Chris Ruane: To ask the Secretary of State for Defence what the strength was of UK armed forces in Belize in each of the last 25
years. [175241]
Mr. Ingram: The information requested is not held centrally and could be provided only at disproportionate cost. The United Kingdom
garrison in Belize was withdrawn in 1994. From the early 1980s until reductions in advance of withdrawal in the early 1990s, the
garrison comprised a full battalion group with an element of RAF support, numbering in total an estimated 1,200 to 1,500 military
personnel. In 1994, the garrison was replaced by the much smaller British Army Training Support Unit Belize (BATSUB). BATSUB
currently has around 70 permanent military staff. In addition, many hundreds of personnel pass through BATSUB for short periods of
training each year.

in Belize over the past 20 years that have been classed as successful. [175239]
Mr. Gareth Thomas: I shall arrange for a copy of a document entitled "Department for International Development/Official Development
Assistance in Belize" to be placed in the Libraries of the House.
The list shows all DFID/ODA projects funded in Belize since 1986 (the year to which project records for Belize date back).
Performance scoring of projects began in 1992; all listed projects since then have been classed as partially or wholly successful.

border disputes between Belize and Guatemala. [175240]
Mr. Rammell: I have been asked to reply.
The UK continues to support fully the Organisation of American States (OAS)-facilitated process between Belize and Guatemala as the
best means to secure a permanent solution to their territorial dispute. I underlined this to both governments when I visited Belize
and Guatemala from 14 to 17 January, and I have recently written to Vice-President Stein of Guatemala and Prime Minister Musa
of Belize. We have also lobbied both countries to agree a long-term extension to the Confidence Building Measures Agreement, which
is due to expire in June, at the next OAS meeting between Belize and Guatemala in Washington in June.
We are also supporting the OAS-sponsored Confidence Building Measures in Belize and Guatemala through the FCO/DFID/MOD Global
Conflict Prevention Pool. £1.5 million has been allocated this financial year. Our projects are aimed at reducing tensions,
encouraging co-operation between security agencies and addressing the underlying causes of conflict.

John Robertson: To ask the Secretary of State for International Development if he will make a statement on his Department's aid

Mr. Gareth Thomas: The information requested is as follows.
(a) In Belize our focus is on supporting the Government of Belize to meet the benchmarks for qualifying for debt relief
under
the Commonwealth Debt Initiative. We granted debt relief of £1.548 million for the year July 2002 to 30 June 2003 and
reached agreement in principle to the granting of additional debt relief for a further two years from July 2003 to June 2005.
Further debt relief is subject to progress on agreed benchmarks in line with the three Commonwealth Debt Initiative criteria of
sound economic management, pro- poor policies and accountable and transparent governance. These are the key areas in which we
operate a £600,000 strategic fund over the three year period from June 2003 to June 2006.
The UK supports the OAS-sponsored Confidence Building Measures in Belize and Guatemala through the FCO/DFID/MOD Global Conflict
Prevention Pool. £1.5 million has been allocated for financial year 2004-05. Our projects are aimed at reducing tensions,
encouraging co-operation between security agencies, Government Ministries and Non Governmental Organisations, and addressing the
underlying causes of conflict.
In addition Belize benefits from DFID's regional programme for the wider Caribbean which focuses on trade, security sector reform,
HIV/AIDS, public sector reform and economic and fiscal management.
(b) We are reviewing our aid policy in relation to Central America. In 2004-05 DFID's Central American programme will be
about £5 million of which £3 million will be to support our programme in Nicaragua. The DFID office in Honduras closes
in 12 months time and we will withdraw from specific in-country activities in support of the Honduran Poverty Reduction Strategy.
Our policy in Central America is to work with other bilateral donors in order to enhance the impact on poverty of major multilateral
agencies, such as the World Bank and the Inter-American Development Bank. Current priorities include enabling poor people to shape,
participate in and benefit from access to markets and regional trade, and from more accountable and responsive public sector
management, and political systems. In addition we engage regionally on issues of global concern--HIV/AIDS prevention and security.
We have a larger programme in Nicaragua, where we are actively involved in the Poverty Reduction Strategy process.

Mr. Mike O'Brien: The UK continues to support fully the Organisation of American States (OAS) sponsored process as the best means to
secure a negotiated settlement, and is a member of the OAS-facilitated Belize--Guatemala `Group of Friends'.
When my hon. Friend the Parliamentary Under- Secretary of State at the Foreign and Commonwealth Office (Mr. Rammell) visited Belize
and Guatemala from 14-17 January, he reaffirmed the UK's continued support for Belize and Guatemala in their pursuit of a
definitive settlement to their territorial dispute, within the framework of the OAS-facilitated process.
We are supporting the OAS-sponsored Confidence Building Measures in Belize and Guatemala through the FCO/DFID/MOD Global Conflict
Prevention Pool. £1.8 million has been allocated this financial year. Our projects are aimed at reducing tensions,
