To ask His Majesty's Government what assessment they have made of United Nations reports of systematic human rights violations and enslavement in the Libyan government's detention centres; and, in the light of those findings, what plans they have to reconsider their proposed funding of Libyan detention centres.

We consistently urge all Libyan actors to uphold international law, protect human rights, and end the exploitation and abuse of migrants, as documented by the United Nations. The UK does not fund Libyan detention centres and has no plans to do so.

I am deeply concerned about the scale of violations of Freedom of Religion or Belief (FoRB) globally, including in Libya. The recent sentencing of individuals for exercising their right to freedom of thought is particularly troubling. No one should live in fear because of their beliefs. The UK urges Libyan authorities to uphold due process and fair trial standards for all. We continue to support the UN-facilitated process for an inclusive political settlement and engage Libyan authorities and international partners to promote human rights. We also raise FoRB concerns through the UN, G7, and Article 18 Alliance.

The status quo in Libya is unsustainable and deeply damaging for ordinary Libyans. It leaves Libya extremely vulnerable to third state actors set on pursuing control over Libya's security, politics and economy. The UK continues to support the UN's efforts to broker a Libyan-owned and led political settlement. We engage regularly with the United Nations Support Mission in Libya and Libyan interlocutors in support of this effort, including discussing the role and influence of armed groups and security actors.

The UK Government has profound sympathy for UK victims of Qadhafi-sponsored IRA terrorism and indeed for all victims of the Troubles. It also takes issues relating to victims of terrorism very seriously. The UK's stance regarding victims of Qadhafi-sponsored Irish Republican Army (IRA) terrorism is that it is the Libyan State's responsibility to provide compensation. We will continue to urge Libyan authorities to address the Libyan State's historic responsibility for the Qadhafi regime's support of the IRA. The Minister for the Middle East, North Africa, Afghanistan and Pakistan has recently written to some of the victims and their families, and intends to meet to hear their perspectives on the Government's policy on the issue of compensation being provided from frozen Libyan assets in the UK. The Government is committed to a constructive and collaborative engagement with those affected.

The UK Government has profound sympathy for UK victims of Qadhafi-sponsored Irish Republican Army (IRA) terrorism and indeed for all victims of the Troubles. The Shawcross report was commissioned by the previous government as an internal report drawing on a series of private and confidential conversations. We will keep decisions on publication regarding the Shawcross Report under review.

The UK has made clear our apprehension towards Russia's destabilising activity in North Africa. We are concerned about open-source reports that Russia has plans to establish a naval base in eastern Libya, which will strengthen Russian influence in the central Mediterranean. The Ministry of Defence continues to maintain thorough assessments of the threats to stability and security across the North Africa region including Libya. The Government is also committed to working with the international community in support for peace and stability in the region.

The UK is committed to supporting the UN-facilitated, Libyan-led and owned political process to secure peace, stability and prosperity in Libya. This offers the surest route to tackling challenges such as human rights violations and illegal migration. HMG has been prioritising efforts in Libya on disrupting the human trafficking business model and pursuing trafficking targets. As a result, we have successfully disrupted several human trafficking operations and arrested smugglers responsible for exploiting irregular migrants and managing broader criminal networks in Libya.

The UK is working closely with its international partners and United Nations to reinvigorate the political process in Libya. We support Special Representative of the Secretary-General (SRSG) Bathily's efforts to outline a way forward to a unified Government. As UN Security Council penholder, the UK engages internationally to support SRSG Bathily's efforts, particularly with the region. The UK regularly calls for the withdrawal of foreign mercenaries and works closely with Libyan interlocutors through the Security Working Group on disarmament, demobilisation, and reintegration of Libya's security actors.
