Mr. Oaten: To ask the Secretary of State for Health what plans he has to develop the pathfinder programme with regard to orthotics. [187120] Mr. Hutton: The pathfinder project was designed to deliver real changes at local level and to improve care for patients and included a consultation period with all the key stakeholders to determine how the findings of the orthotic pathfinder report can be adopted nationally and what resources services would need to achieve this. This report differs from previous reports in that it describes a project that was designed to deliver the changes necessary to improve patient care rather than merely comment on the state of existing services. The document details the experiences of six trusts as they went through a process of change and the benefits that can be achieved if these changes were rolled out across the rest of the NHS. It details the specific changes made to improve the access to and clinical effectiveness of orthotic clinics. The report has been published on the national health service purchasing and supply agency website and stakeholders have now the opportunity to respond. The report is intended not only to force the debate for change, but also to serve as a resource for those working to develop local solutions to local problems. We hope the information it contains can be widely shared, explored and evaluated both within and beyond the orthotic community. It would be premature to comment in advance of the community's response to this report and further evaluation on how we develop this important area of health.

[179097] Dr. Ladyman: It is for primary care trusts in partnership with strategic health authorities and other local stakeholders to determine how best to use their funds to meet national and local priorities for improving health, tackling health inequalities and modernising services. This process provides the means for addressing local needs within the health community, including the provision of prosthetic services and multidisciplinary teams to work with multiple limb disability. Patients are encouraged to discuss the prosthetic limb prescription with the prosthetist and the wider healthcare team concerned. Multidisciplinary assessment focuses on the needs of individual patients and enables patients to actively contribute to the decision making process. The national health service has available to it, via contracts negotiated by the NHS Purchasing and Supply Agency, virtually everything that is available on the international market The table shows the three general types of full-length active prosthetic arms available within the NHS. _________________________________________________________________________________________________. Mrs. Iris Robinson: To ask the Secretary of State for Health (1) how many individuals in England have congenital multiple limb disability; [179073] (2) what plans he has to provide a multidisciplinary centre for congenital multiple limb disability sufferers incorporating orthopaedic and rehabilitation services;. [179093] (4) what the procedures in the NHS are for referring patients with multiple limb disability to the Ex-Centre in Stockholm for assessment;. [179095] (5) how many UK patients have been referred through the NHS to the Ex-Centre in Stockholm for multiple limb disability. [179096] Dr. Ladyman: Figures on how many individuals in England have congenital multiple limb disability are not collected centrally, although the Department is aware that there are 455 individuals currently being supported in the United Kingdom by the Thalidomide Trust. Also, the Department recorded 18,910 finished admission episodes in national health service hospitals in England in 2002-03 relating to congenital malformations and deformations of the musculoskeletal system. A finished admission episode is the first period of in-patient care under one consultant within one healthcare provider. Admissions do not represent the number of in-patients, as a person may have more than one admission within the year. It is for primary care trusts (PCTs), in partnership with strategic health authorities and other local stakeholders, to determine how best to use their funds to meet national and local priorities for improving health, tackling health inequalities and modernising services. This process provides the means for addressing local needs within the health community including the provision of prosthetic limbs. Prosthetic services are delivered to patients through 33 disablement service centres in England. Patients normally attend their local centre, but can attend another if they wish. If an overseas option is considered, it would be for the local PCT commissioning team to agree that. Figures on how many UK patients have been referred through the NHS to the Ex-Centre in Stockholm for multiple limb disability are not collected centrally. Prosthetic limbs are provided free of charge to single or multiple prosthetic limb users by the NHS. The NHS has available to it, via contracts negotiated by the NHS Purchasing and Supply Agency, virtually everything that is available on the international market. Furthermore, local healthcare professionals have the ability to obtain products from outside of the current national agreement if it is deemed appropriate for the specific needs of particular patients.

Mr. Oaten: To ask the Secretary of State for Health what action is being taken to train more people in (a) prosthetics and (b) orthodontics. [172396] Mr. Hutton: The number of training places in prosthetics and orthodontics has increased from 28 to 30 between 1996-97 and 2002-03 and the workforce review team annually reviews the need for increases in training for all the allied health professions. Information on the number of consultants and doctors in training in orthodontics is shown in the table. The Department has centrally funded two more training posts in orthodontics in 2004-05, bringing the total training posts in place to 31. The number of dentists electing to train in specialties like orthodontics is related to the number of undergraduates training as dentists relative to the demand for dental care. We have recently completed the first review of the dental workforce since 1987 and will shortly be announcing the results including the implications for the intake of undergraduates to dental schools in England.
