Mrs. Curtis-Thomas: To ask the Secretary of State for the Home Department how many anti-social behaviour orders have been served by
local authorities in (a) Sefton and (b) England since this measure was introduced. [191324]
Ms Blears: Anti-Social Behaviour Orders (ASBOs) have been available to the courts since 1 April 1999. From commencement and
up to 31 May 2000 data was collected by police force area on numbers of ASBOs only.
From 1 June 2000 up to 31 March 2004 (latest available), the Home Office has been notified of five ASBOs issued where
Sefton Metropolitan borough council was the main complainant and the restrictions imposed are specific to that area. Within England,
during this same period, a total of 1,098 notifications have been received of ASBOs issued where the main complainant was a local
government authority.
Data are collected on the complainant only on those orders issued in the magistrates' court, acting in its civil capacity, and
within the county courts. Orders can also be made following conviction of an offence in the criminal courts--there is no applicant
for these orders.

Dr. Pugh: To ask the Secretary of State for Education and Skills (1) what approaches have been made by Sefton local education
authority to his Department seeking to amend Sefton's formula for the distribution of school funding in the last three years;

(2) whether he has objected to proposals from Sefton local education authority to change their formula for the distribution of funds
to schools in the last four years; and if he will make a statement. [189271]
Mr. Miliband: Under regulation 28 of the Financing of Maintained Schools Regulations, the Secretary of State has power to approve
`additional arrangements' whereby the normal national rules for school funding formulae are set aside in favour of a purpose-built
local solution, in circumstances where significantly anomalous results would result from the application of the national rules.
During the period in question, Sefton local education authority made one application to the Secretary of State for an additional
arrangement under regulation 28, in relation to the application of the minimum funding guarantee during the 2004-05 financial year.
This application was turned down because it paid insufficient regard to the impact of the minimum funding guarantee on individual
schools. The authority was invited to put forward an amended application, but did not do so.

As National Statistician I have been asked to reply to your recent Parliamentary Question on the mean household income in Sefton.

The Office for National Statistics (ONS) does not compile statistics on mean household income.
ONS has published gross disposable household income (GDHI) at current prices at the NUTS1, 2 and 3 sub-national geographies. These
estimates were last published on 26 March 2002. The data for the period 1995 to 1999 are consistent with the 2001 National
Accounts. Sefton is a NUTS3 area and forms part of the NUTS2 region of Merseyside, for which GDHI per head figures are available on
an annual basis and are given in Table A attached.
For the smaller areas, survey sample sizes are only large enough for ONS to publish estimates of household income on a 3 year
average basis. These are presented as indices for Sefton, Merseyside, and the North West relative to the UK average in Table B
attached.

The National Statistician has been asked to reply to your question concerning the population levels in Sefton over the last 10
years. I am replying in his absence. (177838)
The total population for Sefton has decreased steadily from 292,400 in mid-1992 to 281, 700 in mid-2002. This represents a decrease
of 3.4 per cent. Changes in population can be attributed to a combination of `natural change' and `migration and other
changes'. In most years it is `natural change' that is the most important factor for Sefton, with an excess of deaths over births.
Over the 10 years as a whole, natural change accounted for 71 per cent. of the decrease. Figures for each year can be found
in the attached table.
Mid-1992 to mid-2000 population estimates are interim revised population estimates. They are subject to revision.

