Mr. Streeter: To ask the Secretary of State for International Development what plans she has for changes in the level of aid to the
Horn of Africa region. [118039]
Clare Short: We have established a planning figure of about £23.35 million for bilateral expenditure in Ethiopia, Eritrea, Somalia
and Sudan in 2000-01 compared to an expected outturn of £13.35 million for 1999-2000. This increase was programmed earlier this year
following advance warning of the deteriorating food security situation in the Horn of Africa. The funds are available to support
development programmes and emergency interventions. Actual expenditure for individual countries like all other planning figures are
likely to vary depending on needs. In addition, the EU and other multilateral organisations to which we provide substantial support
will be providing assistance to the region.

Mrs. Roche: Information on the number of decisions made or the number of applications lodged by Somali nationals requesting an
upgrading to full refugee status is not held centrally. Such information would be obtained only by examining individual case papers
at disproportionate cost.

Sir Sydney Chapman: To ask the Secretary of State for International Development what assessment she has made of the likely effects
of crop failures in the Horn of Africa. [115453]
Clare Short: Crop failure is a regular occurrence in the Horn of Africa and communities have developed strategies for dealing with
its effects. These include diversification of agricultural production systems and other socio-economic strategies, such as
migration. Extreme hardship through crop failure is usually the result of conflict or poor crop management.
Harvests were poor in 1999 in some parts of the Horn of Africa. It is too early to say if 2000 is likely to see serious crop failure
in Ethiopia and Somalia but the UN estimates emergency food needs for 2000 will be as follows: Ethiopia (Disaster Preparedness and
Prevention Commission)-- 900,000 metric tonnes for 8.1 million people Eritrea (United Nations Country Team)--25,000 metric tonnes
for 211,750 people Somalia (United Nations Appeal)--25,000 metric tonnes for 400,000 people.

Clare Short: We do not have a bilateral aid programme to Somalia. Humanitarian projects currently funded by DFID are as follows:
Action Contre La Faim: "Emergency Nutritional Intervention in Gedo and Bakool Regions" (£96,122) AMREF UK: "Luuq District Health
Programme" (£288,735) World Vision: "Primary Health Care in Juba" (£281,703) World Vision: "Agricultural Rehabilitation Programme,
Middle Juba" (£198,230) In addition the following Civil Society Fund Projects are funded: Action Aid: "Pastoralism and Peace
Building" (£440,896) Africa Educational Trust: "Educational Incentives--Girls/Young Ex-Militia Men" (£83,411) Africa Education
Trust: "Organisation/Skills Training in Community Schools" (£51,660).
There is currently one multilateral project funded by DFID: UNICEF "Supplementary Feeding Programme, Bardera" (£00,000). Britain
also supports the work of other multilateral agencies in Somalia including the World Food Programme. In addition we are contributing
£4.38 million as our contribution to a Euro 47m EC Rehabilitation Programme.
We are monitoring the humanitarian situation in Somalia closely and will continue to respond to urgent needs as they arise. Many of
the problems facing the Somali people are, directly or indirectly, the result of political instability. We believe the problems of
Somalia as a whole must be resolved by the Somalis themselves and we fully support the current initiative of the Inter-Governmental
Authority on Development (IGAD) to promote a peaceful solution.

Mr. Corbyn: To ask the Secretary of State for Foreign and Commonwealth Affairs what actions have been taken by United Kingdom
representatives at the United Nations to promote a peace process in Somalia. [109486]
Mr. Hain: In recent years the UN Secretary-General has regularly reported to the Security Council on Somalia. After the most recent
report in August last year, the UK representative repeated our full support for the Secretary-General's efforts to promote peace in
Somalia and encouraged him to review the role of the UN in Somalia, including exploration of possible support for civil society as a
means of increasing the chances of achieving a comprehensive and lasting settlement. The Security Council imposed a mandatory arms
embargo in its Resolution 733 of 23 January 1992. We have consistently called for it to be properly enforced.

Mr. Corbyn: To ask the Secretary of State for Foreign and Commonwealth Affairs what measures his Department is taking to assist
peace processes in Somalia; and if he will make a statement. [109491]
Mr. Hain: Together with the rest of the international community, we have supported the efforts of regional and other interested
states and regional organisations, including the Intergovernmental Authority on Development (IGAD), the Organisation of African
Unity and the Arab League, to facilitate the peace process in Somalia.
The President of IGAD, Djibouti President Ismael Omar Guelleh, is in the process of putting together new peace proposals. We welcome
this initiative and look forward to seeing these proposals in detail, but the ultimate responsibility for achieving national
reconciliation and for restoring peace in Somalia rests with the Somali people themselves.
