Mr. Cox: To ask the Secretary of State for Health if he will set out with statistical information relating as directly as possible to the Tooting parliamentary constituency, the effect of his Department's policies and actions since 1 May 1997. [149863] Mr. Denham: Detailed information on the impact of Department of Health policies nationally is set out in the Department of Health Annual reports. A copy of the most recent report "Department of Health--Government Expenditure Plans 2000-01" is available in the House of Commons Library and on the Department of Health website at www.doh.gov.uk/dhreport. The impact of policies is not examined by constituency and statistics collected centrally by the Department are not collected on a constituency basis. My hon. Friend's constituency falls within the geographical area covered by Merton, Sutton and Wandsworth health authority and Merton, Sutton and Wandsworth social services authorities. Increases in allocations between 1996-97 and 2001-02 for Merton, Sutton and Wandsworth health authority are shown in the table. Merton, Sutton and Wandsworth Health Authority and the NHS Trusts within it has also received additional funding for certain policies. This includes: £6.6 million for accident and emergency modernisation in 2000-01; and £138,000, £313,000, £408,000 and £266,000 for improving cancer services (breast, Colorectal, lung and cancer outpatients) in 1997-98, 1998-99, 1999-2000 and 2000-01 respectively. Merton, Sutton and Wandsworth HA has also received: £300,000 for the investment of cancer equipment which has already been delivered and is now in use; £4.5 million, £453,000 and £406,000 to reduce waiting lists and times in 1998-99, 1999-2000 and 2000-01 respectively; £2.25 million to expand critical care services in 2000-01; £3.3 million and £2.9 million to deal with winter pressures in 1998-99 and 2000-01; £228,000 for heart disease services in 2000-01; and £35,000 invested in dentistry in 2000-01. Friend's constituents will benefit from the new £48 million major hospital development that is being developed at St. George's Healthcare NHS Trust and £24 million development at Queen Mary's, Roehampton. Mr. Cox: To ask the Secretary of State for Culture, Media and Sport if he will set out with statistical information relating as directly as possible to the Tooting parliamentary constituency, the effect of his Department's policies and actions since 1 May 1997. [149861] Mr. Chris Smith: Tooting constituency has received £5,214,274 from the national lottery since 2 May 1997. This includes one award from the millennium festival totalling £40,000. In addition, the new opportunities fund out of school hours child care programme have made the following grants: £283,784 to the Trojans scheme--to create a total of 48 breakfast, 274 after school and 299 holiday places for children aged 4-15 years in the Lambeth, Wandsworth and Kingston area. Nine local schools will benefit. A further grant of £34,750 to the Trojans Scheme--to create a new centre combining the Telferscot and Henry Cavendish primary school sites. The project would provide 80 new, integrated after school and holiday places for children aged 5-11 and those in reception class. The schools served would be Telferscot Primary and Henry Cavendish Primary. £23,945 to the Brocklebank Nursery--to create 24 holiday, 24 breakfast and 20 after-school places, for children aged 3-11 in Wandsworth. £14,115 to the A&R after school club--this applicant is a voluntary organisation which currently provides an after school and homework club. It employs four part-time staff. The grant will extend the current scheme to 30 places and set up 15 breakfast places and 30 holiday places. Ten of these places will be for integrated child care and learning. The project will cater for children aged 3-11 in the Streatham area. The schools benefiting are Franciscan, Furzedown, Penworthy Street, Leonard's and St. Anselm's RC Primaries. The new opportunities fund has also awarded £900,100 to the Tooting healthy living initiative--this is a new project that has six distinct activity areas aimed at targeting health inequalities in the area with a particular focus on the health of ethnic minorities. The fund's out of school hours learning programme has awarded £11,000 to the Wandle primary school--this will make a study centre available to all students to help them complete their homework as well as offering a programme of activities. Twenty five millennium award winners have been identified from Tooting and between them they have received grants totalling £93,278. Music for Youth, Wandsworth has received £25,350 from the National Foundation for Youth Music Awards Scheme. This grant will enable those young people outside mainstream education to get involved in the national festival in rock and