Mr. Austin: To ask the Secretary of State for Trade and Industry what reports he has received of variations in the costs of
maintaining and operating the telecommunication infrastructure in different parts of the United Kingdom; and what assessment he has
made of the economic impact of such variations. [98395]
Ms Hewitt: OFTEL, the UK's independent telecommunications regulator, carried out a thorough study of the cost of providing a
universal telecommunications service throughout the United Kingdom in 1997. This included consideration of the costs of serving
areas of the country which would be uneconomic on a normal commercial basis. OFTEL issued a further consultation on universal
service in July this year which considered whether the conclusions of the 1997 study were still valid. The consultation period on
this document closed on 29 October. OFTEL intend to publish their conclusions early next year.

Mr. Vaz: We have been working in the EU and with other international organisations to ensure assistance is delivered to those in
need in Kosovo. A programme for Reconstruction and Recovery in Kosovo will be discussed at the second international donors meeting
on Kosovo, on 17 November. We shall continue to work to ensure that funds are released in an appropriate and timely way.

Mr. Cohen: To ask the Secretary of State for Foreign and Commonwealth Affairs what assessment he has made of the prospects for
continued operation of power stations in Kosovo; and if he will make a statement. [98098]
Mr. Vaz: British Trade International assess the overall power situation in Kosovo at present as poor, with frequent power outages.
The main reason for this is because the two power stations are old and have been inadequately maintained for many years. There has
been no war damage to either power station. A British management team, jointly funded by the EU Task Force and British Trade
International, is currently working with the EU Task Force, UNMIK and the Kosovo Electric Company to manage the situation.
The period between now and the end of November, when we expect one of the power stations to become operational again following
essential maintenance, may well prove difficult. There have also been difficulties maintaining a regular supply of consumables,
funded by the EU Task Force, required to keep the power stations operating. However, DfID and British Trade International are now
both providing funds for the hire of bulldozers until new machines funded by the Dutch Ministry of Development arrive. This will
ensure that the coal supply to the power stations can be maintained.
Danish and Norwegian programmes are repairing the high voltage transmissions systems and the ability to import what power is
available from neighbouring grid systems should be improved by the end of December.
DfID is working on the low voltage distribution system to ensure that essential services are maintained through the winter period.
Our infrastructure engineering unit staff are heavily involved in co-ordination of the power sector to ensure that donor work is
complementary.

Mr. Vaz: [holding answer 8 November 1999]: The United Nations Mission in Kosovo (UNMIK) has responsibility for restoring municipal
government in Kosovo. The United Kingdom is making a major contribution to UNMIK in terms of finance and personnel. One of the five
UNMIK District Administrators in Kosovo is a British national. Four UK local government and two central government experts are
working as part of the United Nations civil administration to advise and assist re-establishment of local government in Kosovo. One
of the UK secondees, formerly involved in local government in Northern Ireland, has been appointed UN civil administrator for the
city of Pristina.

Ms Kelly: To ask the Secretary of State for Trade and Industry what action he has taken to encourage British firms to take part in
the regeneration of the Kosovo and other Balkan economies. [95851]
Mr. Caborn: On the initiative of the Secretary of State, a joint Government/private sector Taskforce was set up by British Trade
International--the recently established joint DTI/FCO trade promotion organisation--to co-ordinate and promote the UK's response to
the reconstruction opportunities arising in Kosovo. Its prime objective is to ensure that UK companies are well placed to play a
role in the rebuilding of Kosovo. The Taskforce has achieved much. Arising out of its activities, a consortium of UK companies has,
with financial support from British Trade International, been awarded the concession to manage the power sector over the next seven
months; this will help ensure that there is sufficient power to enable the people of Kosovo to get through the forthcoming harsh
winter. It was clear from my recent visit to Kosovo that the good will arising out of this contract should help UK companies compete
for other business, not only in the power sector but also in other areas of activity.
British Trade International have seconded an official to the British Office in Pristina to assist UK companies seeking business in
Kosovo. In order to keep the business community abreast of developments in Kosovo, the Department has also established a Kosovo
website; its address is: www.brittrade.com/kosovo/. This includes information on the activities of the Taskforce and the
international funding agencies working there. The well publicised activities of the Taskforce have played a major role in generating
UK company interest in Kosovo; nearly 1,000 companies have registered on British Trade International's Kosovo database. British
Trade International has been praised widely by the private sector for all its initiatives on Kosovo. Kosovo has been its first test;
one which it has come through with flying colours.
Kosovo is seen as the springboard to the wider South East Europe region (the Balkans) which presents significantly more business
opportunities. In due course, the role of the Taskforce is likely to focus on this wider region. Through promotional events such as
a seminars support for trade fairs and missions, British Trade International continues to draw the attention of UK companies to
commercial opportunities in the other markets of the region.

Mr. Bercow: To ask the Secretary of State for Trade and Industry if he will list the total value of contracts awarded to date in
Kosovo since the cessation of hostilities, broken down by nationality of company. [95405]
Mr. Caborn: Almost all the contracts awarded to date to agencies and companies have been those to meet the immediate humanitarian
needs in Kosovo. There is no central register of the multiplicity of such agencies which have won such contracts either through
bilateral aid support or through that provided via other organisations such as the United Nations. However, British Trade
International, the recently established joint DTI/FCO trade promotion organisation has, in conjunction with the British Office in
Pristina, been asked (through the joint private sector Kosovo Taskforce established by the Secretary of State) to put together a
list with details of all British companies which have won contracts in Kosovo.
The most significant of these to date is the concession awarded to a British consortium led by Mott MacDonald to manage the power
sector in Kosovo over the next seven months; this should help ensure that there is sufficient power to enable Kosovo to get through
the forthcoming hard winter. British Trade International has put nearly £500,000 into this project; a similar amount has been
provided by the European Union.
