Mr. Evans: The information is not available in the format requested. Such information as is available is as follows.
In May 1996, there were 6,100 housing benefit recipients in the North Devon district council area and 78,200 in the whole of Devon.

Mr. Baldry: Total public expenditure under the CAP paid to farmers in 1995--the last year for which figures are available--was as
follows: (a) Devon: £55,005,315 (b) Cornwall: £30,283,103
It should be noted that a small proportion of these totals relates to non-CAP schemes funded by the EU and in some cases amounts
include an element of national as well as EU funding. Devon and Cornwall farmers also benefit from expenditure on market support
measures, even though this is not paid directly to them.

Mr. John M. Taylor: I have asked the chief executive of Companies House to reply to the hon. Member direct.
Letter from John Holden to Mr. Nick Harvey, dated 25 February 1997:
You recently tabled a question regarding the future of Companies House's premises in London. I have been asked to reply to you
direct.
Companies House's lease on the property in City Road, London has a break at the landlord's option in December 1999. There is a
requirement that parties give notice of any intention to break the lease by December 1998. Our present understanding is that the
landlord will wish to exercise the break, and that we therefore need to plan to vacate the premises by then. No decisions have yet
been made about a new location and the options are being reviewed as part of the planning process. We envisage that there will be at
least one site in London which is readily accessible to users of Companies House services.
Decisions about premises and staffing are bound up with our plans to move to new, electronic services for our customers which will
mean, eventually, that we will not need to accommodate a microfiche library in London. However, we will only take this step once we
are confident that we have a satisfactory set of alternative products to offer our customers. We do expect to be in this position
before the end of 1999 and that we will therefore occupy a much smaller site in London.
There were 72 permanent and 15 casual staff in the London office in March 1996 (full time equivalents); 25 of the permanent staff
will reach retirement age between now and the year 2000. Our internal plans, which we have disclosed to staff and are discussing
with them, include figures on possible staffing requirements once we have introduced the new technologies. However, these figures
are indicative only and may well change as our plans are implemented. Our provisional planning assumption is that there will be a
requirement for around 12 staff in London by the year 2000. However, I must stress that it is particularly difficult for me to be
precise about the likely impact on staffing and related costs at the London office at this stage, since we have not yet established
the nature of the presence which we will need in London beyond the turn of the century. One of the key uncertainties at present is
how many users of our services will have switched to the on-line methods of information delivery we will be offering, and will,
therefore, not need to make use of a physical presence.

The Secretary of State for Social Security has asked me to reply to your recent Parliamentary Question asking how many recipients
there are of the Jobseeker's Allowance (JSA) in (a) North Devon; and (b) Devon; and how many of these are aged under 25 years.
The information is not available in the format requested. JSA payments are currently made via two computer systems, the JSA computer
system (JSAPS) and the National Unemployment Benefit computer system (NUBS). It is expected that all JSA payments will be
transferred on to and paid by the JSAPS by December 1997.
Statistics are not kept by customer age group.
The available information is in the attached table.

Mr. Page: Table 1 shows, by region, the pump priming grant for each business link area.
A list of business link services expenditure by business link area could only be provided at disproportionate cost since the
information on services grant for each business link is not held centrally and the total services grant for each business link would
have to be calculated from local, generally, paper-based, records of expenditure from each of the services budgets. However, data on
expenditure by region are held electronically and table 2 shows expenditure on business support services funded by DTI through
training and enterprise councils and business links. These data include expenditure of non-business link services in those areas
where the business link had not yet opened in 1995-96.

Mr. Page: The total funding for the local competitiveness budget in 1997-98 is £169 million. Allocations have been made to regions
for the business link core services, regional supply network and investors in people parts of the budget. The level of expenditure
in each region from the local challenge part of this budget will depend upon the quality individual bids in each region. In
addition, some of the budget is used at national level to support local activity, for example on business link publicity and on
management best practice.

Funding for the first round of sector challenge will amount to at least £30 million over three years. The actual expenditure in each

may not relate directly to the regions in which benefits from those bids will accrue.

Mr. Harvey: To ask the President of the Board of Trade what assessment his Department has made of the efficiency and effectiveness
of Oftel. [11955]
Mr. Ian Taylor: My Department's close working relationship with Oftel does not extend to formal monitoring of Oftel's performance,
since the office of Director General of Telecommunications was created by Parliament with independent statutory powers and duties
under the Telecommunications Act 1984. The director general reports to Parliament annually on how he has fulfilled these duties and
the use made of the resources Parliament has voted to him. In addition, the National Audit Office has recently examined the
effectiveness of the regulatory process in its report "The Work of the Directors General of Telecommunications, Gas Supply, Water
Services and Electricity Regulation", published on 24 July 1996. The director general gave evidence to the Public Accounts Committee
on this report on 18 November 1996. He has also appeared twice before the Trade and Industry Committee and is due to appear before
it again shortly.

