Mr. Key: To ask the Secretary of State for Trade and Industry what funding the Government have provided for the Beagle 2 spacecraft;
and if she will make a statement on the mission. [48931]
Ms Hewitt: Beagle 2 is the British-led lander that it is planned to deploy from the European Space Agency's Mars Express orbiting
spacecraft onto the surface of Mars at new year 2004.
The overall cost of Beagle 2, not including the ground segment and instruments, is approximately £40 million, with non UK-Government
contributions coming from ESA, private sponsorship and investment by a consortium of UK firms and universities. The contribution of
the Government are as follows:
Mars Express: £18 million over the period 1998 to 2005 (Department of Trade and Industry and Particle Physics and Astronomy Research
Council, PPARC).
Beagle 2: The Department of Trade and Industry (including the Office of Science and Technology) has committed up to £18.3 million
over the period 2000 to 2003 but this sum may be defrayed by contributions from other partners and investments from the private
sector. PPARC has additionally contributed £2.7 million over the period 1998 to 2003 to British universities for the provision of
instruments and is currently considering a further contribution of £2.6 million for the ground segment.

Mr. Wray: To ask the Secretary of State for Trade and Industry what recent meetings she has had with European colleagues on space
research and exploration. [32525]
Ms Hewitt: In recent months I have not attended any meetings with European colleagues at which space research and exploration was
specifically discussed. However, my noble Friend the Minister for Science and Innovation attended the Ministerial Council of the
European Space Agency on 14-15 November 2001, which the United Kingdom hosted in Edinburgh. At this meeting it was agreed the UK
would subscribe to the study phase of a potential European programme for exploration of the solar system, the Aurora programme. The
Minister also attended the October Research Council which discussed the Global Monitoring for Environment and Security initiative,
and the December Research Council where some conclusions on space policy were adopted. More recently he attended a bilateral with
the Spanish Science Minister at which the subject of the European global satellite navigation system (Galileo) was raised.

Mr. Key: To ask the Secretary of State for Trade and Industry what her policy is on (a) the location and movement of satellites and

Ms Hewitt: The launching and operation of satellites by United Kingdom nationals is governed by the Outer Space Act 1986 which
introduced a licensing regime for the activities of launching and operating a space object and for any activity in outer space. UK
nationals wishing to carry out such launch and movement activities must apply to my Department for a licence. I have discretion as
to whether to grant a licence and on the conditions to which a licence should be made subject, but before granting a licence I must
be satisfied that the activities (i) will not jeopardise public health or the safety of persons or property, (ii) will be consistent
with the international obligations of the UK, and (iii) will not impair national security. Satellites are also subject to
International Telecommunications Union (ITU) regulations and procedures in respect of the orbital locations and frequencies used.

Mr. Bradshaw: We are parties to the Outer Space Treaty and other treaties that place some important limitations on military activity
in space, prohibiting the deployment of weapons of mass destruction in space and military activity on the moon and other celestial
bodies. While we do not wish to see a general prohibition on the military use of outer space we do recognise that there are
legitimate concerns about these issues and support further consideration of them within the Conference on Disarmament in Geneva.

The Prime Minister: The United States Administration have not yet decided how they will proceed with their missile defence programme
and have made no requests for the use of facilities in the UK for missile defence purposes. Any specific assessment is therefore
premature.