by Sefton Council to close Connolly House and Linacre Grange, Bootle; if he will re-examine the criteria; and if he will ask Sefton
Council to reconsider its decision. [171748]
Dr. Ladyman :[holding answer 10 May 2004]: Local councils are responsible for arranging and delivering services that will
meet the assessed needs of their local populations. It is for each council to decide which services they should provide in order to
meet those needs. In so doing, they are under an obligation to act reasonably.
If it becomes necessary to close a care home, councils, acting both as commissioners and providers, should seek to achieve this in a
planned way. There are a number of court decisions which set out the nature of councils' obligations towards residents in care homes
which councils must have regard to. One of these obligations is to consult residents on any proposed closure.
The Government are concerned that any decision to close a home is handled as sensitively and appropriately as possible, but are
limited in the extent to which they can intervene in local decisions. Councils are obliged to comply with statutory obligations and
relevant case law. When a home does have to close, the essential thing is that proper arrangements are made for the safe and
satisfactory transfer of all residents to other suitable homes. There should be adequate time for this to be done, in a way that
allows both residents and their relatives a choice in where they are to move to and which creates the minimum possible discomfort to
all concerned.
The Secretary of State does not intervene in decisions of this nature at local level. The relevant legislation and the Secretary of
State's Approvals and Directions set out the extent of council's obligations to provide services to persons in their area. The
council has statutory obligations to meet the needs of any residents it has placed in these homes, and if the homes are closed, it
must ensure that those obligations are fulfilled in some other way. It must also comply with its obligations to consult all
residents and to take into account their views. It is a matter for all councils to ensure that they comply with their legal
obligations. If they do not, this may be challenged through local complaints procedures, the commissioner for local administration,
and through the courts.

Mr. Miliband: The majority of capital support is allocated to schools and local education authorities (LEAs) by formula, and they
decide how to invest it in line with their asset management plans. The Department does not, therefore, have complete information
about capital investment at constituency level. Table A sets out the capital support given by the Government to Sefton LEA since
1997-98, in total and by programme, including devolved formula capital grants to each school. Table B shows the schools in the
Bootle constituency that benefited from investment through the New Deal for Schools (NDS) programme, which ran between 1997-98 and
2000-01.

Bootle. Seaforth and Bottle local programme have built a Sure Start centre in Seaforth. Litherland Bootle and Orrell have not yet
created any new buildings. Sefton local authority have submitted their strategic plans for Children Centres and these two Programmes
are included in these plans.
No Early Excellence Centres have been created in Bootle.
Sefton local authority are responsible for determining local need for nursery places in Bootle they maintain information on current
provision. Under the Neighbourhood Nursery Scheme three nurseries were opened in Bootle constituency providing a total of 110
places. A further two nurseries are to be opened in June providing another 115 places.

Mr. Benton: To ask the Deputy Prime Minister how the change in the level of council funding for housing has affected the residents
of Bootle since 1997. [170076]
Keith Hill: Since 1997 allocations of capital funding to local authorities for housing purposes have risen consistently by about
15 per cent. per annum on average. This includes the Major Repairs Allowance we introduced in 2001-02 specifically for the
improvement of local authority stock alongside the Decent Homes standard which sets out minimum standards to be met by 2010.
Sefton's allocations in the period 1997 to 2003-04 have risen by over 200 per cent. and have been supplemented by the
announcement of £86 million to be made available to the Merseyside Housing Market Renewal Pathfinder, NewHeartlands, between
2003-04 and 2005-06. In addition to this, there is support through the Community Housing Task Force and Government Office for the
North West to help the local authority and its tenants to choose the best strategy for long-term improvement.

Margaret Hodge: The Department is unable to provide details of child care places for Bootle. However, from April 1999 to December
2003 Sefton local authority created 3,417 new child care places helping some 6,128 children. This shows an increase in the stock of
child care places, taking into account turnover, of 1,859 helping some 3,400 children.

Nigel Griffiths: Barclays Bank's latest survey of business creation, published on 31 March 2004, includes non-VAT registered firms,
and shows that there were 115,000 business start-ups in England and Wales, including 500 in Sefton local authority (in which Crosby
is a constituency) in the fourth quarter of 2003. The latest yearly Barclays figures show 465,000 business start-ups in England and
Wales in 2003, the highest figure since the survey began in 1988. Data for local authorities are not available for before 2003.
There were 5,380 businesses registered for VAT in Sefton local authority at the end of 2002. This represents a 7 per cent increase
since the start of 1997 when there were 5,040 VAT-registered businesses. VAT registration data for the end of 2003 will be available
in Autumn 2004.
It is important to note that VAT registration data do not capture all business activity. Businesses are unlikely to be registered if
they fall below the compulsory VAT threshold, which has risen in each year since 1997. Similarly, businesses that de-register will
not necessarily have closed. Only 1.8 million out of 3.8 million enterprises were registered for VAT at the start of 2002.
