As National Statistician and Registrar General for England and Wales I have been asked to reply to your recent question asking for
details of the population of each local authority based on the 2001 Census; what the change was for each authority since the mid
year 2000 estimate; and what the change was as a percentage in each case.(79865)
I am placing in the House of Commons Library, a table which supplies the information you have requested. It is also available on the
National Statistics website at www.statistics.gov.uk/census2001/downloads/Comparison-- ONC2001--MYE2000.xls. The current estimates
for the years 1982-2000 are based on the 1981 Census figures, rolled forward, and will be shortly revised to take account of the
results of the 2001 Census and an assessment of the cumulative errors that have built up in the mid-year estimates. Final revised
mid-year estimates for 1991-2000 will be released on 13 February 2003 and those for 1982-1990 at a later date.
In order to assist users in interpreting changes over time, ONS have issued a set of interim revised national estimates for the
period 1982-2000. At the national level, for example, the previous mid-year estimate for population of England and Wales for 2000,
of 52,943 thousand has now been accordingly revised to 51,913 thousand.

As National Statistician and Registrar General for England and Wales I have been asked to reply to your recent question concerning
the groups recognised in the 2001 Census with numbers of less than 700,000 as recorded in the 1991 Census; which groups other than
Sikhs requested separate monitoring for the 2001 Census but were denied their request; and which groups recognised in law as
separate ethnic groups requested separate monitoring for the Census but were denied their request.
Those ethnic group categories identified in the 2001 Census question on ethnic group by a separate tick box responses, but for which
less than 700,000 responses had been recorded in the 1991 Census question, were:
Mixed White and Black/Caribbean
Mixed White and Black African
Mixed White and Asian
Pakistani
Bangladeshi
Black Caribbean
Black African
Chinese
The matter of determining which ethnic group categories should be specifically identified in the 2001 Census resulted from a
programme of wide consultation with census users on their requirements for information and with representatives of the various
ethnic communities, and of extensive small- and large- scale testing of potential questions, including a major Census Test in 1997
and the Census Rehearsal in 1999.
The question that was eventually proposed in the Government's White Paper on the 2001 Census in March 1999 and which was
subsequently included in the 2001 Census in England and Wales, following approval by Parliament, had been revised in consultation
with users, both to meet their requirements for additional information, particularly about the Irish population in Great Britain and
people of mixed origin, and to be as acceptable as possible to respondents.
Special attention had been given to using words or terms that encompassed the widest range of attributes including birthplace, race
and cultural characteristics.
The new response categories were such as to provide optimum comparability with the 1991 Census question while, at the same time,
attempting to improve response to the question particularly among those communities who, tests had shown, preferred to describe
themselves as ``Black British'' or ``Asian British''.
Prior to the 2001 Census, a number of representations were made to ONS to include in the ethnic group question, additional tick
boxes response categories for the purpose of recognising particular groups. Other than those from the Sikh community, these included
representations concerning the following groups that could not, in the event, be included in the question, either because there was
not a sufficiently wide enough user support or because the case was made too late:
Welsh
English
Cornish
Kashmiri
Arab
Greek
Turkish
Kurdish
Cypriot
Vietnamese
Gypsies/Travellers
However no such group--whether or not subject to any lawful recognition as an ethnic group--was denied the opportunity of being
recognised as such in the 2001 Census, since the form of the ethnic group question provided for write-in responses within each of
the main groups in order to allow persons to describe their ethnicity in whichever way they chose. I announced at the time of the
Census that such responses would be identified in coding and that counts would be made available in the results if there were a user
requirement for the information.
Additional and specific information on Sikhs was, however, collected in the 2001 Census through the new question on religion.

Ms Rosie Winterton: The 1901 Census website went back online as a test site on 27 August 2002. Up to 21 October over 1.4 million
people have visited the site. They have conducted 14 million searches and downloaded 600,000 images of the census pages.

