Mr. Dafis: To ask the Secretary of State for National Heritage what consultations she has had with (a) Independent Television
Commission and (b) the Broadcasting Standards Commission concerning the levels of violence on television following the killings at
Dumblane. [19098]
Mr. Sproat: The Government have long been concerned about violence on television and the protection of young people from unsuitable
material. My right hon. Friend the Secretary of State regularly meets the ITC and the Broadcasting Standards Council and has
frequently highlighted public concerns on this issue. Last autumn, she asked both bodies, together with the BBC, to report action
taken on violence and future proposals, and in December she met the bodies' chairmen to review their reports and agree further
initiatives.
The ITC, BSC and BBC are establishing an industry working party to implement plans, following those initiatives, to improve the
information available to the public and to review and publicise guidelines to be applied in dealing with the portrayal of violence.
On 5 March this year my right hon. Friend opened a conference for broadcasters on violence, hosted by the BSC, at which there was
detailed discussion of the issues to be covered as this work progresses.

Mr. Mackinlay: To ask the Attorney-General what factors underlie the recent decline in prosecutions for rape and sexual violence;
and if he will make a statement. [16656]
The Attorney-General: The Crown Prosecution Service's case work statistics do not separately record the number of prosecutions for
offences of rape and sexual violence. The table shows the Home Office statistics for prosecutions of offences in rape, indecent
assault on a female, unlawful sexual intercourse and buggery in England and Wales. The total number of prosecutions in 1995 was
5,715, compared with 6,276 in 1994.
The reason for this reduction is not known. The Home Office is conducting a major research project into rape cases.

Letter from Dr. Mike Longfield to Mr. Kevin McNamara, dated 3 February 1997:
The Home Secretary has asked me, in the absence of the Director General from the office, to reply to your recent question about what
explanation has been requested for the injuries to Mr. McNamee shown in police photographs taken on 13 September 1994.
The allegation of assault upon Mr. McNamee was referred to the Cambridgeshire Constabulary on 14 September. I understand that, on 8
June 1995, Mr. McNamee's solicitors were advised by the police the CPS would not be proceeding with any prosecution on the
grounds there was insufficient evidence in order for there to be a realistic proposal of a conviction.

Mrs. Bottomley: [holding answer 13 December 1996]:
Existing legislation, recently extended to new digital services by the Broadcasting Act 1996, sets a framework within which
broadcasters and their regulators are responsible for the content and scheduling of programmes. There is no need to amend that
legislation framework. I have recently agreed with the chairmen of the BBC, ITC and BSC a co-ordinated programme of action to meet
public concern about levels of violence of television.

Mrs. Bottomley: [holding answer 13 December 1996]:
The BBC, ITC and BSC recently provided me with wide-ranging reports on violence on television and action taken to protect vulnerable
viewers. The main source of evidence provided on the amount of violence on television was a study by Sheffield university, funded by
the ITC, the BSC, the BBC and other broadcasters, which suggests that the amount of violence on terrestrial television has fallen in
recent years. We shortly expect further results from that study, taking in a wider range of channels.

Mr. Simon Coombs: To ask the Secretary of State for National Heritage when she will publish the results of her consultation about
the V-chip. [8817]
Mrs. Virginia Bottomley: I have today issued a report of my Department's consultation on the V-chip. Copies have been placed in the
Libraries of the House.
I have also announced today a programme for action designed to deal with rising public concern about violence on television. My
Department will co-operate with the BBC, the Independent Television Commission and the Broadcasting Standards Commission on a
programme to improve the information available to viewers about the content of programmes to be broadcast, and to publicise the
policies on scheduling and the watershed. I will give my personal support to his initiative at a seminar for broadcasters to be
organised by the BSC early in the new year.
The ITC and the BSC will review their codes of practice and the regulators will continue to ensure that programme makers adhere to
them. My Department is also prepared to contribute to the funding of research into the potential of new technologies to provide
extra support for viewers if the BSC believes that such research would be useful.

Mr. Dafis: To ask the Secretary of State for the Home Department what studies have been (i) carried out and (ii) commissioned by his
Department into the effectiveness of the enforcement of the current law on the availability of violent videos to children. [4464]
Mr. Sackville: We are aware of no studies directed specifically at the effectiveness of the enforcement of the current law on the
availability of violent videos to children. However, last year my right hon. and learned Friend commissioned research by the
University of Birmingham into the effects of videos on the behaviour of young offenders. The results of the research are expected to
be published in October 1997.
Earlier this month, in view of the considerable public concern about the level of violence portrayed in videos, my right hon. and
learned Friend asked the British Board of Film Classification for a report on the action the board is taking now to reduce the level
of violence in videos; the steps it is taking to assess the level of public concern over the issue of violence in videos; and how,
for the future, the board plans to adapt its processes and approach to continue properly to discharge its duties under the Video
Recordings Act 1984. The report is expected next month.
