Alun Michael: The budget profile and breakdown for the England Rural Development Programme (ERDP) in 2004-05 are shown in the
following table. This is the full resource-based budget and relates specifically to the anticipated value of payments to be made to
beneficiaries.
The agri-environment schemes are the Countryside Stewardship Scheme (CSS), the Environmentally Sensitive Areas scheme (ESA) and the
Organic Farming Scheme (OFS). The Entry Level Stewardship budget of £2.0 million shown below relates to the ongoing pilot
agreements only.
Defra has not yet concluded its formal business planning process for the 2005-06 financial year. Figures will be provided as soon as
that process is complete. Subject to European Commission approval, a new agri-environment scheme called Environmental Stewardship
(ES) will be launched in England in 2005 to replace the three existing schemes (CSS, ESA, OFS). Environmental Stewardship will
consist of three separate elements: Entry Level Stewardship (ELS), Organic Entry Level Stewardship (OELS) and Higher Level
Stewardship (HLS). Agri-environment schemes are budgeted a year in arrears, which means that the expenditure reflects agreements
signed in the previous year. Current planning assumptions about the expected rate of uptake to the Entry Level element of
Environmental Stewardship suggest that by 2006-07 expenditure will be in the region of £132 million and will rise further
thereafter.
In addition to the England Rural Development Programme budgets shown, Rural Development funding of £21.2 million in 2004-05
and £19.3 million in 2005-06 is also available under the Objective 1 Programme. This funding stream is directed to
beneficiaries in the three, geographically defined Objective 1 areas in England: Cornwall and the Isles of Scilly, Merseyside and
South Yorkshire.

Alun Michael: Since the inception of the England Rural Development Programme five awards of grant have been made to people in the
constituency of Buckingham.
The awards of grant have all been made under the Rural Enterprise Scheme and total £232,652. The projects themselves encompass an
Environmental Interpretation Centre for use by the general public (located in the ward of Brill) an on-farm bed and breakfast
business along the `Jubilee Way' (also in Brill) to an on-farm fishing lake in the ward of Stewkley and a barn conversion to offices
in Buckingham north.
No grants have been made in the constituency from the Processing and Marketing Grant Scheme and the Vocational Training Scheme.

Mr. Drew: To ask the Secretary of State for Environment, Food and Rural Affairs how many voluntary shops are operating, broken down
by local authority area; and what financial or other help the Department has provided in each case. [192339]
Alun Michael: There is no accepted definition of what constitutes a `voluntary' shop. Furthermore, there is no one definitive source
of information on how many voluntary shops are operating nationally, or therefore broken down by local authority area.
The Plunkett Foundation estimates that there are 200 `community owned' rural village shops nationally. This includes 150 that have
received support from the Village Retail Services Association over the past 10 years.
The Vital Villages programme, which the Countryside Agency ran between April 2001 and April 2004, contained a Community Services
Grant. During the programme, £314,020 was granted to a total of 19 projects which involved retail services or facilities and which
were owned by non-for-profit organisations, charitable trusts or voluntary groups. This information is broken down in Annex A.
The Community Services Grant also funded retail applicants to benefit from retail consultants, who provided business support and
advice for these projects.
The Rural Enterprise Scheme, which forms part of the England Rural Development Programme, is wide- ranging in its support for
projects and offers funding towards the set up costs of community shops. Since the scheme came into force in October 2000 it has
assisted eight community shops, amounting to £419,170 grant (a detailed breakdown is at Annex B).

Mr. Gray: To ask the Secretary of State for Environment, Food and Rural Affairs what estimate Sir Don Curry made of the funding

to be allocated among rural areas; how much will be paid to each region; how much will be used in urban areas; and if she will make

Alun Michael: Sir Don Curry estimated that implementation of the recommendations in the report of the Policy Commission on the
Future of Farming and Food would cost in the region of an extra £500 million over the following three years.
The Government's Strategy for Sustainable Farming and Food (SSFF), which builds on the work of the Curry Commission, was launched in
December 2002. As part of the 2002 Spending Review, the Government announced a sum of £500 million to implement the strategy.
This is in addition to existing spending by Defra and other Government Departments which is already being used to deliver aspects of
the strategy.
The additional funding provided covers a number of major aspects of the strategy. These include the new Environmental Stewardship
Scheme (Entry Level and Higher Level) and the IT system to underpin all the England Rural Develop Programme (ERDP) schemes;
improvements in livestock traceability and other major animal health and welfare measures; and new food chain initiatives such as
the Food Chain Centre and English Farming and Food Partnerships.
Regional delivery of the strategy will be facilitated by many public body and industry representatives and these organisations will
work together with both resource and funding support to deliver the vision set out in the strategy. They are making use of
Government grants, industry support and the resources of Government Offices and Regional Development Agencies, as well as other
Government bodies participating in regional steering groups. Existing support programmes, including the ERDP have been targeted to
deliver SSFF regional action plans. Hitherto, land-based scheme budgets have not been managed on a regional basis, but they will be
in future when the new ERDP IT system is rolled-out next year. Budgets for the three ERDP project-based schemes are managed on a
regional basis, and the following table summarises expenditure on these schemes in 2003-04:

1 RES funds are also available to non-farming businesses. Given the number of public and industry bodies contributing to regional
delivery, it is not possible to quantify precisely the level of support available to fund regional delivery. Implementation of SSFF
is one of the core tasks of the Government Offices and Regional Development Agencies, and their funding from Defra reflects this.
Funding for the Government Offices is provided directly by Defra. The current Defra contribution to the RDA `single pot',
administered by DTI, is to enable RDAs to address rural productivity issues, which are a key factor in achieving the outcomes of the
national Sustainable Food and Farming Strategy. In addition, Defra is making a further £1.5 million available to the RDAs in
the current financial year to assist with the implementation of regional delivery plans. New tasking arrangements for RDAs, which
will take effect from April 2005, will include specific reference to contributing to delivering a customer- focused, competitive and
sustainable farming and food industry.
It is not possible to differentiate precisely between funds that will be spent in rural areas and funds that will be spent in urban
areas, but it is clear that the vast bulk will be spent in rural areas.

Mr. Drew: To ask the Secretary of State for Environment, Food and Rural Affairs what support is available to fund the South West
Plan for Sustainable Farming and Food. [178202]
Alun Michael: The delivery plan for Sustainable Farming and Food (SFF) in the South West, "Making a difference", was launched on
26 May after extensive consultation. It has been drawn up by the stakeholders who will be responsible for implementing the
actions detailed within it.
The delivery of the South West plan, as with all of the SFF regional delivery plans, will be facilitated by many public body and
industry representatives and these organisations will work together with both resource and funding support to deliver the vision
detailed in the plan. They are making use of Government grants, industry support and the resources of the Government Office and
Regional Development Agency, as well as other Government bodies participating in the regional steering group. In particular,
existing support programmes, including the England Rural Development Programme and the objective 1 agriculture programme in
Cornwall, have been targeted to deliver the SSFF plan; also the Regional Development Agency is making considerable resources
available to support delivery of the plan. Given the number of public and industry bodies contributing to delivery of the plan, it
is not possible to precisely quantify the level of support available to fund the plan.

Alun Michael: Only very partial information is available. I list such information as we have: (a) Aggregates Levy Sustainability
Fund
The Fund was introduced by the Finance Act 2001 and came into force on 1 April 2002. The levy was set at £1.60 per tonne of
aggregates produced. The fund was launched in 2002 and will continue for at least a further three years. The Fund consists of
£20 million for England for 2004-05 and is distributed by a number of organisations including the Countryside Agency, English
Heritage, English Nature, and Leicestershire, Derbyshire and Somerset county councils. Information is not collected in a form that
permits the total amount of funding for village halls from this source to be established, but, up until last May, at least £70,776
has been distributed to village hall projects. (b) Rural Enterprise Scheme
Funds are available under the Rural Enterprise Scheme (part of the England Rural Development Programme, or "Pillar 2" of the Common
Agricultural Policy) to help `renovation and development of villages' and `basic services for the rural economy and population'. The
scheme is selective and is delivered by Defra's Rural Development Service in line with regional budgets and priorities agreed with
local partners. Support is provided to village hall and other community projects but disaggregated figures relating solely to
village hall projects are not available. Total funding for the relevant two measures is as follows:

1 Forecast. (c) Landfill Tax Credit Scheme
Under the Landfill Tax Credit scheme landfill operators can reduce their tax liability by funding environmental or community
projects. The scheme is not available to all village halls (the scheme's rules mean that projects have to be within 10 miles of a
landfill tax operator's site). Grants are issued through registered environmental bodies and each will have its own priorities.
Action for Communities in Rural England estimate that perhaps £1 million has been provided for village hall projects.
The scheme was reformed from 1 April 2003. Approximately one third of funding (around £47 million) is to be made
available through a reformed tax credit scheme for spending on local environment projects. Village halls, where they meet the
criteria, will still be able to apply for funding. Government have no involvement in how the funding is spent. As yet, it is not
possible to say what proportion will go to support village halls.
