That this House welcomes President Yeltsin's decision to hold parliamentary elections on 11th and 12th December; regrets the heavy loss of life which resulted from the recent resort to violence provoked by the opponents of reform; believes that it is essential that these elections be free and fair as one of the conditions to be satisfied for Russia to become a full member of the Council of Europe; urges Her Majesty's Government to use its Know How Fund and other opportunities to assist, advise and encourage parties, candidates and election officials in the practice of free elections, including the freedom of expression, association, assembly and the media; and expects the Inter-Parliamentary Union (British Section) to arrange the widest possible observation of these elections during the campaign as well as the two days of polling.
