Maria Eagle: Benefit processing is carried out by Jobcentre Plus, the Disability and Carers Service and the Pension Service.
Currently, Jobcentre Plus has about 21,000 staff involved in benefit processing, spread across 633 sites. The majority of these sites are primarily involved in delivering our Welfare to Work programmes and have very few staff processing benefits. Currently there are three benefit centres, the primary function of which is processing benefits. Jobcentre Plus benefits processing will be centralised in 81 sites by 2008.
The former Secretary of State made an announcement to the House on 29 June 2004, Official Report, columns 8–9WS, regarding the future of Pension Service centres. The Secretary of State announced on 16 September 2004, Official Report, columns 178–80WS, details of the 81 sites which will carry out benefit processing by 2008.

Mr. George Howarth: To ask the Secretary of State for Work and Pensions what assessment he has made of the impact of transferring

and (iii) other organisations for administering BACS. [199158]
Mr. Pond: At the outset of the Payment Modernisation Programme, 43 per cent. of DWP customers were already being paid by
Direct Payment into an account. The current proportion of DWP customers being paid some or all of their benefits by Direct Payment
into an account is 77 per cent. This is a positive step towards meeting the Public Service Agreement target of 85 per
cent. of customers being paid directly into an account by 2005.
The increase in the number of customers who are now paid by Direct Payment has not affected the frequency of payments made to
customers, and customers continue to receive their payment by the due date. If the customer has chosen Direct Payment into an
account, the overall timescale to process payments through the BACS system is three working days.
During the course of the conversion process the Department has deployed a Customer Conversion Centre to ease the burden on its front
line operations. It is normal business practice for the Department to manage this sort of large-scale but temporary operation in
this way. The cost of payments to organisations including banks and the post office for administering BACS, is commercial in
confidence. Throughout the planning and migration process detailed consultation has been undertaken with BACS Ltd. (now named Voca
Ltd.).

Sir Archy Kirkwood: The Commission has no plans to appoint hon. Members to the Board of Management. The board, which is composed of
the most senior management of the House of Commons Service, operates on the basis of an Instrument of Delegation from the
Commission, which retains responsibility for setting strategy and taking major decisions. The board's primary function is to
co-ordinate and oversee the provision of services to the House of Commons and to advise the Commission and the Finance and Services
Committee on these matters. In addition, the Administration Estimate Audit Committee, comprised of two members of the Commission and
two external members, has among its functions the encouragement of best financial practice, use of resources and governance in the
House administration.

You asked the Secretary of State for Work and Pensions, how many people are being paid Disability Living allowance (DLA) in
Newcastle-under-Lyme.
In May 2004 there were 4,400 people (to the nearest hundred) in receipt of DLA in the Newcastle-under-Lyme constituency area.
You also asked the Secretary of State how many pensioners have received the Attendance Allowance in the constituency of
Newcastle-under-Lyme in each year since 1997. The figures (rounded to the nearest hundred), are outlined below:

The increase in costs between 01/02 and 02/03 was due to the recruitment of additional staff to deal with an increase in CA claims
as a consequence of the introduction of the Carers Package in October 2002. This allowed carers over the age of 65 to make a claim.

Mr. Hutton: Choose and Book will give patients greater involvement in the choices and decisions about their treatment. It should not

write to the hon. Member.
Letter from David Anderson to Mr. George Howarth, dated 18 November 2004:
The Secretary of State has asked me to reply to your questions concerning the delivery of the Working Neighbourhoods pilot in
Knowsley and the issue of Crisis Loan processing. This is something which falls within the responsibilities delegated to me as Chief
Executive of Jobcentre Plus.
It may be helpful if I explain how the overall funding has been distributed for the pilot. The Employment Development &
Modernisation Fund provided £77m for the 12 pilot sites operating in some of the most deprived neighbourhoods in the country for the
period 2004/05 to 2005/06. Of this, £5m was allocated for set up and evaluation costs. Of the remaining £72m, each pilot site will
receive £3m per year of which £1m is discretionary funding to allow personal advisers, working with Local Strategic Partnerships,
the flexibility to meet individual and community needs.
The Working Neighbourhood pilot for Knowsley delivers to selected parts of the Northwood and Towerhill wards. The postcode boundary
for the site contains around 6,000 residents, with approximately 2,000 in receipt of working age benefits.
The most recent statistics produced for 31 October 2004 indicate the Knowsley pilot has engaged with 879 customers of which
188 are volunteers to the programme.
With regard to the pilot's targets, there will be overall monitoring of performance and objectives which will then be evaluated. The
evaluation of the objectives aims to test the extent to which the programme of local intensive work focussed action is effective in
addressing long-standing barriers to work experienced by residents of deprived areas; the number of individuals moving into work and
by how much it decreases the overall workless rate within the pilot area.
Whilst Jobcentre Plus job entry targets relate to movement into full time employment all who enter full time, part time and
voluntary employment will count as successes for evaluation of the pilot. Retention figures will be gathered for those residents
remaining in full time employment for 4, 13 and 26 weeks.
Turning to the results the Knowsley pilot has achieved to date I am able to inform you as of 31 October 2004 229 residents
from the pilot have moved into employment. To clarify this further the table below gives a breakdown of the benefit groups involved.

Twenty staff have been allocated to deliver the Knowsley pilot. The majority of them are personal advisers.
The intended closure of Webster House should have no impact on the Working Neighbourhoods pilot as it has never been delivered from
Webster House. The pilot and associated mandatory work focussed interviews have been conducted form the Jobcentre Plus office at St.
Chads House, Kirkby. It is also being delivered in the community to voluntary customers from partner's premises and most recently
from a Working Neighbourhoods portakabin sited in Northwood.
With regard to the issue of Crisis Loan processing currently undertaken in Webster House, I can confirm that we are looking at the
delivery of all of the services in Webster House and the future delivery of Crisis Loans will be included in this. We will consult
on our proposals with our staff, trade unions and local partners as soon as plans are fully developed.

Malcolm Wicks: Our policy is to keep the State Pension as the foundation for income in retirement and to give additional help
through Pension Credit to the poorest pensioners. set out any schemes to replace the current arrangements but have instead asked the
Pensions Commission to look at and report on pensions. We will respond to any recommendations made in the report, which is expected
in the autumn of next year, in the usual way.

Mr. Denham: To ask the Secretary of State for Work and Pensions (1) what targets have been set for his Department for the number and
percentage of benefit claimants who will transfer to direct payment of benefits; and if he will make a statement; [193139]
(2) if he will place in the Library copies of (a) administrative and (b) operational (i) instructions and (ii) targets
issued to his Department's staff regarding the transfer of benefit claims to direct payments. [193140]
Mr. Pond: [holding answer 21 October 2004]: With regard to the conversion of customers to Direct Payment the Department has a
published Public Service Agreement target that by 2005, 85 per cent. of customers will have their benefits paid by Direct
Payment.
The conversion process itself from order books and girocheques to payments directly into an account, started in April 2003 and
involves contacting approximately 14 million customers.
To achieve the target customers are being provided with all the information they need on all of their "account options", including
which accounts can be used at Post Office branches. It will be up to the customers themselves to decide which type of account they
wish to have their money paid into.
Independent research commissioned by DWP shows that 82 per cent. of customers found the process of opening an account to be
easy and 93 per cent. were happy once they had transferred to Direct Payment.
Key figures on the progress of conversion to Direct Payment are available in the Library and these are updated every four weeks. In
addition a Direct Payment Customer Call Centre script and operational guidance is already available in Library.

Mr. Allen: To ask the Secretary of State for the Home Department what his policy is on the use of arresting officers in progressing
arrests to charge; and if he will make a statement. [196234]
Ms Blears: The processing of an arrest can result in a significant amount of administrative paperwork for the arresting officer,
leading to their abstraction from front line duties.
We are determined to reduce unnecessary paperwork and bureaucracy in the police service. There are a number of projects under way to
assist and encourage forces to release police officers from tasks where their powers and training are not required, to increase the
time spent on the frontline, and specifically on patrol by police officers.
As part of a range of work funded by the Workforce Modernisation Implementation Fund, Northumbria, Wiltshire and Lincolnshire police
are actively piloting models utilising police staff investigators, case builders and other supporting roles. These pilots will
support police officers as part of integrated criminal justice management process, following arrests being made.
The processing of an arrest, and the associated functions of criminal justice units within forces, including prisoner handling, case
building and investigation, are areas which can be effectively undertaken by police staff and other members of the extended police
family.

These figures are collated on a weekly basis not calendar month so, they are shown four weekly.
The reasons for closure of applications:
Applications close for a variety of reasons the main reason being that the parent with care withdraws the application, perhaps due
to reconciliation, or having agreed private arrangements with the non-resident parent. Other reasons are if the parent with care
moves off benefit and no longer wishes to pursue the application, or if the parent with care is unable to provide sufficient
information to establish the identity of the non resident patent.
Management of Compliance:
The Agency now has the management information available from its new computer system to monitor its performance in respect of case
and cash compliance on the `new scheme'. We have developed our own payment tracking tool which will enable us to better manage our
performance in this area. We are already seeing emerging evidence that performance is improving as a result of these initiatives.
Accuracy target:
In February and March 2005 a special exercise will measure a statistically valid sample of cases. This will determine the extent to
which the last decision for all maintenance calculations is correct to the nearest penny.