pop music by bringing teachers, students, organisations and musicians together to work towards creating a validated programme of learning in this sector of music. As part of the national festival of music for youth in July 2001, a rock and pop forum will be created, including workshops and performances. Groups will be selected from throughout the UK. Wandsworth Library Authority (which includes Tooting libraries) received an award of £50,000 from the DCMS/Wolfson public libraries challenge fund's 1997-98 programme to support ICT projects in libraries. It is not possible to say precisely what proportion of funding was spent in the Tooting constituency. From 1 April 1999, Tooting residents under 16 were able to benefit from free admission to the Science Museum, the Natural History Museum, the Victoria and Albert Museum, the Imperial War Museum, HMS Belfast, the Cabinet War Rooms, the Natural Maritime Museum and the Museum of London. From 1 April 2000, Tooting residents over 60 were able to gain free admission to most of those. Ernest Bevin school in Tooting was awarded specialist sport college status jointly with Southfield community college--both in Wandsworth local education authority. There are of course other initiatives in the wider context of Greater London which may have an effect on the Tooting constituency. These include: Under the Space for Sport and Arts (SSA) scheme, a £130 million capital programme made up of £75 million from the Capital Modernisation Fund and £55 million from Sport England, the Arts Council of England and the third Round of New Opportunities Fund, a number of local education authorities in Greater London have been allocated funding towards providing improved facilities for sport and arts in primary schools which can also be used by the wider community. There is therefore a potential inward investment of up £16.75 million in the London region under this programme. Tooting residents will benefit from equipment to be purchased by the New Opportunities Fund Cancer programme. Across the whole of the London region, over £12 million will fund: 11 linear accelerators; four MRI scanners; ten trailers for breast screening equipment; three ultrasound machines for breast screening; and 30 pieces of x-ray breast screening equipment. London Arts has received an additional £981,583 from the Arts Council this year to support arts and cultural activity across the region. Information on the national lottery is in accordance with the information supplied to the Department by the lottery distributors for the national lottery awards database.

Sure Start Wandsworth is one of the second wave Sure Start programmes. The programme is based in Battersea and covers Latchmere, St. Johns and St. Mary's Park wards. Sure Start Battersea was approved on 6 October 2000 and will receive revenue funding of £1,829,000 and capital funding of £705,000, until March 2003. Labour market statistics The working age employment rate in Wandsworth UA in autumn 2000 was 79.9 per cent., above the UK rate of 74.7 per cent. The rate in autumn 1997 was 72.3 per cent. The claimant unemployment rate has fallen from 11.0 per cent. in December 1997 to 6.8 per cent. in December 2000 in the Tooting constituency New Deal statistics In the Tooting constituency to the end of November 2000, 1,029 young people have joined the New Deal, with 413 finding employment. Mr. Cox: To ask the Secretary of State for Social Security if he will set out with statistical information relating as directly as possible to the Tooting parliamentary constituency, the effect of his Department's policies and actions since 1 May 1997. [149864] Mr. Rooker: The Department's policies and initiatives have made a significant contribution to the Government's overall objectives of: Eradicating child poverty in 20 years, and halving it within 10; Promoting work as the best form of welfare for people of working age while protecting the position of those in greatest need; and Combating poverty and promoting security and independence in retirement for today's and tomorrow's pensioners. These goals are being pursued nationwide and our achievements are set out in our annual "Opportunity for all" reports. Our second report, "Opportunity for all--One year on: making a difference" (CM4865, September 2000), sets out what progress has been made in the past year, as well as highlighting what more needs to be done. Nationwide statistical information is necessarily more complete than constituency level data, but the following provides a comparative guide to the effect of the Department's policies and actions in Tooting since May 1997. Measures in our first four Budgets will lift over one million children out of poverty. These include record increases to Child Benefit, Working Families Tax Credit, increases in the income-related