Ms Oona King: To ask the Deputy Prime Minister if he will make a statement on the work of the Housing Above Shops Task Force.

Keith Hill: The Housing Above Shops Task Force was established by the British Property Federation and Living Over The Shop Project
at the instigation of the Office of the Deputy Prime Minister in December 2002. The Task Force was asked to advise on measures to
overcome perceived barriers preventing more unoccupied space above retail premises from being converted for housing use.
The report of the Task Force highlighted a number of barriers and made a number of recommendations to overcome them, including the
provision of a new advisory and scheme assembly service. The recommendation is being taken forward in a feasibility study being
undertaken by the Housing Partnership, which is due to report its findings in the near future.
The Office of the Deputy Prime Minister is, in addition, funding the activities of the Living Over The Shop Project on an interim
basis pending the outcome of the feasibility study.

Mr. Charles Clarke: [holding answer 1 July 2004]: The Department provides funding for schools and their pupils aged 3-15,
other education services, Children, Young People and Family Services, and the Youth Service, in the Isle of Thanet and Canterbury
City, through Kent county council and local partnerships. In 2004-05, Kent county council and local partnerships in the county
receive funding from the Department through the funding streams set out as follows. Schools can already spend most of these funds in
any way they choose and we will be working with schools and local authorities to take further steps to rationalise funding streams,
including a Single Improvement Grant.

Recurrent and capital funding for post-16 learning and skills provision (outside higher education) in Kent
The Learning and Skills Council (LSC) is responsible for the funding of post-16 learning and skills provision (outside higher
education) in the Isle of Thanet and City of Canterbury local authority areas. The Department provides funding to the LSC through
the following funding lines: Learning Participation School Sixth Forms Capital Local Intervention and Development Administration.
Recurrent and capital funding for higher education in Kent
There are five institutions in Kent LEA: three higher education institutions (HEIs) and two further education colleges who run
higher education courses. All of these receive funding from Higher Education Funding Council for England (HEFCE). As there are no
HEIs on the Isle of Thanet there is no funding by HEFCE. HEFCE provided funding for the following funding lines: Teaching (core
funding, additional places, widening access and improving retention) Research (quality related research, capability fund) Moderation
of Teaching and Research Rewarding and Developing Staff.

Following the spending review, my right hon. Friends the Home Secretary and Deputy Prime Minister have announced a new Safer and
Stronger Communities Fund (White Paper "Confident Communities in a Secure Britain", published on 19 July 2004) which will
bring together a number of funding streams for community safety and improving public spaces.
Alongside the intention to bring together a number of funding streams, the Home Office strategic plan intends to further promote
local audits of priorities for community safety and the resources used to prevent and respond to crime and other issues. In
particular, an assessment of resources and needs will be a feature of new local area agreements covering community safety, in areas
in which these agreements will be developed. The Home Office is looking to build on the existing work of Crime and Disorder
Reduction Partnerships and Drug Action Teams who audit crime and drugs issues in local areas.
For reference, these are outlined on page 36 of the strategic plan.

Miss Melanie Johnson: The membership of each task group brought together a mix of invited stakeholders, covering public/consumer
interests, examples of leading edge practice, people representative of the various settings and organisations under consideration in
the consultation, and others with relevant expertise. Each task group was also supported by officials from the Department and other
relevant Government Departments, and by regional directors of public health. In line with data protection provisions, a copy of the
list of all the members who have agreed to their details being disclosed has been placed in the Library.

Phil Hope: The China Taskforce was set up by my right hon. Friend the Deputy Prime Minister, at the request of my right hon. Friend
the Prime Minister, to make proposals for deepening relations with China in four specific areas: Trade and Industry; Science and
Technology; Education; and Sustainable Development and the Environment.
The Government raises Human Rights issues with China on a regular basis. We use the bi-annual UK China Human Rights Dialogue to
raise our concerns in detail, and also raise issues through ministerial contacts, public statements and EU mechanisms.

John Thurso: To ask the Secretary of State for Transport what assessment he has made of the (a) benefits and (b) value
for money of each of the motorcycling task groups; what the outcome of each task group was; and when the task groups met. [180880]
Mr. Jamieson: The Advisory Group on Motorcycling established five task forces to consider integration and traffic management,
vehicle safety and security, environmental and fiscal issues, research, and statistics. They have been meeting as necessary since
1999. Their initial work was detailed in the Interim Report of the Advisory Group on Motorcycling published in April 2001 (and
placed in the House Library).
The work of the Advisory Group is nearing completion and its final report will be published during summer. The task forces will be
making recommendations to Government based on the outcome of their work; these will be included in the report. However it would be
difficult to assess the value for money of the task forces. The nature of their work does not involve specific costs and benefits
which can be quantified. But the work of the Advisory Group is highly valued by Government arid will be an essential input to the
Government's future motorcycling strategy.

Mr. Malins: To ask the Secretary of State for the Home Department if he will make a statement on progress with the overhaul of the
immigration service recently announced by the Prime Minister. [179500]
Mr. Browne: [holding answer 18 June 2004]: To support the "top to bottom" review of the immigration system called for by my
right hon. Friend the Prime Minister, my right hon. Friend the Home Secretary set up managed migration taskforces.
The taskforces work across the whole of the Immigration and Nationality Directorate (IND) and with other departments and
stakeholders to identify and address any areas of abuse of managed migration routes, drawing on intelligence, the experience of
front line staff and management information from across the system. In this way, the Department is building on what worked to reduce
abuse of the asylum system, in a comprehensive monitoring and reporting framework. This will allow resources to be properly directed
to target potential abuse even before problems arise.
Based on the work to date, we have already announced a number of steps to tackle abuses of the marriage, students and employment
routes. These include: To date the student taskforce has visited 401 colleges about which we had suspicions and applications to
those institutions clearly found to be bogus are now being refused. A registration scheme is being established for genuine colleges
and will be operational by the turn of the year. Once this has been done, student visas will not be issued in respect of colleges
not on the register. We are discussing with the education sector how best to implement arrangements for notifying us of overseas
students who fail to turn up for, or drop out of, a course. To tackle the increasing problem of sham marriages being used to
circumvent immigration controls, the Government are bringing forward legislation to establish powers to restrict the authorisation
of marriages involving foreign nationals from outside the EEA to designated register offices and to introduce a pre-marriage
eligibility requirement for such cases. IND officials have already formed a cross governmental joint working group made up of
officials from the Offices of the Registrars General for England and Wales, Scotland and Northern Ireland, the Department of
Constitutional Affairs, the Church of England, LACORS, and registrars from across the UK. The Group is working on identifying
strengths and weaknesses of current systems and will facilitate the introduction of the aforementioned designated centres. Based on
the analysis and recommendations of the employment and business taskforce, the Sectors Based Scheme quota has been cut for the year
beginning 1 June 2004. The Scheme has been reduced from a total of 20,000 to 6,000 in food processing and 9,000 in
hospitality. The Government have also announced that the Seasonal Agricultural Workers Scheme quota will be reduced in 2005 by
35 per cent. These cuts reflect the proportion of the previous year's quotas taken up by workers from the accession
countries, who are now entitled to come and work in the United Kingdom under the worker's registration scheme. The taskforce is
currently consulting on introducing country- specific quotas which will be dependent on countries having satisfactory returns
agreements with the UK.

The Prime Minister: The Kvaerner Task Force was set up by Lord Macdonald of Tradeston on 13 April 1999 under the Chairmanship
of Sir Gavin Laird to identify potential purchasers of the shipyard at Govan, the engineering business in Clydebank, and for any
other facilities subsequently identified for sale in Scotland. The other members of the Kvaerner Task Force were Bill Scott, Malcolm
Clark and David Smith. The Task Force was wound up on 14 July 1999.

Ms Rosie Winterton: As the previous reply explained, information on the Department's task forces, ad hoc advisory groups and reviews
is given in the annual publication, "Public Bodies". This publication explains that such groups have a short-term focus and when
their work comes to an end they are disbanded. These groups are usually created to give expert advice to the Government on a
specific issue and are usually expected to remain in operation for less than two years. They are not separate statutory bodies. As
such, they have no capacity to employ staff or hold assets in their own right and rely on secretariat and other support from the
Department and, sometimes, other interested bodies. They will not normally have any formal separate budget allocated to them, and
accountability for expenditure will remain with the body to whom any funding is allocated.

Brian Cotter: To ask the Secretary of State for Trade and Industry what the cost of the Rover Task Force Modernisation and
Diversification programme has been to the Small Business Service in each of the last five years. [156682]
Ms Hewitt: The Rover Task Force was established early in 2000, led by the then Secretary of State for Trade and Industry, the right
hon. Member for North Tyneside (Mr. Byers). The Task Force considered how both the region's automotive supply chain could be
supported, and how the region's manufacturing base could be helped to modernise and diversify.
A package of funding for business support and regeneration of £129 million was agreed. £31 million of that figure was
administered by the SBS as part of the Modernisation and diversification programme. The funding package of the Rover Task Group is
invested in the automotive supply chain. No funding is provided direct to MG Rover itself.
To date a total of 1,600 businesses have been assisted by the Taskforce and 3,000 jobs have been safeguarded or created.

Mr. Bellingham: To ask the Secretary of State for Trade and Industry if she will make a statement on the operation of the Rover Task
Force. [142124]
Jacqui Smith: The Rover Task Force (RTF) was set up in 2000 to look at the potential effects on the region's economy of the then
expected decline of Rover and its supply industry--which was a severe risk at the time of the BMW withdrawal from the company. The
report it produced has been carried forward primarily by Advantage West Midlands (the RDA). It remains one of the best examples of
speedy response to a crisis coupled with long-term action to address structural change.
There are three themes arising from the RTF: Modernisation--support to the automotive supply chain in its continuous improvement
activity; Diversification--promotion of and support to encourage businesses to engage in new activity to enable the region to be
less dependent on its traditional industries; and Regeneration--the creation of High Tech Corridors to support the modernisation and
diversification of the region's economy by attracting and developing more high tech, high value added businesses by virtue of the
presence of research institutions, universities and property opportunities.
Modernisation and Diversification projects are continuing with spend on target and outputs exceeding or in line with expectations.
For example, at end of 2002-03 over 2,500 jobs have been safeguarded against a target of 1,700. Equally on the Regeneration agenda,
a strategy is in place for High Tech Corridors to provide long-term sustainable development of the region.

The Prime Minister: Information on task forces in existence between May 1997 and October 2000 was made available in three reports
