Mrs. Ewing: To ask the Secretary of State for Health if he will list those countries in Europe and North America which license the MMR and those which license single vaccinations for mumps, measles and rubella. [149345] Yvette Cooper: All European Union member states and the United States of America recommend a two dose vaccination schedule with MMR vaccine. There is no comprehensive list available of measles, mumps and rubella combination vaccines, two-component vaccines or single component vaccines that are currently licensed in Europe and North America. The Medicines Control Agency has obtained the following information from The European Drug Index (1997 edition), from national compendia of licensed medicinal products in France, Germany, Switzerland and Sweden (1998 to 2000 editions), from the 2001 edition of the USA Physician's Desk Reference, and from two companies. While these references indicate that such products are currently licensed as listed in the named countries, it is not known whether or not they are on the market at the present time. In the EU and Switzerland There are combined measles, mumps and rubella vaccines currently licensed in all countries in the EU, including the United Kingdom. Measles plus rubella vaccines are licensed in at least Italy, Switzerland and the UK. Measles plus mumps vaccines are licensed in at least Germany, Portugal and Switzerland. At least one measles single component vaccine is licensed in Italy, Belgium, France, Germany, Austria, Netherlands, Switzerland, Portugal, Spain, Greece and the UK. At least one single component mumps vaccine is licensed in Italy, Belgium, Germany, Austria, Netherlands, Switzerland, Portugal and the UK. There are numerous single component rubella vaccines licensed across the EU, including the UK. In the USA There is one combined measles, mumps and rubella vaccine listed in the 2001 edition of the USA Physician's Desk Reference. Also licensed are a measles plus rubella vaccine, a measles plus mumps vaccine and single component vaccines for each of measles, mumps and rubella.

Mrs. Ewing: To ask the Secretary of State for Health how many (a) MMR, (b) MR, (c) single antigen measles, (d) single antigen rubella and (e) single antigen mumps vaccines were administered in the United Kingdom in each year since 1979. [149364] Yvette Cooper: The information available about measles, mumps and rubella, single antigen measles and single antigen rubella vaccinations given in England from 1979 to 1998-99 is contained in the table. Measles vaccine was given to children aged 12-15 months. Rubella vaccine was given to girls at about 10-14 years. Mumps vaccine has never been a part of the United Kingdom's routine immunisation programme and data on this were not collected. MMR vaccine was introduced into the routine UK childhood immunisation programme at age 12-15 months in 1988. MR (measles/rubella) vaccine was used only during the schools immunisation campaign of November 1994. In England, 6.6 million doses of MR vaccine were administered to children aged 5-16 years during that campaign. A second dose of MMR vaccine was introduced into the routine programme in 1996. Data for this vaccine, collected by the Public Health Laboratory Service, Communicable Disease Surveillance Centre, show uptake of 477,000 (in 1996-97), 933,000 (in 1997-98) and 455,000 (in 1998-99). These figures include doses administered both routinely and during a catch-up programme. Matters concerning Scotland, Wales and Northern Ireland are for the devolved assemblies. Mrs. Ewing: To ask the Secretary of State for Health for what medical reasons single antigen measles and mumps vaccines are not licensed in the United Kingdom. [145131] Yvette Cooper: The policy for protecting children from measles, mumps and rubella is a two dose schedule of the combined measles, mumps and rubella vaccines. This is based on the advice of the Joint Committee on Vaccination and Immunisation (JCVI) and the assessment of the safety of the vaccine by the Committee for the Safety of Medicines. This policy has been endorsed on 12 January 2001 by the British Medical Association, the Royal College of General Practitioners, the Royal College of Paediatrics and Child Health, the Royal College of Nursing and the Community Practitioners and Health Visitors Association. Separate doses of single antigen vaccines given at intervals leave children vulnerable to the risk of potentially serious disease. The JCVI advises that there are no benefits from giving the single antigen vaccines compared with the combined vaccine and that a schedule of separate vaccines is less safe than the combined vaccine. The MCA advises that the single antigen vaccines for measles and mumps currently being imported are unlicensed. Further to my replies to my hon. Friend the Member for Ayr (Ms Osborne) on 19 June 2000, Official Report, column 49W and the hon. Member for Bromsgrove (Miss Kirkbride) on 24 November 2000, Official Report, column 354W, I have now been informed by the Medicines Control Agency that there are extant licenses for measles and mumps vaccines. However there are no vaccines available for use in the United Kingdom that meet the specifications of those licenses and the vaccines that are in use are not licensed. All single antigen measles and mumps vaccines in the UK are not licensed for use in the UK.
