Mr. Nigel Jones: To ask the Secretary of State for International Development if she will make a statement on her policy towards
improving water storage and distribution networks in sub-Saharan Africa. [160670]
Clare Short: We place a high priority on improving access to potable water supplies and sanitation facilities for the world's
poorest people. Sub-Saharan Africa currently has the lowest coverage, with almost half of the population not having access to safe
drinking water or sanitation facilities. My Department works with Government and non-government agencies to improve the management
of existing water supply schemes and to construct new, affordable schemes. This support includes water storage and distribution
networks where locally appropriate. We currently have major water projects in Ghana, Nigeria, Mozambique and South Africa.
Our policy on improving water (and sanitation) services is set out in the recently published strategy paper "Addressing the Water
Crisis". I will send the hon. Member a copy and place a copy in the House Library. This details how we will work towards the target
for water supply agreed at the UN Millennium Summit last September--to halve by 2015 the proportion of people unable to reach, or
afford, safe drinking water.

Mr. Gray: To ask the Secretary of State for the Environment, Transport and the Regions what steps he is taking to ensure that a
future grant system will reflect the importance of community consultation to local democracy. [153848]
Ms Beverley Hughes: Last September's local government finance green paper consulted on options for making the current grant
distribution system for local authorities fairer. One option was to distribute grant on the basis of consideration of an authority's
corporate plan. Clearly, such a plan would reflect community consultation processes.
The other option was a grant distribution system based on formulae plus safety valve grant, targeted grant and local public service
agreements (PSAs). Under such a system, local PSAs would provide the scope to reflect the priorities of the local community.
A White paper will be published later this year setting out our decisions on the way forward. More generally, the green paper noted
the welcome trend of consulting local taxpayers about local tax and spending decisions--and the Government are working with the
Local Government Association to devise good practice in doing so.

The existing formulae for distributing revenue grant are based predominantly on local authority population figures including
relevant client groups (such as schoolchildren or elderly people). Were we to decide to continue to distribute grant by formula,
this would continue to be the case.
As with the present system, such a formula could be modified to take other factors into account such as levels of deprivation and
the higher costs of recruiting and retaining local authority staff--but in a more transparent and comprehensible way than the
present system.

Mr. Clapham: To ask the Secretary of State for Trade and Industry how many households in the UK do not have access to the gas
network; and what initiatives he plans to encourage companies to extend it. [153456]
Mr. Hain: Approximately five million households in GB do not have access to the gas network.
The legislative position is that under the Gas Act 1986 (as amended) a Gas Transporter only has a duty to connect premises 23 meters
from the gas mains. The same Act gives Ofgem a duty to ensure that all reasonable requests for gas through pipes are met, providing
this can be done economically.
The Gas Act 1995 provided three ways a household can be connected to the mains. First, a consumer can go to one of the many
competing Gas Transporters. Secondly, the Gas Transporter can apply to Ofgem to use a system of supplemental charges where the cost
of making the gas connection is recovered over a period of typically 20 years by means of an additional charge on each unit of gas.
Thirdly, the consumer can purchase the pipes and hire a specialist company to lay them for him--the so called "self-lay" system.
The Government are aware that many households which are not currently connected to the mains would like to be and, in the coming
months, they will be working with Ofgem and the industry to ensure that the gas network provides the widest viable coverage.
