sure I do on this occasion. The noble Baroness knows that the fiscal framework sets a funding floor to ensure that the Welsh Government receive a fair level of relative funding. A review of the framework is triggered when relative funding falls to 115%. The Government remain committed to working with the Welsh Government to ensure the smooth delivery of their funding settlement, and there are ongoing discussions about funding flexibilities and their fiscal framework as part of this.

On 2 March we launched a consultation on a range of measures in relation to children’s wellbeing online, including whether there should be a minimum age for social media and what age that should be.
We engaged with the devolved governments during the consultation process and Ministers also visited the devolved nations to hear from children and parents.
The government published a progress report on the consultation on 15 June announcing its intention to ban social media services from offering its services to under 16s. This will apply UK wide, and we will continue to engage with the devolved administrations as we develop the regulations.

The Secretary of State for Wales and her Cabinet colleagues engage with Welsh Ministers frequently on a wide range of issues, including the future of devolution in key policy areas. This engagement is part of our reset relationship with the Welsh Government based on co-operation and partnership, through which we can achieve and deliver more for people in Wales.

The Government remain committed to the promises in our manifesto and are working to deliver them. For example, we have so far provided £10 million for the Welsh Government to deliver an economic inactivity trailblazer in Wales, as part of our wider commitment to devolve employment support funding to the Welsh Government. Through our Railways Bill, we are giving the Welsh Government a statutory role in the management of the rail network, building on our record investment in Welsh rail.

Just last week, we heard a Statement in this House on the abolition of police and crime commissioners. In England, those powers will be transferred directly to elected mayors, where they exist. However, where those powers go in Wales is not clear. Does the Minister agree that this presents the perfect opportunity to deliver Welsh Labour’s commitment and devolve policing to Wales? If not, what is it about Welsh democracy that the UK Labour Government distrust?

The noble Baroness will not be surprised at all to hear that I disagree with both her assessment and her request
that we devolve policing to Wales. The announcement last week on PCCs was not about the devolution of policing. It related solely to the abolition of PCCs, a model that simply was not working. We will seek the views of all partners, including the Welsh Government, before deciding on the best form of local policing, governance and scrutiny in Wales.

The UK Government is committed to devolving non-Jobcentre Plus employment support funding to the Welsh Government.
DWP and Welsh Government officials are working closely to progress this commitment, which will support our joint efforts to help people back into secure, well-paid jobs.
To date, DWP has devolved funding for a Get Britain Working economic inactivity Trailblazer in Wales, providing £10 million to the Welsh Government to deliver tailored support where it is most needed. This includes help with CV writing and job searching, one-to-one mentoring, counselling, wellbeing services, and condition management for those with health conditions.

The UK Government and Welsh Government regularly discuss justice matters in Wales. Both governments have agreed to work together to explore options relating to the governance and funding of youth justice services and partnership arrangements on probation services. This work is currently underway.

The Pensions Commission has been revived to examine the pensions system as a whole and look at what is required to build a future-proof pensions system that is strong, fair and sustainable. The Turner Commission achieved success through its national approach, which this Commission aims to replicate by ensuring the regular and timely involvement of the devolved administrations in Northern Ireland, Wales and Scotland.

During this time, she met with the US Treasury Secretary, as part of a typical programme of engagement with her finance minister counterparts, and the US was among other bilateral meetings.
When meeting the US Treasury Secretary, the Chancellor discussed matters of reserved policy for which she is responsible.

The Government is fully committed to strengthening the Sewel Convention by setting out a new memorandum of understanding outlining how the nations will work together for the common good. This stronger intergovernmental working will be spearheaded by a new Council of the Nations and Regions, bringing together the Prime Minister, the First Ministers of Wales and Scotland, the First and deputy First Minister of Northern Ireland and the Mayors of Combined Authorities in England, to enable greater collaboration on shared challenges and opportunities.
