Caroline Flint: To ask the Secretary of State for Defence if he will set out, with statistical information relating as directly as possible to Don Valley constituency, the effects on Doncaster of his Department's policies and actions since 2 May 1997. [153521] Dr. Moonie: The Ministry of Defence has a wide-ranging presence throughout the UK in terms of defence establishments and the service and civilian personnel they employ. This presence brings benefits to many communities, local economies and jobs. Also, 60,000 new defence contracts are placed each year that provide support to industry and create and sustain defence-related employment. The Ministry of Defence has maintained a very substantial number of personnel in the Don Valley area: within a 25-mile radius distance of the constituency, MOD direct employees totalled 620 personnel (service and civilian) on average during the period of interest. Since 2 May 1997, nearly 160 contracts with a total value of nearly £2 million were placed with prime contractors in the Don Valley area{1}. I draw attention to the Defence Analytical Services Agency report "UK Defence Statistics 2000", which contains a welfare of defence statistical information, a copy of which has been placed in the Library of the House. {1} The decision as to where work under a particular contract will be undertaken rests with the contractor, therefore work on a contract placed with a prime contract in the Don Valley area may well be done elsewhere: similarly, contracts placed with contractors outside the Don Valley area could lead to sub-contracts on companies in Don Valley.

[153524] Ms Quin: MAFF does not hold statistical information on a constituency basis relating to the Department's policies. As many of the Department's policies flow from measures agreed within the framework of the EU Common Agricultural Policy, statistical data are normally available on a UK or England basis. Farmers in the UK receive approximately £3 billion per year in direct CAP payments. This does not include the significant additional costs to consumers as a result of CAP price supports which keep EU prices above prevailing world prices. Consumers in Don Valley will benefit from the Agenda 2000 reforms of the CAP in the form of reduced food bills, with the average saving for a typical family rising to £65 a year by 2010. The Government are committed to securing a more economically rational CAP. This will benefit both consumers and taxpayers in Don Valley. We aim to redirect public money from agricultural price support mechanisms to rural development measures of benefit to the wider rural community and visitors to the countryside. One of the most important outcomes of Agenda 2000 was the establishment of the Rural Development Regulation, which is being implemented in England through the England Rural Development Programme (ERDP), investing around £1.6 billion in rural areas over seven years. By supporting rural development, including diversification into tourist activities, and by conserving and enhancing the rural environment through support for "public" goods such as biodiversity and landscape appearance, the ERDP offers benefits to all who visit the countryside.

[158194] Mr. Hain: Claimants are usually invited to attend an appointment to undergo the Medical Assessment Procedure, MAP, at a centre within a 25-mile radius of their residence. In the Barnsley area, as defined by the postcodes S70, S72, S73 and S75, there is a test centre serving residents and the surrounding 25-mile region. Claimants residing in Doncaster are served by centres in Huddersfield, Leeds, Mexborough, Pontefract and Sheffield. Each centre, when fully resourced with a respiratory specialist, lung function technician and administration staff, is capable of carrying out a minimum of 20 appointments per week, 40 in the case of Barnsley. The table shows the number of MAPs undertaken and appointments booked to date at each centre: _________________________________________________________________________________________________. Caroline Flint: To ask the Secretary of State for Culture, Media and Sport if he will set out, with statistical information relating as directly as possible to Don Valley constituency, the effects on Doncaster of his Department's policies and actions since 2 May 1997. [153519] Mr. Chris Smith: Since May 1997 my Department has introduced and developed a variety of initiatives which will impact on my hon. Friend's constituency and which promote our objectives of access, excellence, education, and creativity and employment. We have published our strategies to take this forward in "Tomorrow's Tourism" and "A Sporting Future for All", which was recently followed up by the Government's Plan for Sport. We have tackled the issue of social inclusion taking forward the recommendations of Policy Action Team 10 on Arts and Sport and developing social inclusion policies across all our areas which is recognised within the most recent progress report "Building on PAT10". We have given more support to the cultural and sporting infrastructure. The Spending Review 2000 secured a doubling