benefits, the minimum wage and tax changes. Child Benefit will be worth £15.50 a week for the eldest child and £10.35 a week for other children from April 2001: nationally about seven million families receive child benefit, and in Tooting 9,377 families benefit. We now have the lowest unemployment rate in 25 years. The New Deals have helped lone parents, the young unemployed, the long-term unemployed, the over-50s and partners of the unemployed to move from benefit into work. In the period since May 1997 the number of people claiming Jobseeker's Allowance nationally has reduced from 1,562,400 to 1,044,900; in Tooting the number has reduced from 3,900 to 2,000. Since May 1997 the number of lone parents who claim Income Support has decreased from 1,013,500 to 894,100 nationally and in Tooting from 2,000 to 1,700. Older people are disproportionately affected by fuel poverty, so we have introduced Winter Fuel Payments to help with their heaviest fuel bill. This winter, the payment is £200 for households who qualify. Over 11,000 older people in Tooting have received a Winter Fuel Payment for this winter. To demonstrate our commitment to combating pensioner poverty, this year we will spend £4.5 billion extra in real terms on pensioners. Some 10,000 pensioners in Tooting will benefit from the substantial increases in the basic State pension this April and next; this year's increase is £5 a week for single pensioners and £8 for couples. In addition we have introduced free TV licences for the over-75s, of whom we estimate there are about 4,500 in Tooting. 2,700 pensioner families in Tooting are receiving the Minimum Income Guarantee, which we introduced in April 1999 to help our poorest pensioners. From April they will be at least £15 a week, or £800 a year, better off in real terms as a result of Government measures since 1997. Other reforms in the pipeline include: the new Pension Credit in 2003, designed to ensure that pensioners benefit from their savings; the launch of Stakeholder Pensions in April this year; and the introduction of the State Second Pension in April 2002, both of which will help provide greater security for tomorrow's pensioners.

Mr. Cox: To ask the Secretary of State for the Home Department if he will set out with statistical information relating as directly as possible to the Tooting parliamentary constituency, the effect of his Department's policies and actions since 1 May 1997. [149862] Mr. Charles Clarke: The Home Office is working to build a safe, just and tolerant society in which the rights and responsibilities of individuals, families and communities are properly balanced, and the protection and security of the public are maintained. Detailed information on the impact of Home Office policies across the full range of responsibilities is set out in Home Office Annual Reports. A copy of the most recent report, Home Office Annual Report 1999-2000, is available in the Library. The impact of Home Office policies and actions is not normally examined by constituency and the statistics which the Department collects, such as recorded crime, cannot be matched in the way requested although set out below are examples relating to the Tooting constituency or the immediate locality: Crime Reduction Programme (CRP): Targeted Policing Initiative: Round 2: Understanding and Responding to Hate Crime--A Metropolitan Police Project seeking to tackle domestic violence and racially motivated crime in all London boroughs within their policing area. Scheme seeks to develop a data system that will inform the investigation of hate crime; create a system for training and support for those dealing with `hate crime' and improve the understanding of different forms of hate crime and how to respond to it. Also aims to find more effective ways of identifying both new and repeat victims. Allocated funding of £287,000 for a 22 month project. Closed Circuit Television (CCTV): Three schemes approved under the CCTV initiative 1999--total £327,500 Lennox Estate--15 CCTV cameras and related equipment which will provide coverage around the Lennox Housing Estate with the aim of targeting criminal damage, vandalism, anti-social behaviour and attempted burglaries. St. George's Hospital--providing 11 cameras and associated equipment the scheme seeks to facilitate coverage around St George's Hospital, focusing primarily on the car park area, which has experienced relatively high levels of vehicle crime. The scheme will also target burglary, bicycle theft and anti-social behaviour. Battersea Park Extension--four CCTV cameras and associated equipment have been funded to provide further coverage of the Battersea Park area and the vicinity of Prince of Wales Drive. This will enable the Metropolitan police and the Wandsworth Parks Constabulary to respond to incidents quickly