Mr. Kidney: To ask the Secretary of State for Education and Skills, what progress he has made in increasing the use of modern
apprenticeships. [78459]
Mr. Ivan Lewis: There are currently 100,000 more young people on Advanced Modern Apprenticeships and Foundation Modern
Apprenticeships than at the same time in 1998. The Government has published a target for 2004 for at least 28 per cent. of young
people to start a Modern Apprenticeship by age 22. The Learning and Skills Council (LSC) has a lead role in meeting the target and
has in place robust plans to do so. It is working closely with the Connexions Service, the new Sector Skills Councils and others to
increase demand for places from both young people and employers. The LSC and Ministers are advised on MA developments by a Board
made up of employers and others. New publicity campaigns are underway, including one aimed at employers which began last week.

September 1995. Foundation Modern Apprenticeships (FMA, formerly known as National Traineeships) were introduced nationally in
September 1997.

An average figure for the cost of a modern apprenticeship is not available because the funding paid to training providers varies
according to the length of stay, apprenticeship framework, the occupational sector, the age of the apprentice and from year to year.
In 2001-02 payments by the Learning and Skills Council to learning providers for AMAs and FMAs amounted to approximately £432.5
million but this does not include other costs such as administration, learner expenses or publicity.
The funding rates for those in learning on MAs 2002-03, and completing training, are based on the following:

Mr. Ivan Lewis: Before 1999-2000 the further education funding council provided funding for HNDs and HNCs to colleges and
universities; since then funding has come from the higher education funding council for England and is allocated through the
council's normal funding method for teaching. HND and HNC courses do not form a compulsory part of apprenticeship training.

Shona McIsaac: To ask the Secretary of State for Education and Skills if she will make a statement about progress in introducing
Entry to Employment provision. [69293]
Mr. Stephen Twigg: In making its recommendations to encourage greater take up of Modern Apprenticeships, Sir John Cassels' Modern
Apprenticeship Advisory Committee proposed the establishment of pre- employment provision for those young people not immediately
able to enter a Modern Apprenticeship or other employment. The Learning and Skills Council and the Department have been working
together over recent months with other relevant interests to develop a more effective set of arrangements in work-based learning
that will enable more young people to progress to higher learning opportunities. To this end a pathfinder Entry to Employment
programme will be introduced in the following areas from this August: Bedfordshire and Luton Bristol Central Birmingham and North
Solihull Derbyshire Greater Manchester(Rochdale) Oxfordshire North Yorkshire Nottinghamshire Portsmouth and the South East Hampshire
area Tyne and Wear (Newcastle and Gateshead).
Current work-based learning provision beneath National Vocational Qualification at Level 2 will be subsumed within the new programme
in which there will be a better focus on meeting individual aspiration and need. The Learning and Skills Council plan to evaluate
the effectiveness of these pathfinders with a view to wider introduction of a new Entry to Employment programme by August 2003.

Mr. Simon Thomas: To ask the Secretary of State for Wales what representations he has made to (a) ELWA and (b) QinetiQ about finding

Mr. Paul Murphy: I met representatives of ELWA and QinetiQ on 8 April to discuss the future of training provision at Aberporth.
QinetiQ and ELWA are working together to explore a number of possibilities for continuation of training at the site. These include
the possibility of forming partnerships with industry, with other colleges or universities and the use of Objective One funding. I
understand that the WDA is developing proposals for an incubator facility at the Aberporth technology park and that WDA and ELWA are
considering how this might be integrated with the training facility.

Mr. Sheerman: To ask the Secretary of State for Education and Skills what action she is taking to encourage young people to enter
modern apprenticeship schemes. [63053]
Mr. Ivan Lewis: Following the launch of new generation modern apprenticeships last November, a £16 million marketing campaign is
under way, to be run over three years in England, to promote apprenticeships and boost participation. The first part of the campaign
ran during March with a new television advertisement, aimed at young people. It generated over 100,000 phone and e-mail responses. A
further round of TV advertising starts on 5 August.
In addition, a range of marketing measures are being introduced to reach not only young people, but also key influencers and
employers. At the local level, learning and skills councils, connexions partnerships, careers services and other partners will work
together to raise awareness of, and foster support for, modern apprenticeships; and to provide young people with essential
information and advice on the opportunities available in their communities. It is a key role of the new sector skills councils in
partnership with the LSC to ensure that employers continue to support MA and that they provide sufficient places to meet the demand
from young people.

Mr. Ivan Lewis: Data on traditional apprenticeships commenced and completed are not available. We do have estimates from the Labour
Force Survey (LFS) on the number of recognised trade apprentices at any one time and these are given in the table for the each of

John Mann: To ask the Secretary of State for Education and Skills what steps she is taking to ensure that the Learning and Skills
Council has adequate funds to widen successful participation in work-based learning. [53087]
Margaret Hodge: The LSC's budget for 2002-03 is £7.3 billion, a 5.9 per cent. real terms increase on the previous year. This will
enable the LSC to make progress towards its key targets. These include increasing the participation and achievement of young people
in learning (including work based learning) and increasing the demand for learning by adults and employers. We have also increased
the flexibility available to the LSC to meet its priorities by simplifying the budget structure and removing unnecessary
restrictions on how the grant is spent. We have worked with the LSC to agree clear outcomes which include promoting equality by
highlighting outcomes for under-represented groups in work-based learning.
The Government have contributed substantial financial support for Modern Apprenticeships (MAs). Between 1997 and 2002 over £3.7
billion has been allocated to Government-supported work-based learning, of which it is estimated that in excess of £1 billion has
been used to support MAs. As a result of this investment, the number of young people on MAs has risen from 75,000 in 1997 to over
220,000 today. We are investing an additional £180 million over three years 2001-04 to support and further develop MAs, a clear sign
of the importance we attach to their role in raising skills levels in the workplace, and in offering young people high quality
vocational and work-related options for post-16 learning. The Government and the LSC recently agreed a target of over a quarter of
young people between the age of 16 and 21 entering MAs by 2004 and the LSC will have sufficient funds to meet this target.

John Healey: The latest available information about numbers starting, and in-learning, on modern apprenticeships was published in a
statistical first release, SFR 03/2002, on 22 March 2002. Numbers of completions by local learning and skills council are not
available.

technological and business skills. Between 1997 and 2002 over £3.7 billion has been allocated to Government-supported work-based
learning, of which it is estimated that in excess of £1 billion has been used to support MAs since 1997. As a result of this
investment, the number of young people on MAs has risen from 75,000 in 1997 to over 220,000 today. We are investing an additional
£180 million over three years 2001-04 to support and further develop MAs, a clear sign of the importance we attach to their role in
raising skills levels in the workplace, and in offering young people high quality vocational and work-related options for post-16
learning. The Government and the Learning and Skills Council (LSC) recently agreed a target of over a quarter of young people
between the age of 16 and 21 entering MAs by 2004.
In addition to direct funding of MAs, we assist businesses in other ways. For example, the LSC has a major role in raising skills
levels and is active in improving employers' awareness of MAs. National Training Organisations (NTOs) have played an important role
in developing apprenticeship frameworks to meet employer needs in their sector and promoting entry by young people; new Sector
Skills Councils, supported by the Sector Skills Development Agency (SSDA) and the LSC, will provide an even stronger focus for
employers to lead the development of apprenticeships linked to skills and productivity priorities and sector needs. Careers services
and Connexions Partnerships work with young people to raise awareness of the apprenticeship route. The DTI small business service is
also looking at ways to assist small businesses who want to employ MAs.
