Mr. Batiste: To ask the President of the Board of Trade if he will make a statement on the outcome of the ESA ministerial conference
held in Paris on 4 March. [21425]
Mr. Ian Taylor: I attended the meeting at ministerial level of the European Space Agency Council in Paris on 4 March. Important
decisions were taken which will reinforce ESA's contribution to the UK's industrial and scientific goals in space. Ministerial
colleagues agreed on a new industrial policy and a new system for calculating scales of contribution for mandatory programmes. This
should improve the agency's value for money and reinforce the competitiveness of European space industry. The changes which have
been agreed will end the traditional system of geographical return--juste retour-- the system by which member states receive
contracts in direct proportion to the levels of their ESA contributions. The level of juste retour has crept up from 80 per cent.
when ESA was established to 96 per cent. in 1994-96 and was seriously undermining value for money in procurement and the agency's
ability to improve the competitiveness of European space industry. The old system will be replaced with a mixed system of
alternatives which offer lower guarantees for the mandatory and optional programmes and which would allow open competition in much
preparatory and some technology activity. We also endorsed new measures to ensure fair allocation of activities among all industrial
firms, including measures to safeguard the position of SMEs in bidding for ESA contracts. The new system, which will be introduced
over the period 1997-99, signals a fundamental change in the agency's traditional practices towards a more competitive and open
system of project procurement in which fixed expectation will play a less dominant role than they have in the past. I believe that
UK companies are well placed to exploit fully this new system and increase their share of ESA business.
It was also agreed to introduce a new system of calculation for scales of contributions to mandatory programmes which has resulted
in a saving to the UK of about £ million a year. A further formal ministerial meeting was envisaged 1998.

Sir Donald Thompson: To ask the President of the Board of Trade if he will make a statement on how food chain issues are being
addressed by Foresight. [21559]
Mr. Ian Taylor: Several Foresight panels have interests in the food chain. In addition, a new Foresight group has been established
to explore market and technology opportunities across the food chain. It will be chaired to David Sainsbury, chairman of J.
Sainsbury plc. The new group includes industry leaders in food production, processing and retailing.
In broad terms, the group will be addressing issues which the food chain industries regard as critical to their future
competitiveness. It will act in a cross-sectoral capacity, drawing together the interest of the wide range of Foresight panel
sectors which impact on food chain businesses, such as food and drink , agriculture, retailing, manufacturing, and marine, for
example.

Mr. Nigel Evans: To ask the President of the Board of Trade if he will make a statement about the use of scientific advice in policy
making. [20991]
Mr. Ian Taylor: Scientific advice plays an essential part in policy making. We are today publishing guidelines for good practice in
this area, which I am placing in the Library of the House. The guidelines, drawn up by the chief scientific adviser, Sir Robert May,
will help Government Departments to maintain the highest standards of integrity and openness in their sue of scientific advice.
Their publication reinforces our commitment to open government.
The guidelines set out key principles on the use and presentation of scientific advice in policy making. They emphasise the need to
identify potentially sensitive issues as early as possible, to draw on a wide range of expert advice and to have a presumption to
openness in explaining the interpretation of scientific advice. The guidelines have been drafted in consultation with Government
Departments and with the main science academies and the Council for Science and Technology.

Mr. Porter: To ask the President of the Board of Trade if the Government's chief scientific adviser has reviewed the inter-agency
Committee on Global Environmental Change; and if he will make a statement. [20307]
Mr. Ian Taylor: The review concluded that the Inter-agency Committee on Global Environmental Change had been an effective mechanism
in the past and that it should continue to provide UK agencies funding Global Environmental Change research with a senior-level
forum for discussion of relevant science and policy developments.
I am pleased to announce that Sir Richard Southwood has been appointed chairman for the next three years.
A broader membership structure has been introduced. For the first time this has directly involved my Department's Environment
Directorate, the Ministry of Agriculture, Fisheries and Food, the Scottish Office, and the Overseas Development Administration.
I have arranged for copies of a note of the conclusions from the review to be placed in the Library of the House.

Ms Walley: To ask the President of the Board of Trade what initiatives and schemes for assistance there are to encourage the export
of (a) British environmental technologies and (b) British environmental services. [19329]
Mr. Page: The environmental technology and services sector can, of course, benefit from the full range of overseas trade services
which are available to all UK companies. Proposals to help businesses enhance their export performance were among those eligible to
bid for support under the sector challenge. In addition, under the business and environment programme, the joint environmental
markets unit--JEMU--undertakes a variety of activities specifically to assist the environmental industry.
JEMU has done much to raise the profile of the industry overseas. Our export services now treat environmental technology as a
priority in nearly two-thirds of Britain's top 80 markets. The unit has published around 60 market opportunity briefs and five
sector reports to help UK suppliers identify markets and benchmark performance. JEMU has established a database of more than 4,500
UK suppliers of environmental technology and expertise which is used to answer queries from overseas customers looking for British
sources of supply as well as identifying companies for missions and other awareness-raising events. JEMU also works closely with the
industry to help representative bodies to identify and address competitiveness issues, such as the major problem of fragmentation,
which impact on export performance. This has included help with establishing world-class certification schemes and benchmarking
trade association performance.

Mr. Page: The joint Department of Trade and Industry and Department of the Environment environmental technology best practice
programme--ETBPP--has as one of its main aims the encouragement of the take-up and development by business of cost-effective cleaner
technology. Support for collaborative research and development with European partners under EUREKA, LINK--particularly the waste
minimisation through recycling, reuse and recovery in industry programme-- and the Office of Science and Technology's funding of
research councils, are also relevant. In addition, proposals to help business enhance environmental performance and competitiveness
were among those eligible to bid for support under the sector and local challenges.
