[181730] Mr. Charles Clarke: [holding answer 1 July 2004]: The Department provides funding for schools and their pupils aged 3-15, other education services, Children, Young People and Family Services, and the Youth Service, in the Isle of Thanet and Canterbury City, through Kent county council and local partnerships. In 2004-05, Kent county council and local partnerships in the county receive funding from the Department through the funding streams set out as follows. Schools can already spend most of these funds in any way they choose and we will be working with schools and local authorities to take further steps to rationalise funding streams, including a Single Improvement Grant. Recurrent and capital funding for higher education in Kent There are five institutions in Kent LEA: three higher education institutions (HEIs) and two further education colleges who run higher education courses. All of these receive funding from Higher Education Funding Council for England (HEFCE). As there are no HEIs on the Isle of Thanet there is no funding by HEFCE. HEFCE provided funding for the following funding lines: Teaching (core funding, additional places, widening access and improving retention) Research (quality related research, capability fund) Moderation of Teaching and Research Rewarding and Developing Staff.

[181702] Fiona Mactaggart: Home Office funding streams for the Kent area consist of the following: General Police Grant Capital Grant Crime Fighting Fund Rural Policing Fund DNA Expansion Programme Airwave Basic Command Unit Fund Community Support Officers Special Priority Payments South East Allowance Building Safer Communities to CDRP partnership Antisocial behaviour funding to CDRP partnership Home Office Connecting Communities Project Home Office Time Limited Development Fund We do not hold information by local authority area, within each county. Following the spending review, my right hon. Friends the Home Secretary and Deputy Prime Minister have announced a new Safer and Stronger Communities Fund (White Paper "Confident Communities in a Secure Britain", published on 19 July 2004) which will bring together a number of funding streams for community safety and improving public spaces. Alongside the intention to bring together a number of funding streams, the Home Office strategic plan intends to further promote local audits of priorities for community safety and the resources used to prevent and respond to crime and other issues. In particular, an assessment of resources and needs will be a feature of new local area agreements covering community safety, in areas in which these agreements will be developed. The Home Office is looking to build on the existing work of Crime and Disorder Reduction Partnerships and Drug Action Teams who audit crime and drugs issues in local areas. For reference, these are outlined on page 36 of the strategic plan.

Notes: 1. Expenditure is taken from audited health authority accounts and primary care trust summarisation schedules which are prepared on a resource basis and therefore differ from cash allocations in the year. The expenditure is the total expenditure by the relevant health authorities for 1997-98 to 2002-03, and the commissioner costs of the primary care trusts for 2000-01 to 2002-03. Figures are given per weighted head of population. 2. Allocations per weighted head of population provide a much more reliable measure to identify differences between funding of health authorities. 3. The total national health service expenditure cannot be identified by health authority area because the majority of general dental services expenditure is not included in the individual health authority accounts or primary care trust summarisation schedules and is separately accounted for by the Dental Practice Board. An element of pharmaceutical services expenditure is accounted for by the Prescription Pricing Authority and not by health authorities or primary care trusts. 4. In many health authorities there are factors which distort the expenditure per head. These include: the health authority acting in a lead capacity to commission healthcare or fund training on behalf of other health bodies; and asset revaluations in NHS trusts being funded through health authorities or primary care trusts. For these reasons expenditure per head cannot be compared reliably between health authorities or between different years. Sources: Health authority audited accounts 1997-98.