of the budget for sport and the largest ever increase for the arts: an increase of 80 per cent. from £186 million in 1997-98 to £336 million in 2003-04. In taking forward our aim to develop the educational potential of culture and sport £40 million has been allocated to developing Creative Partnerships; we have established through lottery funding the £30 million National Foundation for Youth Music; and secured an additional £130 million for primary schools sports and arts facilities through the Space for Sport and the Arts programme. With £120 million of central Government and lottery funding we will be providing a school sports co-ordinator in one in four secondary schools to work with local primary and special schools to improve sporting provision and physical education for children in the most deprived areas. We have delivered free access to national museums for children and the over 60s and additional money will be provided to allow this to be extended to everyone in December 2001. We have commissioned a task force which is currently considering the issues facing non-national museums in the regions. We have made improvements in the way the lottery is spent to ensure a fairer distribution. The introduction of the New Opportunities Fund for spending on health, education and the environment has made a real difference to communities everywhere. For instance it has invested £120 million to support the People's Network, which will enable all 4,300 public libraries to offer free public internet access through UK online learning centres; and a further £50 million to stimulate development of content to support the Network. We have set up a Regional Cultural Consortium in each of the English regions outside London to champion culture and creativity, including heritage, sport and tourism, and to draw up regional cultural strategies identifying regional objectives and priorities. We have published a Green Paper, "Culture and Creativity: The Next Ten Years", setting out how individual creative talent can be given the support it needs from childhood to flourish; how artists and cultural institutions can be freed from bureaucratic controls; and how the freedom to explore and enjoy creativity and culture can be made available to all. Through their commitment to public service broadcasting, the Government have helped to foster an environment in which a creative, commercially successful broadcasting industry provides a wide range of UK-made, high quality, original programmes catering for all viewers and listeners. We have ensured a secure funding base for the BBC and S4C, while giving them the freedom to develop commercial operations which complement and support their public service remit. We have made clear in the Communications White Paper that public service broadcasting will continue to have a key role to play in the digital future. The Government have introduced free television licences for people aged 75 or over from 1 November last year. My Department sponsors the British Tourist Authority (BTA) which continues to promote Britain effectively as an attractive tourist destination for overseas visitors. The BTA's successful marketing activities are aimed at bringing benefits to all parts of the UK, including Don Valley. In delivering these initiatives we aim to make culture and sport inclusive activities, boosting participation and improving the quality of life for all. Don Valley According to the information supplied to us by the distributing bodies for the national lottery awards database, there have been 66 national lottery awards to Don Valley totalling £741,678. Seventeen Millennium Award winners have been identified from Don Valley and between them they have received grants totalling £29,306. Doncaster is part of the South Yorkshire Sports Partnership and, additionally, sits within the South Yorkshire Coalfield Sports Action Zone (SAZ). South Yorkshire Sports Partnership has a Partnership Manager, SAZ Manager and Active Sports Manager. Grants offered by English Heritage (EH) in the Doncaster area Carstairs Countryside Trust--offered £84,000 for acquisition of Sutton Common Enclosures, a scheduled ancient monument. Conservation Area Partnership Scheme--Doncaster High Street--£30,000 p.a. for financial years 1997-98 and 1998-99. Information on the number of beneficiaries of free television licences by constituency is not available, but estimates based on the 1991 Census indicate that there were approximately 4,600 people aged 75 or over living in the Don Valley constituency. There are of course other initiatives in the wider context of the area which may have an effect on the Don Valley constituency. These are: Yorkshire Arts received £9,288,000 in 2000-2001 from the Arts Council to support arts and cultural activity across its region. In 2001-2002 this will increase to £10,315,832 or by 11 per cent. Doncaster Community Arts received an award of £9,020 from the National Foundation for Youth Music for a Music Maker Project. In addition, the Millennium Commission has contributed £34 million to date towards the development and running costs of the Earth Centre.

