Mr. Kidney: To ask the Secretary of State for Trade and Industry what the position of the UK Government is in determining the
European Union's policy regarding whether to include drinking water in the World Trade Organisation's negotiations on global trade.

Mr. Alexander: The European Union has requested a number of members of the World Trade Organisation to offer commitments under the
General Agreement on Trade in Services (GATS) that provide for market access in relation to the provision of services related to the
supply of water for human use.
Many people in developing countries lack access to clean drinking water and it is a Millennium Development Target to halve the
number of people in this position by 2015. Many of these countries need assistance to provide the infrastructure required to meet
this target. It is widely recognised that the private sector can have a role to play in this regard.
The EU's requests give developing countries the opportunity to consider whether guarantees of market access may enhance private
sector participation. It is for governments to choose for themselves whether or not to open their water services to foreign
suppliers. Nothing in GATS forces them to privatise or prevents them regulating appropriately.
The EU's requests reflect the collective interests of the EU and member states. The UK has not itself requested the inclusion of
water services.

Mr. Simmonds: To ask the Secretary of State for Foreign and Commonwealth Affairs what steps the Government are taking to facilitate
the admission of Afghanistan to the World Trade Organisation; and if he will make a statement. [196263]
Mr. Alexander: The Government supports the accession of Afghanistan to the World Trade Organisation on the right terms.
Afghanistan applied to accede to the WTO in April 2003 but their application for WTO membership has yet to be considered.
Following the successful conclusion of elections in Afghanistan the UK will consult with the European Commission and other European
partners on how to facilitate Afghanistan's accession request. The European Commission has sole competence to negotiate WTO
accession applications on behalf of the EU.

Mr. Lyons: To ask the Secretary of State for Foreign and Commonwealth Affairs what steps he is taking to encourage movement towards
a settlement in Cyprus. [R] [196875]
Mr. MacShane: Following the referendum on the UN Secretary General's comprehensive settlement plan in which the Greek Cypriots voted
"no" and the Turkish Cypriots "yes", the EU agreed to end the isolation of the Turkish Cypriots. In practice, we are working to
reach EU agreement on regulations to enable preferential direct trade between north Cyprus and the rest of the EU, and to disburse
the £259 million of aid allocated for the north of the island.
We support these measures as we believe it is important for the EU to bring Turkish Cypriots closer to Europe, and help to build
trade links and reduce the economic gap between the two communities. This will make reunification more likely, easier to consolidate
and less costly. Trade will increase trust and lay the foundations for co-operation in a reunified Cyprus. A widening wealth gap and
continued economic division will make a solution much more difficult.
As I told the Greek Cypriot leadership during my recent visit to the island, we understand the concerns that made Greek Cypriots
vote "no" to the UN plan and look forward to seeing Greek Cypriot proposals on moving the process forward. If we believe the
proposals are reasonable and have a realistic chance of success, we will encourage the UN Secretary-General to re-engage and put all
our resources and influence behind finding a solution on the basis of the Annan Plan that is acceptable to all sides. We continue to
believe that the Annan Plan offers the only realistic basis for a settlement to the Cyprus problem.

Mr. Drew: To ask the Secretary of State for Environment, Food and Rural Affairs if she will support Kenya's proposal at the
thirteenth conference of the parties to the Convention on International Trade in Endangered Species to ensure that the conditions of
the one-off ivory stockpile sales from Botswana, Namibia and South Africa are strictly defined to prevent any detrimental impact on
elephants before any trade in ivory resumes. [190192]
Mr. Morley: The Government of Kenya have withdrawn their proposal in relation to the one-off ivory stockpile sales from Botswana,
Namibia and South Africa. The Government are happy with this outcome that will allow the parties to CITES to move forward on the
agreement made at the 12th Conference of Parties in Santiago. We believe the Santiago agreement strikes the right balance between
meeting the legitimate expectations of the southern African states that they should be able to engage in sustainable utilisation of
their natural resources, while establishing strict controls to secure the conservation of wider elephant populations.

Norman Baker: To ask the Secretary of State for Environment, Food and Rural Affairs whether the Government supported the proposal at
the Convention on the International Trade in Endangered Species meeting in Bangkok to allow Nambia and South Africa to resume trade
in black rhino products. [191136]
Mr. Morley: Following expert advice the Government, along with the other EU member states, voted in support of the amended Namibian
proposal. This provided that only adult males could be exported and that all hunting trophies would be marked with the country of
origin, species, quota number and year of export. South Africa's proposal was also supported following .their amendment reducing the
annual quota from 10 to five animals. These amended proposals were subsequently adopted in plenary.
