Dr. Tonge: To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the recent violence in
the Chapare region of Bolivia. [135111]
Mr. Battle: The political situation in Bolivia has stabilised following a period of social unrest and violent tension in late
September and early October. Protests in the Chapare centred on the Bolivian Government's plans to eradicate illegal coca crops, in
line with a five year counter-drug action plan.
An agreement was reached with coca growers on 14 October and the situation in the Chapare has stabilised, although there have been
sporadic outbreaks of violence since then. The agreement provides for better implementation and control of alternative development
projects and the establishment of a human rights commission to investigate violence and deaths in the Chapare since 1998. The
Bolivian Government has also shelved plans to build three military barracks in the Chapare.

Mr. Ben Chapman: To ask the Secretary of State for Foreign and Commonwealth Affairs what extra grant was allocated by his Department
to the British Council for opening the new country directorates in (a) Bolivia and (b) Cuba. [111262]
Mr. Hain: The British Council is provided with grant-in-aid funding for its activities world-wide. This Government provided the
Council with an increase in its grant-in-aid at the first opportunity, ie in the Comprehensive Spending Review settlement covering
1999-2000 to 2001-02. The Council makes decisions on the allocation of resources for its activities, in consultation with the
Foreign and Commonwealth Office.

Ms Drown: To ask the Chancellor of the Exchequer which heavily indebted poor countries have produced poverty reduction strategy
papers in partnership with the IMF and World bank; and which countries are in the process of developing such papers. [109528]
Miss Melanie Johnson: Poverty Reduction Strategy Papers (PRSPs) are to be national strategies, drawn up by the countries themselves,
in consultation with civil society and the World Bank and IMF. Interim PRSPs have been produced by the three countries (Uganda,
Bolivia and Mauritania) who recently reached decision point under the enhanced HIPC Initiative.
Work is currently underway to produce PRSPs in the remaining countries currently in the HIPC process. The Department for
International Development and NGOs are providing important technical assistance to countries in that regard. Many countries already
have some form of poverty reduction strategy and it is clearly important to build on this to ensure the first principle of the new
approach to poverty reduction, that of country ownership.

Mr. Corbyn: To ask the Secretary of State for Foreign and Commonwealth Affairs what support and assistance his Department is
providing to civic and human rights groups in (a) Colombia, (b) Ecuador, (c) Bolivia and (d) Peru. [101511]
Mr. Battle: The information is as follows:
(a) Columbia: Our Embassy in Bogota maintains close contacts with a range of civic and human rights groups in Colombia. Through the
FCO's Conflict Prevention Fund and the Embassy's Small Grants Scheme, we have contributed funds to a number of groups, such as The
Citizen's Mandate for Peace, Life and Liberty Project Fund, which encourages debate within civil society. We have also contributed
funds towards human rights organisations monitoring the human rights situation in the department of Antioquia (amongst the most
violent departments in Colombia). We also provide human rights training to the Colombian Police Force.
(b) Ecuador: We work closely with a number of independent human rights groups including the Human Rights Permanent Assembly (APDH)
and the Latin American Human Rights Association (ALDHU). More than £41,000 has been disbursed from the Human Rights Project Fund
this financial year to promote rights awareness in Ecuador. This includes funding for a project being administered by APDH to
encourage young people to learn about their human, social, economic and cultural rights and how to promote them. In addition, the
British Embassy in Quito are supporting a number of other projects aimed at helping street children, indigenous groups and
disadvantaged women.
(c) Bolivia: £42,500 has been provided this financial year from the Human Rights Project Fund to support the office of the Human
Rights Ombudsman. The Ombudsman, Mrs. Ana Maria Romero, paid a successful Foreign and Commonwealth Office Sponsored Visit to the UK
in November 1999. The main purpose of her visit was to see how the British Government promote human rights. Our Embassy in La Paz
have close contacts with a number of human rights groups in Bolivia including Red Andina, CEDOIN, the Permanent Assembly for Human
Rights and AMANACER, a charity which helps street children.
(d) Peru: We maintain close and regular contact with a number of NGOs and independent human rights groups in Peru including the
National Co-ordinator for Human Rights, an umbrella organisation which represents more than 50 NGOs working in the human rights
field. We also maintain close contact with both the Ombudsman and the Ad Hoc Commission of Human Rights. In November 1999, the
Deputy Ombudsman of Peru, Dr. Gino Costa, paid a successful FCO Sponsored Visit to the UK. He attended a human rights seminar in the
House of Lords, and was keen to hear about HMG's policies on human rights, particularly in the context of Northern Ireland. We have
provided £61,961 this financial year from the Human Rights Project Fund to assist the Ombudsman and Commission with its work and
research. In November, the Department for International Development provided more than £20,000 for an electoral assistance project
in Peru. More than £93,000 has been disbursed since April 1999 from HRPF to support projects administered by independent human
rights groups.

Mr. Battle: The FCO is not providing assistance to drug eradication projects in Colombia, Ecuador, Bolivia or Peru. The main focus
of FCO counter-drugs assistance in these countries is on interdiction/law enforcement training. We are currently supporting two UN
International Drugs Programmes (UNDCP) projects in alternative development for Bolivia and Peru through DFID.

Dr. Tonge: To ask the Secretary of State for International Development what progress is being made by her Department in implementing
alternative development in drug-producing regions of drug-producing countries. [99249]
Clare Short: Our Strategy for alternative development drug producing areas is set out in "Illicit Drugs and the Development
Assistance Programme", a copy of which is in the Library. My Department is currently funding alternative development in the lower
Huallaga valley in Peru and in the Chapare region of Bolivia through the United Nations International Drug Control Programme
(UNDCP). We have also been funding a project in the Dir district of Pakistan.
There have been substantial reductions of coca in the Chapare region during 1998 and farm plans for agricultural diversification and
soil conservation have been developed with farmers and are now being implemented. The project also involves several micro-projects,
including strengthening women's groups and providing micro-credit to help the women produce flowers, vegetables and honey. Work in
the Lower Huallaga valley is still in the early planning stages. The opium poppy has been virtually eliminated in the Dir district,
partly through the introduction of alternative crops and development infrastructure.
