There are two tables attached, the first shows the total change in population from mid-1971 to mid-1999 for Government Office Regions (GORs). To allow comparisons to be made, the 1971 data in this table are expressed in terms of GOR boundaries in existence in 1999. Population change can be broken down into the two main components of natural change (which is the difference between births and deaths) and migration and other changes. The second table shows these components of population change from 1981 to 1999 for GORs. Data are not readily available prior to 1981 for the breakdown of the components of population change in the regions. Mr. Hinchliffe: To ask the Secretary of State for Health what steps his Department has taken in respect of the welfare of former British child migrants since the publication of his Department's response to the Third report of the Health Committee, Session 1997-98, HC 755; and what assessment he has made of the effectiveness of such measures. [138171] Mr. Hutton: In the Government's response to the Health Select Committee's Report on the Welfare of Former Child Migrants, a commitment was given to provide practical help to former child migrants. We agreed to increase funding for the Child Migrants Trust to £500,000 over three years (1999-2002) to assist former child migrants in tracing their relatives and also to provide counselling services. It has also set up a Support Fund (£1 million over three years managed by International Social Services) to enable first time re-unions between former child migrants and their immediate relatives in the United Kingdom through paying travel and subsistence cost. The International Social Services (ISS) have so far received 209 applications, of which 181 have been successful. We have also funded a central information index to help child migrants trace their roots. The Index was installed in November 1999 and to date they have received 181 applications. Departmental officials met with the Agent General for Western Australia, Clive Griffiths on 17 August 2000 formally to receive a copy of the Western Australian Former Child Migrant Referral Index. This Department reciprocated by handing over those records from the UK Central Information Index which were specific to Western Australia. We will continue to work with Australian colleagues to ensure that maximum benefit is derived for child migrants from the information held on the Index. Although no specific assessment has been made of the effectiveness of these measures the Child Migrants Trust and International Social Services along with the National Council for Voluntary Child Care Organisations, who set up the Child Migrant Information Index provide my officials with regular progress reports on the services they are supplying.

Letter from Len Cook to Mr. David Drew, dated 13 July 2000: As National Statistician, I have been asked to reply to your recent question about the annual level of migration of people and households from London to the South East, and from the rest of England to the South East. (129750). The attached table (i) presents the information for the movement of people that you require for each of the last three years. The latest year for which estimates are available is 1998. Data are presented for moves from London and the rest of England, to the South East Planning Region. The data show a net gain of people from London but a net loss of people to the rest of England. The estimates of internal migration within the United Kingdom are based on the movement of NHS doctors' patients between the former Family Health Service Authorities. They should not be regarded as a perfect measure of migration as there is variation in the delay between a person moving and registering with a new doctor. Moves between the individual Government Office Regions (GORs) and the rest of the United Kingdom are published in Key Population and Vital Statistics, which is available in the House of Commons Library. There are no annual data on household migration. The only data that are available come from the 1991 Census. The estimates of wholly moving households, between 1990 and 1991, are shown in the attached table (ii). For comparison the estimates of people moving are also shown for 1991. [129748] Ms Beverley Hughes: Household projections are just one of the considerations taken into account in determining likely housing requirements. No explicit assumptions about population migration are made in considering draft regional planning guidance. One of the inputs into the household projections is the sub-national population projections. These contain assumptions about inter-area migration. The migration assumptions for each area are set out in Table 6 of the Office for National Statistics 1996-based Sub-national population projections, England, Series PP3 No. 10, published by TSO. This publication does not include information on migration flows between regions. The Office for National Statistics will be making some additional information available on these flows, shortly. I will write to my hon. Friend once this statistical information has been derived.

Mr. Curry: To ask the Secretary of State for the Environment, Transport and the Regions what estimate he has made of the proportion of the demand for new housing which arises from population migration (a) between the English regions and (b) from London to other parts of the South East. [128866] Mr. Raynsford: No explicit estimates are made about the proportion of the demand for new housing that arises from population migration. Trend-based household projects are just one of the considerations taken into account. These are derived from trend-based population projections that contain assumptions about inter-area migration. The migration assumptions are set out in Table 6 of the Office for National Statistics 1996-based Sub-national population projections, England, Series PP3 No. 10, published by TSO. However, this publication does not include information on migration flows between specific areas. The Office for National Statistics has therefore provided the additional information on projected migration in relation to the South East Planning Region, given in the table. Gillian Merron: To ask the Secretary of State for the Environment, Transport and the Regions (1) by what date he requires the population data for Lincoln, in order to calculate the standard spending assessment for the coming three financial years; and if he will make a statement; [128366] (2) what progress the Office for National Statistics has made in assessing the impact of internal migration on the population in Lincoln, with special reference to the requirements of the standard spending assessment for the coming three years. [128338] Ms Beverley Hughes: The method of revenue grant distribution in future years depends on the outcome of the review of revenue grant distribution now taking place. A Green Paper will be published later this summer setting out options for revenue grant distribution. This follows open and lengthy discussions between representatives of local and central government. Grants for 2001-02 will be based on the existing standard spending assessment (SSA) system. We announced in the White Paper "Modern Local Government--In Touch With The People", that during the review we intended to keep up to date the data on which grants are based. This would mean that grants for 2001-02 would use the Registrar General's estimates of population at 30 June 1999. These data should be available by 3 October 2000, the deadline for most data for use in the 2000-01 SSA calculations. The Registrar General continually looks for ways of improving his population estimates. I understand that his estimates for 30 June 1999, due to be published in August, will incorporate improvements to the internal migration component of the estimates that have been discussed with local government and other experts. The estimates will include new migration estimates for the previous year based on the new data source. This increases the population estimate for Lincoln for mid 1998 by over 200. I am aware that this matter and others have been the subject of recent correspondence between the Council and the Office for National Statistics. The Council had been concerned that the improvements would not be made until information from the 2001 census was available. The Registrar General does not intend to wait until then.

Letter from Tim Holt to Mr. Graham Brady, dated 4 April 2000: As Director of the Office for National Statistics (ONS), I have been asked to reply to your recent question on estimated net migration from city centres. The information that you require is not available. At present it is not possible to produce annual migration estimates for small geographical areas such as city centres. Migration estimates are only available for former Family Health Service Authority areas. These are broadly consistent with shire counties, metropolitan districts and groups of London boroughs. This is because estimates of internal migration within the United Kingdom are based on the movement of NHS doctor's patients between the former Family Health Service Authorities. ONS have recently investigated the feasibility of using the postcoded information held on patient registers to better estimate migration at local level. It is possible that in the future we will be able to provide migration estimates for different geographies such as city centres. Moves for former Family Health Service Authority areas and between the individual Government Office Regions (GORs) and the rest of the United Kingdom are published in Key Population and Vital Statistics, which is available in the House of Commons Library.

The population is then projected one year ahead, by ageing on the population one year and applying assumptions on births, deaths, international migration to and from England and internal migration within England. This process is then repeated for each year projected. The model treats international and internal migrants separately. The assumptions on international migration in the subnational projections are based on recent past information using a range of survey and administrative data. International in-migrants are assigned to their final destination, not their port of entry and added to the general population in the year of their arrival. As they are then included in the general population, any subsequent moves within England are covered in the internal migration element of the model.
