Tim Loughton: To ask the Secretary of State for Health if he will conduct research into the effects of late payments from his Department on charities, with particular reference to their ability to fulfil the contract at the specified levels. [222655] Dr. Ladyman: We do not consider that research into the effects of late payments is necessary. The Department acknowledges that late payments may have an impact on charities and voluntary organisations. We support and have taken on board the good practice guidance on procurement of services from the voluntary and community sector published by the Home Office and the Compact Code of Practice on Funding, both of which emphasise the importance of prompt payment within payment procedures. The Section 64 General Scheme of Grants represents the greatest single source of grant funding from the Department to the voluntary sector. The Department may also contract with voluntary organisations for a specific service outside the Section 64 scheme. The majority of Section 64 grants are paid in quarterly instalments starting when the organisation has formally accepted the grant conditions and the project has started. Payments in subsequent years are made following receipt of financial and monitoring information as specified in the conditions. Payment schedules are notified to the organisations. The Department's general payment policy is that, where there is no contractual provision or other understanding or accepted practice governing the time of payment, the Department should pay within 30 days of receipt of goods and services, or of the presentation of a valid invoice or similar demand for payment, whichever is the later. Our records show that over 90 per cent. of invoices in the current financial year have been paid in accordance with this policy.

[205126] Mr. Caplin: Expenditure on the purchase and postage of official Christmas cards is governed by departmental guidance on financial procedures and propriety, based on principles set out in Government Accounting. This allows for Ministers, members of the Defence Council, Head of Defence Export Services and the Director General of Media and Communications to send Christmas cards at public expense. Additionally, resulting from representational responsibilities at management levels below the Defence Council, individual Top Level Budget Holders may personally send a modest amount of Christmas cards at public expense. The regulations also allow for some TLB business areas to send official Christmas cards (on an exceptional basis) where this would facilitate the achievement of specific business objectives. Sarah Teather: To ask the Secretary of State for Health how many (a) residential, (b) nursing and (c) elderly mentally infirm (i) homes and (ii) places were available in London in each of the last 10 years, broken down by (A) local authority, (B) private sector and (C) charity and voluntary providers; and what percentage of capacity in each sector was used in each year. [212368] Dr. Ladyman: Tables 1 and 2 show the number of residential and nursing homes and places in London at 31 March for the years 1993 to 2001 by sector. Tables 3 and 4 show the number of homes and places in care homes for elderly mentally infirm people. Data is not available for the percentage of capacity used each year. I understand from the Chair of the Commission for Social Care Inspection (CSCI) that figures for later years were collected by the National Care Standards Commission, and now CSCI, but comparable details are not available. Mr. Amess: To ask the Secretary of State for Culture, Media and Sport (1) what recent representations she has had from amateur sports clubs regarding the implementation of the Licensing Act 2003; [220099] (2) what recent representations she has had from the police regarding the implementation of the Licensing Act 2003; [220100] (3) what recent representations she has received from alcohol abuse charities regarding the implementation of the Licensing Act 2003; [220162] (4) what recent representations she has had from religious groups regarding the implementation of the Licensing Act 2003; [220165] (5) what recent representations she has received regarding the implementation of the Licensing Act 2003. [220279] Mr. Caborn: There have been two recent public consultations on (a) draft Regulations and an Order under the Licensing Act 2003 which took place between 15 September and 10 November 2004, and (b) draft fee regulations under the 2003 Act which took place between 4 November and 23 December 2004. In respect of (a) we received 269 responses from 230 public bodies, organisations and individuals, some of which responded more than once. These included two from amateur sports clubs; 10 from police forces including one from their representative body (the Association of Chief Police Officers); 0 from alcohol abuse charities; and 0 from religious groups. We also received a response from a Member of Parliament on behalf of The National United Temperance Council. In respect of (b) we received 427 responses, including 97 from amateur sports clubs and their representative bodies; one from a police force and one from ACPO; 0 from alcohol abuse charities; and 0 from religious groups. Since these consultations ended we have received correspondence from a wide range of groups and individuals including from sports clubs and their representative bodies, individual police officers, individuals from the field of alcohol abuse charities, and from those representing religious groups. This correspondence has primarily concerned the level at which fees have been set and the potential impact of 24 hour opening.
