Angela Smith: Plans for improving the racing and customer facilities at Nutts Corner racing circuit is a matter for the owners of
the facility, Antrim borough council. However, the Sports Council for Northern Ireland and the Northern Ireland Tourist Board can
provide advice and assistance to Antrim borough council in planning for the improvement of racing and customer facilities at Nutts
Corner racing circuit should it be required.

Mr. Gill: To ask the Secretary of State for Health how much has been spent on improving care facilities for stroke patients in
(a) Leicester and (b) England in each year since 1997. [224250]
Dr. Ladyman: This information is not held centrally. The complex nature of the delivery of stroke services means that we are unable
to monitor expenditure. It is for primary care trusts, in partnership with strategic health authorities and other local
stakeholders, to determine how best to use their funds locally to meet national priorities for stroke services.

Hugh Robertson: To ask the Secretary of State for Culture, Media and Sport whether it is her policy that new sports facilities built
in London should support the London 2012 bid. [223692]
Tessa Jowell: The plans for the London 2012 Olympic venues have been developed in close co-operation with sports bodies to ensure
that, if the bid is successful, facilities meet the needs of sports in the capital and around the country for many years to come.
On 16 March, Sport England launched Active Places Power, which has been designed to help local authorities and sports
organisations to identify gaps in provision and to form strategies for sports facility investment. This will be particularly
important if London stages the 2012 Olympic games, in order to plan for new training venues around the country.
At present, the UK does not have adequate training facilities for domestic or visiting athletes and the new Lee Valley athletics
centre, at Pickett's Lock, is just one example of a facility that will help to meet this shortfall, thus complimenting the proposed
Olympic venue competition provision.

Mr. Burstow: To ask the Secretary of State for Health (1) how many NHS trusts have the necessary (a) facilities and

(4) what plans he has to collate centrally statistics on waiting times relating to the modernising hearing aid service project; and

Dr. Ladyman: The Department has invested £125 million into the modernising hearing aid services (MHAS) project since it
started in September 2000. This project is being managed on behalf of the Department by the Royal National Institute for the Deaf
(RNID).
All national health service audiology departments, which are part of the MHAS project, within England have a named lead primary care
trust (PCT) which acts on behalf of all those PCTs which commission audiology services from each NHS trust.
In spring 2004, the RNID undertook a comprehensive series of 26 seminars across England to promote the benefits of the MHAS project.
All PCTs and strategic health authorities were invited to attend these events.
95 per cent. of all NHS audiology departments in England are fitting digital hearing aids routinely to those people they have
diagnosed as suitable and the few remaining departments will be offering the service by the end of March 2005.
The Healthcare Commission is responsible for regulating and inspecting NHS services, including audiology services.
There are no plans to centrally collate statistics on waiting times.

Mr. Caborn: Sport England has provided just over £132 million of Lottery funding towards the English Institute of Sport's
capital facilities. Sport England estimates that their funding represents approximately 87.5 per cent. of the total cost of
the capital facilities with a further 12.5 per cent. (some £19 million) of the cost met by matched funding. Funding

Pete Wishart: To ask the Secretary of State for Environment, Food and Rural Affairs how many kilometres of greenways there are in
England; how many greenways and similar projects are planned; and if she will make a statement. [222058]
Alun Michael: The Countryside Agency set up six `pilot greenway projects' in England between 1999 and 2002, which together totalled
a distance of approximately 60 km (37 miles). The Countryside Agency defined "Greenways" as a "network of largely car-free, off-road
routes connecting people to facilities and open spaces in and around towns and counties and to the countryside. For shared use by
people of all abilities on foot, bike or horseback, for commuting play or leisure".
The Agency's aim was to build on existing facilities and routes and was aimed at providing: Improved access to employment, shops,
schools, leisure centres and places of interest. Inter-connecting links between communities. Continuity of routes. Encouragement to
increase cycling, walking and horse riding. An improved environment--less traffic congestion and pollution. Attractive routes for
leisure and recreational purposes.
The Agency wished to link "Greenways" to other networks for non-motorised users such as the National Cycle Network, towpaths beside
inland waterways, and National Trials. They include stretches of `quiet' minor roads designed to be more attractive for people on
bikes, horseback or walking.
The Countryside Agency has suggested to local authorities that through the introduction of their `Rights of Way Improvement Plans',
they could identify further routes and develop further integration with public transport, as part of the effort to reverse the trend
for increasing reliance on the private car for the journey to work.

Regular meetings with BAA and other airport operators present a good opportunity to discuss a range of airport issues. However, the
refurbishment of existing airport facilities and routine methods of maintaining cleanliness are primarily matters for the operators
to decide, with appropriate regard to all relevant health and safety legislation.
Enforcement arrangements are subject to local arrangements at each airport but generally the Health and Safety Executive is
responsible for enforcement airside, while local authority inspectors are responsible for enforcement at terminal buildings and
landside activities. Local authority inspectors are also responsible for enforcing food hygiene and food safety legislation
throughout airports, and they consider health, safety and welfare issues affecting employees, including provision and adequacy of
welfare activities.

Dr. Ladyman: Within Bedfordshire and Hertfordshire as part of an approved strategic outline case a new hospital at Hatfield is
planned providing a specialist cancer centre in Hertfordshire.
At this stage, the local national health service has not undertaken this level of analysis.

Catterick. There are no plans for Scottish Infantry recruits to be trained anywhere else in the UK apart from at ITC Catterick.

Hugh Robertson: To ask the Deputy Prime Minister under what circumstances sports facilities may be included in section 106
agreements. [221352]
Keith Hill: The provision of sport or recreation facilities is a legitimate use of planning obligations (s106 agreements), where
they meet the Secretary of State, my right hon. Friend the Deputy Prime Minister's policy tests (set out in DoE circular 1/97 and
the revised draft circular published in November 2004) of being necessary; relevant to planning; directly related to the proposed
development; fairly and reasonably related in scale and kind to the proposed development; and reasonable in all other respects.
Planning Policy Guidance note 17 also gives further guidance on the appropriate use of planning obligations to secure sport or
recreation facilities alongside new developments.
