I declare an interest as chair of the all-party parliamentary group on the Kurdistan region in Iraq, and as I led a delegation there. The 2005 federal Iraqi constitution agreed in a popular vote to underpin Kurdish rights. We were told that Baghdad deliberately withholds salary payments to public employees in the region. The Foreign Secretary visited Erbil when she was Home Secretary, and knows how important this part of Iraq is to our security. Does she agree that we need our Kurdish ally to be strong and respected in a federal Iraq, and that a better relationship there would enable vital reform, for the benefit of that region and, indeed, our own country?

I met Iraqi Foreign Minister Dr Fuad Husein during the official visit of his Prime Minister Mohammed Shia al-Sudani to the UK from 14-16 January. During the visit, our Prime Ministers signed the landmark Partnership and Cooperation Agreement, a wide-ranging treaty on trade and strategic cooperation, and announced a trade package worth up to £12.3 billion.
I look forward to seeing relations between the UK and Iraq blossom in the years to come under this Labour Government. Will the Minister share the recent conversations that he has had with Iraqi counterparts on reducing barriers to trade, such as diverging trade regimes?

That this House supports the Government’s recent agreement with the Kurdistan Regional Government in Iraq on migration, trafficking, and drug smuggling; further supports ever deeper diplomatic efforts by the UK and its allies to strengthen relations with Iraqi Kurdistan across diplomatic, military, educational, cultural, and business spheres; suggests that every effort be made by the UK and our allies to strengthen relations between Erbil and Baghdad for their mutual benefit and on the basis of the federal constitution agreed by the Iraqi people in the 2005 referendum; notes that such efforts, as elsewhere in the world, can foster greater prosperity and political stability through reform, including to tackle corruption and sustainably diversify the economy; and further notes that this can also reduce the push factors for migration to the UK.

The UK supports a secure, stable and thriving Kurdistan Region in Iraq (KRI) within a peaceful and prosperous Iraq. The UK regularly engages with leaders of the KRI and Kurdistan Regional Government (KRG), including through their representations in London. We maintain our diplomatic presence in the KRI through the British Consulate General in Erbil. Through this platform, we continue to cooperate closely on our shared bilateral priorities, such as security and migration issues.

The UK supports a secure, stable, and thriving Kurdistan Region in Iraq (KRI) within a peaceful and prosperous Iraq. The UK regularly engages with leaders of the KRI and Kurdistan Regional Government (KRG), including through their representations in London. We maintain our diplomatic presence in the KRI through the British Consulate General in Erbil. Through this platform, we cooperate closely on our shared bilateral priorities, such as security and migration issues.
The importance of our strategic partnership with the KRI was further reinforced by visits of the Minister of State for the Middle East, Lord (Tariq) Ahmad of Wimbledon in March 2023, and Security Minister, Tom Tughendhat in August.

The UK remains committed to strong relations with the Kurdistan Regional Government and Federal Government of Iraq and we want to see a strong and successful Kurdistan region within a thriving Iraq. We have a close and strategic partnership with the Kurdish Regional Government who continue to be a close ally in the fight against Daesh. In April 2022, the Prime Minister of the Kurdish Region of Iraq, Masrour Barzani, came to the UK on an official visit, meeting with the Prime Minister, Foreign Secretary and other Cabinet Ministers.

We have a close and strategic relationship with the Kurdistan Regional Government in Iraq. The Kurdistan Regional Government is a close ally in the fight against Daesh and we continue to cooperate closely on security and wider issues. UK Ministerial engagement is strong. The President of the Kurdistan Region of Iraq, Nechirvan Barzani, visited the UK in September 2021. In April 2022, the Prime Minister of the Kurdistan Region of Iraq, Masrour Barzani, visited the UK. Both met the Prime Minister and Foreign Secretary, amongst others.

We are following closely the situation in northern Iraq, including monitoring of Turkey's Operation Claw Lock. We reiterate to all parties the need for dialogue and cooperation between Turkey and Iraq, including the Kurdistan Region of Iraq, to combat terrorism, ensure regional security, and protect civilians. Our diplomatic missions are in regular contact with Turkish and Iraqi authorities.

We applaud the efforts of Prime Minister Kadhimi and the Iraqi electoral commission to run smooth elections with unprecedented support from the UN. The technical processes show a clear improvement on previous elections, and the lack of any major security incidents is testament to the hard work of the security forces. We look forward to working with the new Government of Iraq to deepen the UK-Iraq relationship and build a peaceful, prosperous Iraq that delivers for all its citizens.
We will continue to work closely with the UN and international partners to encourage a new Government of Iraq and the Kurdistan Regional Government to resolve their issues, including on a sustainable budget and disputed internal boundaries. Last year's agreement on Sinjar, which the UN supported, is a positive step in this regard. The Prime Minister and the Foreign Secretary met the President of the Kurdistan Region of Iraq, President Nechirvan Barzani, during his visit to London on 15-17 September and discussed the stability of Iraq and the Kurdistan Region of Iraq (KRI).

The UK continues to speak out against human rights violations and abuses and support the Government of Iraq and Kurdistan Regional Government to safeguard the human rights and freedoms of all Iraqis.
The former Foreign Secretary raised the importance of freedom of expression, human rights issues and anti-corruption with both the Government of Iraq and Kurdistan Regional Government during his visit to Iraq in June. I [Minister Cleverly] will continue to raise the importance of tackling corruption, promoting human rights and allowing freedom of expression during my engagements with Iraqi political leaders. Our Ambassador in Baghdad, and our Consul General in Erbil, also regularly discuss these issues with their interlocutors in both governments.

The UK is encouraging cooperation between the Kurdistan Regional of Iraq (KRI) and Federal Government of Iraq to resolve outstanding issues, including around the budget. We continue to press the Iraqi and Kurdistan Regional Governments for more progress on security and services in the liberated areas of Iraq and to solve disputed internal boundaries. We are supporting Iraq to address humanitarian, economic, security and Covid-19 challenges and we continue to follow the situation there closely. The Prime Minister and the Foreign Secretary met the President of the Kurdistan Region of Iraq, President Nechirvan Barzani, during his visit to London on 15-17 September and discussed the stability of Iraq and the KRI.

The Foreign Secretary's visit to the Kurdistan Region of Iraq (KRI) was the first visit by a Cabinet Minister since 2017. He spoke to President Barzani about the Iraq elections in October, regional security and the threat from militia groups, security sector reform, our continued support to Iraq and the KRI in the fight against Daesh, and the importance of freedom of expression.
The UK supports a strong and successful Kurdistan Region of Iraq within a thriving Iraq. The UK looks forward to continued close engagement with the Kurdistan Regional Government as a critical, valued and longstanding partner in the region with the aim of progressing security cooperation, increasing our business links, and supporting sustainable economic reform that delivers for all Iraqis.
