Mr. Martyn Jones: To ask the Secretary of State for Health what cross-border tracking of (a) adults and (b) children with (i) mental health and (ii) general health problems takes place between health authorities in England and Wales. [220266] Mr. Hutton: [holding answer 4 March 2005]: In general terms, the primary care trust or local health board in whose area a patient is registered with a general practitioner (GP) practice will have responsibility for commissioning his or her care, regardless of what particular health problems he or she might have. When a patient moves across the border between England and Wales, we would expect that person to register with a GP practice at their earliest convenience, which then determines the authority responsible for their care. Their records will then be transferred to the new practice. Some adults who have been in contact with mental health services will be subject to the multi-agency public protection panel arrangements. The arrangements for the tracking of individuals considered a risk to the public are detailed in paragraphs 76 and 77 of Probation Circular 54/2004, "The MAPPA Guidance". This places the responsibility firmly on the responsible authorities (the relevant police and probation services) initiating the transfer to ensure that the receiving authorities have both the information and the time to put suitable arrangements into place. The arrangements for moves between Wales and England are the same as those between English regions. Health bodies have a duty to cooperate with police and probation services in making these arrangements function effectively.

Letter from Len Cook to Mrs. Caroline Spelman, dated 8 March 2005: As National Statistician, I have been asked to reply to your question regarding the levels of immigration by travellers from the Republic of Ireland into the UK over the last five years. (219877) The phrase `travellers from the Republic of Ireland' has been taken to refer to all those migrating from the Republic to the United Kingdom, not specifically to Irish Travellers who constitute a subgroup of the populations of both the Republic of Ireland and the UK. The attached table shows the estimates of total migration between the two countries from 1999 to 2003, the latter of which is the most recent year for which estimates are available. The inflow estimates refer to migrants moving from the Republic of Ireland to the UK; the outflow estimates refer to those moving in the opposite direction; and the balance shows the net effect of these flows on the population of the UK. A migrant is defined as someone who changes his or her country of usual residence for a period of at least a year, so that the country of destination effectively becomes the country of usual residence. We are unable to provide estimates for Irish Travellers as a population subgroup as we have no means of identifying them in the data sources used to make international migration estimates. (219557) The Census obtains information about address changes in the year before the Census. The percentages of people who were listed as having changed address in the 1981, 1991 and 2001 Censuses are given in the table below. The 1991 data has been taken from Table 2 in "1991 Census Migration Great Britain Part 2 (10% Tables)". The 2001 data has been taken from KS24 in the "Census 2001 National Report for England and Wales Part 2". All of these publications are available in the House of Commons Library. Data are not available for the other years requested. While ONS produces estimates for internal migration, the main data source used only records the number of moves based on patients moving across Former Health Service Authority boundaries, patients changing their doctor and re-registering. Therefore many local moves are not recorded in this administrative source. This reason means that the percentage of the population moving cannot be calculated from these data.
