To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what assessment she has made of the human rights situation in Iraq, in particular in relation to the rights of Kurdish people; and what action she is taking.
The UK remains deeply concerned about the human rights situation in Iraq, including restrictions on free expression and barriers to women's political participation. We continue to urge the Government of Iraq and the Kurdistan Regional Government to uphold constitutional rights and international obligations.
The UK, working with international partners, will continue to press for accountability and reform and support civil society groups advocating for minority and women's rights.
I declare an interest as chair of the all-party parliamentary group on the Kurdistan region in Iraq, and as I led a delegation there. The 2005 federal Iraqi constitution agreed in a popular vote to underpin Kurdish rights. We were told that Baghdad deliberately withholds salary payments to public employees in the region. The Foreign Secretary visited Erbil when she was Home Secretary, and knows how important this part of Iraq is to our security. Does she agree that we need our Kurdish ally to be strong and respected in a federal Iraq, and that a better relationship there would enable vital reform, for the benefit of that region and, indeed, our own country?

Through our diplomatic presence, we regularly engage with the Government of Iraq and the Kurdistan Regional Government. We continue to encourage constructive dialogue and cooperation between Baghdad and Erbil to resolve their outstanding issues, including around the federal budget, security cooperation, and the oil and gas sector. Priorities for the UK in Iraq include Parliamentary ratification of the UK-Iraq Partnership and Cooperation Agreement, which establishes a framework for deepening the UK-Iraq partnership across areas of common interest such as security, people smuggling, environmental protection, and trade.

In August, officials from our Consulate General in Erbil attended the trial of Sherwan Sherwani. This sent a clear signal that the UK Government is closely monitoring the situation and remains engaged in advocating for due process and media freedom.
Freedoms of expression, media and association are key parts of the democratic process. Journalists in the Kurdistan Region must be able to operate without fear of harassment, detention, or violence.
The UK, alongside international partners, will continue to raise these issues with the Kurdistan Regional Government and press for accountability and reform.

Although the Foreign Secretary has not made any direct representations to his Iraqi counterpart on the suspension of budget transfers to the Kurdistan Region of Iraq (KRI), the UK Government continues to encourage through our regular diplomatic engagement cooperation between Baghdad and Erbil to resolve outstanding issues, including budget payments. It is important that both sides negotiate to find a sustainable solution that secures regular and consistent salary payments for public servants in the KRI.

Through the UK's diplomatic engagements with the Government of Iraq and the Kurdistan Regional Government (KRG), we continue to encourage greater cooperation to resolve outstanding issues. This includes disputes between Baghdad and Erbil around federal budget allocations and salary payments.
The UK is aware that payments of KRG civil servants' salaries have been missed, and that this has led to continued teachers' protests. This is despite a ruling by Iraq's Federal Supreme Court last year, which mandated that the salaries of KRG civil servants, including teachers, must be paid by Baghdad.
Our Ambassador in Baghdad, and our Consul General in Erbil continue to advocate for greater workers' rights and employment protections across Iraq, and a resolution to this dispute.

The UK regularly engages with leaders of the KRI and Kurdistan Regional Government (KRG), including through their representations in London. We maintain our diplomatic presence in the KRI through the British Consulate General in Erbil. Through this platform, we cooperate closely on our shared bilateral priorities, such as security and migration issues.
The importance of our strategic partnership with the KRI was further reinforced by visits of the Minister of State for the Middle East, Lord (Tariq) Ahmad of Wimbledon in March 2023, and Security Minister, Tom Tughendhat in August.

On 16 March 2024, the 36th anniversary of the Halabja Chemical Attack, the British Consulate General Erbil visited Halabja and paid their respects at the 1988 Chemical Attack Commemoration.
The British Consulate General Erbil participates each year in these important commemorations and the UK remains committed in its support for the peace, stability and prosperity of the people of the Kurdistan Region of Iraq.