Mr. Lang: My Department monitors developments in British overseas investment and, from time to time, evaluates relevant studies.
Data on total net earnings derived from outward direct investment by UK companies in overseas subsidiaries and associates are
published in "Business Monitor MA4:" a copy of which is available in the Library of the House. Over the past five years, for which
data are available, earnings have grown rapidly. The net earnings of UK companies' overseas subsidiaries and associates rose from
£14.5 billion in 1990 to £19.6 billion in 1994.

Letter from Desmond Flynn to Mr. Nick Harvey, dated 28 January 1997:
You asked the President of the Board of Trade for a statement about the timing of the staff pay rise in The Insolvency Service and
whether interest has been paid; and, separately, you have written to the Minister, John Taylor MP, about this. These are matters
which fall within the operational responsibility of Peter Joyce as Chief Executive of The Insolvency Service and I have therefore
been asked to reply in Mr Joyce's absence form the office.
Pay awards in the Department of Trade and Industry (DTI) and its Agencies are always put into effect as quickly as possible. The
existing pay system incorporates a settlement date which is used for calculation purposes as soon as any award is finalised.
DTI pay administration staff and the Chessington Computer Centre implement pay awards individually once they have been initiated by
Insolvency Service management. Within The Insolvency Service, we have recently experienced problems arising from a backlog of
recruitment and promotion boards following decision on the Options exercise on contracting out certain areas of our work. The
timetable for processing and paying awards depends on the negotiating timetable, the reporting cycle, and the need to adjust systems
and to train staff to ensure accurate implementation of each pay settlement. In a performance-based system, the performance box
marking and the negotiated settlement must both be known before action is taken on individual awards.
In 1996 DTI established a standard reporting cycle of April-March, but the settlement date for most staff remained at 1 April; in
1997 DTI plans to standardise the settlement date at 1 August. Under the new delegated arrangements on pay awards our intention will
be to try and process staff reports, negotiate the collective awards and implement the individual awards nearer to the settlement
date. Under the existing arrangements however calculating back to a settlement date has been unavoidable. Although it was not
possible to predict exactly how long the whole process will take, DTI management has of course been aware of this position and took
it into account in calculating and negotiating pay offers. There is no right to interest on pay increases in the pay system.
In the coming year, 1997/98 transitional provisions relating to the question of pay awards will be needed to move to common
settlement date and because a new pay system is being introduced on 1 August. The new system is being developed to be simpler to
administer and more stream-lined than the old one bringing closer together in time settlement reference dates and the finalisation
of any award of a pay increase for individuals.

Sir Paul Beresford: I have been asked to reply.
We have published revised versions of PPG13 (transport) and of PPG6 (town centres and retail developments), which encourage the
location of town centre uses, including retailing in existing centres. Additionally Government have undertaken a wide variety of
regeneration and redevelopment projects which will also encourage development in town centres, including the single regeneration
budget and English Partnerships.

Mr. Harvey: To ask the Secretary of State for National Heritage what plans she has to increase the level of funding for the arts in
the south-west. [11956]
Mr. Sproat: The Government are committed to helping support a lively and accessible artistic tradition by continued public subsidy
for the arts. We have continued to offer substantial support for the arts despite overall pressures on public expenditure. In
November, my right hon. Friend the Secretary of State announced funding of £186 million for the Arts Council of England in 1997-98,
an increase of £3.2 million over the baseline on which the Arts Council was asked to plan.
It is for the Arts Council of England to determine the allocation of grant in aid to the 10 regional arts boards, including South
West Arts. It takes such decisions independently of Ministers, and in the light of relative needs and priorities. In addition, the
south-west continues to benefit from the proceeds of the national lottery. So far, the lottery has provided £27,000,000 towards
improving and increasing the availability and quality of the arts in the region.

Mr. Harvey: To ask the Secretary of State for Health what account he takes of rurality when calculating funding for hospital and
community health services and for general medical services. [12010]
Mr. Horam: The analytical work on which the hospital and community health service formula is based considered both population
density and the proportion of population living in urban areas as drivers of need that are relevant to rural areas. None of these
factors proved to be statistically significant enough to feature in the formula. However, rurality may be a factor in the cost of
providing services, particularly community health and ambulance services, and invitations to tender for appropriate research have
been issued.
General practitioners' remuneration includes specific fees to recognise the costs and pressures of practice in rural areas.
