[140540] Miss Melanie Johnson: [holding answer 27 November 2000]: The information requested falls within the responsibility of the National Statistician. I have asked him to reply. Letter from John Pullinger to Mr. Jim Cousins, dated 30 November 2000: The National Statistician has been asked to reply to your recent question regarding the unemployment to vacancy ratio in each nation and Government Office region of the United Kingdom (140540). I am replying in his absence. The Labour Force Survey (LFS) is the main source of labour market data on individuals used by the Office for National Statistics (ONS). The official measure of unemployment is derived from the LFS and is defined on a consistent and internationally recognised basis set out by the International Labour Organisation (ILO). It counts as unemployed people who are a) without a paid job, b) available to start work within the next two weeks and c) have either looked for work in the last four weeks or are waiting to start a job already obtained. ONS also publishes the monthly number of people who are claiming unemployment-related benefits, also known as the claimant count. The only figures available on vacancies are those notified to Jobcentres. It should be borne in mind that Jobcentre vacancies represent only a proportion of all vacancies in the economy, broadly a third overall. This proportion is also likely to vary across regions and between different skills and occupations.

Miss Begg: To ask the Secretary of State for Education and Employment what steps he is taking to promote innovative and flexible approaches to connecting the long-term unemployed to job vacancies. [138356] Ms Jowell: As a result of our economic and active labour market policies, the number of people aged 25 and over unemployed for 2 years or more has fallen by 63 per cent. since May 1997 and long-term unemployment among 18-24 year olds has fallen by 72 per cent. But there is still more to be done. The New Deals are a key part of our efforts to tackle long-term unemployment; innovation and flexibility are imbedded in them. From April 2001 we will be introducing an enhanced New Deal for those aged 25 and over, which will be much more flexible to ensure that we can address the barriers faced by each individual. Alongside this new programme, we are also testing further radical approaches, for example Employment Zones, with their personal job accounts, and Job Action Teams which provide very tightly focused extra help for the most disadvantaged neighbourhoods. We are also making a major investment to harness new technology to improve access to jobs information by all unemployed people. We have already introduced a new national telephone service, which enables people to access all the jobs on the Employment Service database, all for the price of a local call. We are introducing new touch screen terminals into Jobcentres. All Employment Service vacancies are already on the Internet, and early in 2001 we will be launching a new "Learning and Work Bank" Internet portal, which will link these vacancies to careers information and details of learning and training opportunities. At the same time we are setting up 700 UK online centres to bring internet access into disadvantaged communities.

Mr. Burstow: To ask the Secretary of State for the Home Department how many unfilled vacancies for permanent staff his Department has; what percentage of staff positions in his Department are vacant; what the monthly cost would be to his Department of employing civil servants in these positions; how many and what percentage of staff his Department employs on a temporary basis through employment agencies; how much his Department paid employment agencies to supply temporary staff in each of the last 12 months; and how much he expects to pay employment agencies to supply temporary staff in each of the next 12 months. [131432] Mr. Mike O'Brien: [holding answer 25 July 2000]: Agency staff are used to fill vacancies in the short term for a variety of reasons. These could include absences due to long-term sick or maternity leave, the need to provide particular skills for a short project or to cover vacancies that are waiting to be filled from recruitment exercises. Casual appointments, normally for less than 12 months are also made for similar reasons. It would not therefore be appropriate to draw a direct relationship between the use of Agency staff and vacancies in the Home Office. The additional posts that have been made available to tackle the Asylum backlog in the Immigration and Nationality Directorate (IND) have provided opportunities for staff throughout the Home Office. But the vast majority of these additional posts are being filled by recruitment. I am committed to filling all permanent vacancies with permanent staff as soon as possible and a wide range of recruitment exercises have been taken place and are ongoing. For example, in IND, where there is the greatest number of vacancies, 30 recruitment campaigns are taking place and staff are currently joining IND at the rate of about 300 per month. However, until the staff have been selected and are able to join the Home Office, there will be an ongoing need for some vacancies to be covered by Agency staff. All parts of The Home Office have delegated authority to manage resources, including staff numbers within agreed cash limits. Information on the use and cost of Agency staff is not collected centrally or accounted for separately and could be provided only at disproportionate costs. The best available information is set out in the following table. Table 1.
