Mr. Jim Cunningham: To ask the Secretary of State for the Environment, Transport and the Regions what steps he has taken to ensure
the security and reliability of the smart card technology under consideration by EU transport ministers for the monitoring of HGV
drivers' hours. [58712]
Ms Glenda Jackson: In agreeing the framework European Union (EU) Regulation to pave the way for the use of digital tachographs, the
Government secured an amendment which requires the type-approval for the system to ensure that it is capable of resisting attempts
to alter the drivers' hours data. Such tests must be carried out by experts familiar with up to date tampering techniques. The
technical specification for the proposed system is now being worked up by a technical committee comprising all EU Member States. I
can assure my hon. Friend that security remains our paramount concern and that we will continue to do all that we can to ensure that
the proposed system is as secure as possible.

Mr. Jim Cunningham: To ask the Secretary of State for the Environment, Transport and the Regions what plans he has to introduce
measures to encourage the development of environmentally safe technologies. [58602]
Mr. Meale: My Department encourages business to manage its environmental performance responsibly, using a systematic approach and
reporting publicly on performance. The Research Councils support research into new technologies. The Energy Efficiency and
Environmental Technology Best Practice Programmes also support collaborative R&D projects and demonstrate the benefits of applying
new technologies, and they promote existing good practice technologies and techniques. Environmental regulations, including
implementation of the EC Integrated Pollution Prevention and Control Directive, will continue to require industry to use best
available techniques, taking account of the costs and benefits. The DETR/DTI Joint Environmental Markets Unit sponsors the
environmental technology industry and supports export initiatives. The effectiveness of these programmes and measures is monitored
and kept under review.

Dr. Gibson: To ask the Secretary of State for Culture, Media and Sport what plans he has to co-ordinate the work of scientific
"hands-on" centres across the UK. [57261]
Mr. Chris Smith: I have no such plans. However, the National Endowment for Science, Technology and the Arts (NESTA) will shortly be
publishing a consultation document, outlining, among other things, its proposals for a programme which aims to contribute to the UK
public's knowledge and appreciation of science, technology and the arts. Subject to the outcome of the consultation, such "hands-on"
centres may be able to bid for contracts being awarded by NESTA or enter into joint venture with them. This would obviously be a
matter for the Chairman and Trustees of NESTA.

Mr. Battle: [holding answer 26 October 1998]: My right hon. Friend the Secretary of State for Trade and Industry takes a close
interest in the aerospace industry. His recent visit to the United States however focused on computing, information technology and
new media, emerging technologies, and biotechnology and pharmaceuticals. He also discussed inward investment issues. Aerospace
issues were not discussed on this occasion.

Mr. Dobbin: To ask the Secretary of State for Trade and Industry what steps he is taking to promote the use of science, engineering
and technology across Government. [55080]
Mr. Mandelson: The effective use of science, engineering and technology is one of my key priorities. The Government have already
allocated an additional £1.4 billion over the next three years, including £0.4 billion from the Wellcome Trust, to restore the
excellence of the Science and Engineering Base. And the forthcoming Competitiveness White Paper will demonstrate that science is
fundamental to helping UK companies address the challenges of the knowledge-driven economy.
Within Government we will seek to ensure that policy and regulation are always based on the best available scientific evidence. Lord
Sainsbury and I will be working with Ministers in other Government Departments both to make sure the Chief Scientific Advisor's
Guidelines on the use of scientific advice in policy making are fully and rigorously implemented and to improve public confidence in
the Government's use of scientific advice.

Mr. Pollard: To ask the Secretary of State for Trade and Industry if he will announce the allocation of the Science Budget; and if
he will make a statement. [56842]
Mr. Mandelson: As a result of the Comprehensive Spending Review, the Science Budget was increased by £700 million over the next
three years. This is solid evidence that science is a major priority for the Government. Of these additional funds, £300 million is
the Science Budget contribution to a ground breaking £600 million partnership with the Wellcome Trust to upgrade university research
laboratories and equipment. I am most grateful to the Trustees of the Trust for their contribution, and also their further
contribution of £110 million towards the cost of a new high intensity X-ray source. Over the period of these allocations, £35
million of the Science Budget has been reserved for this DIAMOND project. A further £20 million of the additional money for the
Science Budget is earmarked for the Science Budget's contribution to "University Challenge", a joint project to provide seed corn
funding to enable universities to exploit ideas emerging from their research.
After receiving advice from action from the Director General of Research Councils, I have decided that the Science Budget should be
allocated as follows:
