Mr. Steen: To ask the Secretary of State for Environment, Food and Rural Affairs how much funding the Government has given to the National Bee Unit for the current financial year; how many bee inspectors there are; what estimate has been made of the number of bees under serious threat from the varroa mite; and what advice and assistance is given by the National Bee Unit to beekeepers in the South West. [194159] Alun Michael: In the current financial year the National Bee Unit will receive funding of £1,235,000 from Defra and £283,000 from the Welsh Assembly Government. There are 45 bee inspectors in England and Wales of whom 36 are part-time, seasonal bee inspectors. It is estimated that there are 250,000 honey bee colonies in England and Wales, maintained by some 37,000 beekeepers. Since varroa is now endemic throughout almost the whole of the United Kingdom, its presence is a challenge to all beekeepers but this can be managed through good bee husbandry. In addition to the statutory inspection programme, which has given rise to over 900 visits and the inspection of almost 4,000 colonies in Devon, Cornwall and Somerset between April and September 2004, the NBU provides laboratory diagnoses, the destruction or treatment of colonies infected with European Foul Brood, and a testing programme for varroa resistance to treatment with pyrethroids. Over 2,500 beekeepers attended advisory lectures, field demonstrations and liaison meetings provided by NBU in the South West in 2003-04. Beekeepers in the region also have access to a national telephone help-line, advisory leaflets and the NBU website.

Mr. Cameron: To ask the Secretary of State for Environment, Food and Rural Affairs (1) if she will make a statement on the grounds for the ban on the import of queen bees from Hawaii; [174128] (2) what evaluation her Department has made of the (a) health, (b) disease and (c) animal welfare grounds for restricting the import of queen bees from (i) Hawaii and (ii) Australia; and if she will make a statement. [174129] Alun Michael: New European Community legislation strengthening the animal health controls and certification requirements for the importation of bees from third countries came into effect across the Community on 27 December 2003. Its aim, in particular, is to protect the EU bee population from exotic pests and diseases. The new import controls include the requirement that consignments of queen honey bees will only be allowed into the Community from those third countries that have demonstrated the veterinary competence to certify bees for export, and provided that the notifiable diseases of bees in the EU--American foul brood, the small hive beetle and tropilaelaps mite--are also confirmed as notifiable throughout the exporting country. The specified third countries are listed in Part 1 to the Annex of Council Decision 79/542 and include the USA and Australia. To date, only Australia, New Zealand and Argentina have demonstrated to us that they are able to comply with the conditions provided in the legislation, and imports of queens from these countries are permitted. However, in the case of Hawaii, while it is our opinion that it does have a high bee health status, and, indeed, we have until recently permitted imports of queen bees from there, it is nevertheless a territory of the USA. The EU legislation is clear in its intention, and it is our understanding that the three notifiable diseases mentioned above are not yet notifiable throughout the USA as a whole. The Commission has stated that it is not prepared to treat Hawaii as separate from the rest of the USA for this purpose. We are therefore not free to authorise the importation of queens bees from Hawaii until the USA has demonstrated equivalence with the EU.

Chris McCafferty: To ask the Secretary of State for Environment, Food and Rural Affairs what progress has been made in developing an effective treatment against highly resistant varroa mites. [157781] Mr. Bradshaw: Recent experience both on the European Continent and in North America has shown that there is a spread of resistance to most medicament treatments applied to control the varroa mite. Misuse of proprietary products or use of illegal treatments has been found to be the cause of resistance in most cases. In the UK, resistance to the two pyrethroid-based varroacides, Apistan and Bayvarol, was first detected in Devon in 2001. Resistance was detected early through the monitoring programme conducted by the Central Science Laboratory's (CSL) National Bee Unit. This enabled action to be taken prior to the widespread colony collapse which has been experienced in other countries. Continued monitoring by beekeepers and CSL demonstrates that resistance is still localised. In many parts of the UK pyrethroids retain their high efficacy. The introduction to the UK market in 2003 of Apiguard, a non-pyrethroid-based treatment for varroa, now means that beekeepers are able to apply this product to their colonies, ideally as part of an Integrated Pest Management (IPM) approach to combating pyrethroid- resistant mites. Measures funded by Defra to protect bee health include training and technical advice to beekeepers in order to help them become more self-reliant through improved bee husbandry, in particular dealing with varroa. Defra is also currently funding research investigating the use of entomopathogenic fungi as possible microbial control agents of varroa.