As National Statistician and Registrar General for England and Wales I have been asked to reply to your recent question to the
Chancellor of the Exchequer asking what assessment has been made of the accuracy of the 2001 Census. (77401)
Census 2001 results are the first to represent the entire population. This was achieved through a new strategy known as the 'One
Number Census'. One of the key elements was an independent follow-up survey. The Census Coverage Survey (CCS), as it is known,
involved an intensive face-to-face survey of a sample of over 16,000 postcodes containing 320,000 households covering every local
authority in England and Wales. By combining the results of the Census and the CCS, it was possible in 2001 to estimate the total
resident population-the 'one number'- to a high level of precision, plus or minus 0.2 per cent., and to provide information on the
characteristics of those persons missed by the Census.
Thus in 2001, the Census results represent 100 per cent. of the population. Census response, that is the proportion of people
returning a form in England and Wales, was 94 per cent. The 6% of people estimated to have been missed by the Census have been added
to the counts using a statistical process that was subject to extensive consultation, and based on the results of the CCS.
I am confident that the approach we have taken to the 2001 Census provides the most accurate estimates of the population both
nationally and for each of the 376 local authorities in England and Wales. No census ever gets responses from 100 per cent. of the
population. The 2001 Census was designed from the outset to take full account of this to provide what users of statistics really
want--figures representing everyone.
In addition, the 2001 Census has undergone rigorous testing and quality checking throughout both the fieldwork and processing.
Census tests were carried out in 1997 and 1999 and a survey designed to measure the accuracy of response to each question has been
completed. Furthermore, a comprehensive set of verification and validation checks were built in to the processing of the data, and
data quality played a key role in all aspects of processing the forms. All information on accuracy will be contained in a Census
Quality report to be published in 2003.
Information published so far about the accuracy of the Census is available on the National Statistics website at
www.statistics.gov.uk.

Ms Rosie Winterton: There are no plans to release the 1911 Census at this time. Decennial Census returns held by the PRO care closed
for 100 years under Section 5(1) of the Public Records Act through Lord Chancellor's Instrument 1958 (No. 12 dated 1966). This is
the general closure period which applies to census returns.

Mr. Miliband: Pupils, or in certain circumstances their parents, can obtain a copy of their record in the National Pupil Database
which combines information from the Pupil Level Annual Schools Census with details of their Key Stage results and, in future,
examination results. Some aspects of the arrangements, including how the role of the parents as opposed to the pupil may vary for
pupils of different ages, are still being considered.

As National Statistician and Registrar General for England and Wales I have been asked to reply to your recent question to the
Chancellor of the Exchequer asking what plans ONS has to publish the results of the Census in Northern Ireland; and what the
breakdown is of (a) the adult population and (b) children under 18 years of age in each Parliamentary constituency by religious
belief and perceived community origin (74159)
As Registrar General for England and Wales, I have a statutory duty, under the provisions of section 4(1) of the Census Act 1920, to
report the results of the Census in England and Wales to Parliament. The Registrar General for Northern Ireland has a similar
statutory responsibility to report the results of the Census in Northern Ireland to the Northern Ireland Assembly. Thus, the ONS
does not have any plans to publish detailed results of the Census in Northern Ireland.
However, the first results from the 2001 Census, presented in a report to Parliament on 30 September, and which set out the
population figures by sex and quinary age group for each local authority in England and Wales, also included corresponding figures
for Northern Ireland as a whole and for Scotland, so that total figures for the United Kingdom could be included in order to assist
all Members of Parliament.
ONS also plan to publish a selection of key statistics from the 2001 Census for each UK Parliamentary constituency in a report,
which is expected to be to be laid before Parliament around June 2003. This would include some summary information taken from the
responses to the census question on religion, and would include counts of population by sex by age by main religious group. The
Registrar General for Northern Ireland will decide what information on religious belief and community background of the population
in Northern Ireland constituencies is to be included in this Report.
The more detailed results on religion in Northern Ireland will be produced, however, by the Registrar General for Northern Ireland
in reports to the Northern Ireland Assembly.

Mr. Lidington: To ask the Parliamentary Secretary, Lord Chancellor's Department what action she has taken to ensure that QinetiQ
pays appropriate compensation to genealogical societies, for their administrative costs relating to vouchers for the 1901 Census

Ms Rosie Winterton: All vouchers which have not been used will receive a full refund on request, including the purchase cost,
postage and packaging. All vouchers which have been partially used, will have a full six months of active life starting from the
date when the online service resumes. Payment of compensation for any additional administrative costs would be dealt with by the
contractor, QinetiQ Ltd.

Mr. Lidington: To ask the Parliamentary Secretary, Lord Chancellor's Department if he will make a statement on the nature and status
of the Public Record Office projects which were to have been funded by revenue from the 1901 census on-line. [70852]
Ms Rosie Winterton: The PRO did not take account of net income from the 1901 Census online service when assessing funding
requirements for its other online projects. However, if there were to be any net income from the service, this would be used to fund
the future digitisation of earlier census records.