[149071] Mr. Blunkett: My Department has invested substantially in employment and training. My Department does not normally present aggregate figures for expenditure on these programmes. Table 1 shows the Department's spending on employment programmes including Work Based Learning for Adults. It shows spending on certain training programmes including Work Based Training for Young People. Separately, it also shows expenditure on New Deals and other programmes funded by the Windfall Tax. The New Deals offer help and support, including skills training, to people looking for work. The table does not include expenditure on further education, some £3.5 billion in the current year, which includes funding for vocational education and training. Caroline Flint: To ask the Secretary of State for Social Security if he will set out, with statistical information relating as directly as possible to Don Valley constituency, the effects on Doncaster of his Department's policies and actions since 2 May 1997. [153526] Mr. Rooker: The Department's policies and initiatives have made a significant contribution to the Government's overall objectives of: Eradicating child poverty in 20 years, and halving it within 10; Promoting work as the best form of welfare for people of working age while protecting the position of those in greatest need; and, Combating poverty and promoting security and independence in retirement for today's and tomorrow's pensioners. These goals are being pursued nationwide and our achievements are set out in our annual "Opportunity for all" reports. Our second report, "Opportunity for all--One year on: making a difference" (CM4865, September 2000) sets out what progress has been made in the past year, as well as highlighting what more needs to be done. Nationwide statistical information is necessarily more complete than constituency level data, but the following provides a comparative guide to the effect of the Department's policies and actions in Don Valley since May 1997. Measures in our five Budgets so far will lift over 1.2 million children out of poverty. These include record increases to Child Benefit, the introduction of the Working Families Tax Credit, increases in the income- related benefits, the minimum wage and tax changes. Child benefit will be worth £15.50 a week for the eldest child and £10.35 a week for other children from April 2001: nationally about 7 million families receive child benefit, and in Don Valley 11,339 families benefit. We now have the lowest unemployment rate in 25 years. The New Deals have helped lone parents, the young unemployed, the long-term unemployed, the over 50s and partners of the unemployed to move from benefit into work. In the period since May 1997 the number of people claiming Jobseekers' Allowance nationally has reduced from 1,562,400 to 1,044,900; in Don Valley the number has reduced from 2,800 to 1,600. Since May 1997 the number of lone parents who claim Income Support has decreased from 1,013,500 to 894,100 nationally and in Don Valley from 1,700 to 1,600. Older people are disproportionately affected by fuel poverty. So we have introduced Winter Fuel Payments to help with their heaviest fuel bill. This winter, the payment is £200 for households who qualify. Over 17,000 older people in Don Valley have received a Winter Fuel Payment for this winter. To demonstrate our commitment to combating pensioner poverty, this year we will spend £4.5 billion extra in real terms on pensioners. Some 16,000 pensioners in Don Valley will benefit from the substantial increases in the basic State pension this April and next; this year's increase is £5 a week for single pensioners and £8 for couples. In addition we have introduced free TV licences for the over 75s of whom we estimate there are about 5,600 in Don Valley. 2,200 pensioner families in Don Valley are receiving the Minimum Income Guarantee, which we introduced in April 1999 to help our poorest pensioners. From April they will be at least £15 a week, or £800 a year, better off in real terms as a result of Government measures since 1997. Other reforms in the pipeline include: the new Pension Credit in 2003 designed to ensure that pensioners benefit from their savings; the launch of Stakeholder Pensions in April this year; and the introduction of the State Second Pension in April 2002 both of which will help provide greater security for tomorrow's pensioners.

SRB No awards have been made to Doncaster since May 1997. However the Dearne Valley was awarded £1.6 million in 1998 to help the long-term unemployed back to work and to improve educational attainment. Doncaster also stands to benefit from the two successful South Yorkshire Coalfield bids (£16.5 million in 1999 and £80 million in 2000) and the £0.6 million bid in 2000 by the South Yorkshire Black Forum to support ethnic communities. European Funding Doncaster has had 2 Objective 2 Action Plans (covering Business Support and Community Development). Together they have had allocations of £6.3 million ERDF (European Regional Development Fund) and £5.4 million ESF (European Social Fund). There were also Objective 2 offers for Tourism projects (including the Earth Centre) of £4.5 million and for the development of major industrial sites (Redhouse/Brodsworth) of some £2 million. South Yorkshire has been designated an Objective 1 area, of which Doncaster and Don Valley are a part, and stands to benefit from over £700 million European Funds over the next seven years.