and control public events more effectively. The scheme also seeks to reduce motor vehicle crime, which has been a problem affecting off-street parking around Prince of Wales Drive. Wandsworth has recently submitted six bids under round two of the CCTV Initiative. The funding requested from the CRP is £530,299. These bids have been submitted to the Home Office Crime Reduction Programme Unit (CRPU) and a decision is awaited. Reducing Burglary Initiative: There are three initiatives at present within the borough Round 2: Over 60's--The Metropolitan police in partnership with Wandsworth Borough Council have been allocated funding for a project covering the over 60's. The main interventions proposed are target hardening for repeat victims, particularly among elderly households. Allocated Crime Reduction Programme funding of £7,100. Round 2: Balham Ward--The project encompasses the Balham area. Main interventions proposed are raising awareness, roadshow and watch link, target hardening and a property accreditation scheme for an area with large numbers of flats and houses in multiple occupation. Allocated Crime Reduction Programme funding of £19,400. Round 2: West Putney Ward--Main interventions proposed are target hardening, awareness raising and direct offender targeting in areas with large detached properties and council estates. Allocated Crime Reduction Programme funding of £25,100. Wandsworth has submitted a bid under round 3 of the Reducing Burglary Initiative. The bid covers a significant proportion of the borough and asks for funding of £526,100. The bid has been submitted to the Home Office Crime Reduction Programme Unit (CRPU) and a decision is awaited. Drug Arrest Referral Initiative: A drug arrest referral scheme has been established in Wandsworth. The scheme aims to reduce drugs misuse and drug related crime by providing treatment options for problem drug users, who are arrested. A specialist drugs worker is employed to identify, assess and refer people to treatment who have been arrested and want help in relation to problem drug use. The cost of employing Arrest Referral Workers is being matched jointly by the Metropolitan Police until April 2002. Under the Crime Reduction Programme, the Joint Finance Initiative additionally provides a contribution towards local treatment of problem drug-users. The CRP allocation of funding for arrest referral is £25,974 and for treatment is £21,468. More generally, all of the policies of the Home Office will impact on the residents of Tooting to a greater or lesser extent. For example: 376 Crime and Disorder Reduction Partnerships have been established; Racial harassment and racially motivated crimes have been made criminal offences by the Crime and Disorder Act 1998; The asylum backlog has been cut from 103,495 at the end of January 2000 to 66,195 by the end of December 2000; and Good progress is being made in reducing the incidence of fire deaths in England and Wales. They have dropped from 605 in 1997 to 534 in 1999.

Mr. Cox: To ask the Chancellor of the Exchequer if he will set out with statistical information relating as directly as possible to the Tooting parliamentary constituency, the effect of his Department's policies and actions since 1 May 1997 on this constituency. [149868] Miss Melanie Johnson: Tooting, along with the rest of the United Kingdom, is benefiting form the long-term action we have taken to build economic stability and secure high and stable levels of growth and employment. Since the general election, claimant unemployment in the constituency has fallen by 2,298, or 55 per cent., youth unemployment is down by 85 per cent., and long-term unemployment has fallen by 77 per cent. Macro-economic stability is being complemented at the micro-economic level by the Government's policies to ease the transition from welfare into work and to make work pay. To the end of November 2000, the New Deal for 18 to 24-year-olds had helped 1,029 young people in the Tooting constituency gain valuable skills and experience--413 (40 per cent.) of whom had moved into employment. The Working Families Tax Credit (WFTC), introduced in October 1999, is helping to make work pay for low and middle-income families. In August 2000, 900 families in the constituency were benefiting from WFTC. The Government are also committed to developing policies which enable all pensioners to share in the country's rising prosperity. As a result of the recent pre-Budget report, all pensions, including 10,000 in Tooting, will receive an above-inflation increase in the basic state pension from April 2001. Single pensioners will receive an extra £5 a week and couples will receive an extra £8 a week. All pensioners aged 75 or over have also been entitled to a free TV licence since November 2000--including around 6,600 in Tooting.