Caroline Flint: To ask the Secretary of State for the Home Department if he will set out, with statistical information relating as directly as possible to Don Valley constituency, the effects on Doncaster of his Department's policies and actions since 2 May 1997. [153522] Mr. Charles Clarke: The Home Office is working to build a safe, just and tolerant society in which the rights and responsibilities of individuals, families and communities are properly balanced, and the protection and security of the public are maintained. Detailed information on the impact of Home Office policies across the full range of responsibilities is set out in Home Office annual reports. A copy of the most recent report, Home Office Annual Report 1999-2000, is available in the Library. The next report will be published shortly. Information on recorded crime and policing is also published. `Recorded Crime England and Wales, 12 months to September 2000' and `Police Service Strength England and Wales, 30 September 2000' can be found in the Library. The recorded crime statistics include information on recorded crime by Basic Command Unit and Crime and Disorder Partnerships. The impact of Home Office policies and actions is not normally examined by constituency and the statistics which the Department collects, such as recorded crime, cannot be matched in the way requested although set out are examples relating to the Don Valley constituency or the immediate locality: Targeted Policing Initiative A project in conjunction with forces in Derbyshire, Cambridgeshire, Leicestershire, Nottinghamshire, south Yorkshire, Staffordshire, Warwickshire and west Midlands to tackle distraction burglary has been awarded £168,000. Reducing Burglary Initiative Approximately £32,000 was awarded to a project in Edlington, Doncaster under round two of the Reducing Burglary Initiative. South Yorkshire Police in partnership with Doncaster Crime and Disorder Partnership are working on interventions that include: appointment of a project co-ordinator, target hardening, high profile media campaign, neighbourhood watch and property marking scheme. Around £399,000 has been awarded under round three of the initiative to allow south Yorkshire police in partnership with the Doncaster Crime and Disorder Partnership to concentrate on Doncaster's burglary "hotspots". Interventions include: supervision of prolific offenders, Neighbourhood Watch development, improved home security for victims and media and marketing campaigns. Closed Circuit Television (CCTV) Under round one of the CCTV Initiative the Safer Sheffield Steering Group submitted two bids covering Sheffield's town centre and the Don Valley area, with a combined value of over £2 million. The two Sheffield Wide Imaging Switching Scheme (SWISS) bids are being considered together. So far £725,000 has been awarded for the system to be piloted in the town centre. When this trial has been evaluated a decision on the remaining funding will be taken. More generally, all of the policies of the Home Office will impact on the residents of Don Valley to a greater or lesser extent. For example: 376 Crime and Disorder Reduction Partnerships have been established; racial harassment and racially motivated crimes have been made criminal offences by the Crime and Disorder Act 1998; the asylum backlog has been cut from 103,495 at the end of January 2000 to 66,195 by the end of December 2000; and good progress is being made in reducing the incidence of fire deaths in England and Wales. They have dropped from 605 in 1997 to 534 in 1999. Information on the Home Office and its policies is also published on its website www.homeoffice.gov.uk.

[153525] Mr. Caborn: The Department has provided the following support for businesses in Doncaster since May 1997. Information at constituency level is not available in all cases. Regional Selective Assistance (RSA) RSA is a capital investment grant linked to the creation or safeguarding of jobs in designated areas of need. 57 RSA grant offers totalling £4.0 million have been made to businesses in the Doncaster district, to support projects with a total capital expenditure of £5.4 million, and to create and safeguard a total of 991 jobs. Within these figures 12 offers related to the Don Valley constituency where grant of £0.3 million was offered against capital spend of £2.8 million and the creation/safeguarding of 87 jobs. Enterprise Grants The Enterprise Grants scheme is a simplified scheme that was introduced in April 2000 to help small firms undertake fixed capital investment projects. Five offers totalling £106,500 have been made to firms in the Doncaster district, of which two were in the Don Valley constituency. Smart Smart awards are designed to help small firms with the introduction of new products and processes. Ten Smart awards totalling £576,444 have been made to firms in the Doncaster district, of which five were in the Don Valley constituency. Business Link Doncaster Chamber of Commerce and Business Link have provided services to small businesses in the Doncaster area (including the Don Valley constituency) since 1997. These include general and specialised advice to help businesses grow, export development counselling, ICT advice, and a full range of specialist information. From April 2001 these services will be provided by the Small Business Service operating through a new South Yorkshire Business Link with local concessions, including one in Doncaster. This new service will be more customer focused ensuring that services are driven by local need.
