Mr. Webb: To ask the Secretary of State for Work and Pensions what estimate he has made of the effect on the number of pensioners
who will be in receipt of pension credit in 2009-10 of (a) a continuation of current uprating policy, (b) linking the
basic state pension and the savings credit threshold to earnings and (c) linking the basic state pension to earnings and the
savings credit threshold to prices from 2006-07 onwards. [223979]
Malcolm Wicks: [holding answer 4 April 2005]: The number of pensioner benefit units estimated to be in receipt of pension
credit if the current uprating rules are continued until the financial year 2009-10 is 3,350,000. Under option (b) where the
basic state pension is uprated in line with earnings from 2006-07 onwards and the savings credit threshold is increased in line with
prices as now, 150,000 fewer benefit units would be in receipt of pension credit by 2009-10. Under option (c) where the
savings credit threshold is increased in line with the increase in the basic state pension from 2006-07 about 250,000 fewer benefit
units would be in receipt by 2009-10.
Notes:
1. The figures are rounded to the nearest 50,000 to account for the large potential margin for error in the estimate.
2. Overall pensioner incomes are assumed to rise in line with average earnings.
3. The projection of the recipient population under continuation of current policy is derived from the Public Service Agreement
target for recipients at the end of 2007-08, and the change in eligibility implied purely by assumed changes in incomes,
entitlements and population between then and 2009-10.
4. The projections do not prejudge future operational and policy decisions.

Mr. Frank Field: To ask the Secretary of State for Work and Pensions how many pensioners in receipt of (a) housing benefit,

of (i) 85 to 89 per cent., (ii) 90 to 94 per cent., (iii) 95 to 99 per cent. and (iv) 100 per cent. and
over. [218693]
Malcolm Wicks: The information is not available in the format requested. There were 760,000 pensioner households (939,000
individuals) receiving the guarantee element of pension credit only at August 2004. Private pension income is brought fully into
account in these cases, although they are not subject to separate benefit withdrawal of CTB/HB. There were an estimated additional
390,000 pensioner households (510,000 individuals) with incomes above guarantee element levels, but receiving both tapered housing
benefit (HB) and tapered council tax benefit CTB). These households would be subject to marginal deduction rates (MDRs) of less than
100 per cent., though they would often exceed 85 pence in the pound.
All recipients of the minimum income guarantee (MIG) were subject to MDRs of 100 per cent. These people are now entitled to
pension credit and most of them--of the order of 61 per cent. of those in private households--are also benefiting from the
savings element of pension credit. This majority no longer face MDRs of 100 percent.

1. The figures are subject to a degree of sampling variation.
2. Pension credit and HB/CTB are awarded to benefit units, which may be a single person or a couple.
3. Pension credit figures are rounded to the nearest thousand. Due to the estimation procedure to produce the figures for HB/CTB and
the collection procedures in Scotland, HB/CTB figures are rounded to the nearest ten thousand.
4. CTB cases exclude any second adult rebate cases.
5. HB cases exclude extended payment cases.
The figures refer to cases where the claimant and/or partner is aged 60 or over.

Malcolm Wicks: Direct, reliable estimates of the number of eligible people not receiving pension credit are not yet available.
The following table shows indicative, broad brush estimates of eligibility levels in 2004-05, where available, and numbers in
receipt of pension credit at the end of December 2004. These sets of figures are derived from survey and administrative sources
respectively and are not directly comparable. We plan to publish definitive National Statistics on take-up and entitlement for the
first six months of pension credit by the end of 2005.
The pension service is committed to increasing levels of pension credit take-up. We have already written at least once to every
pensioner household in the country to tell them about pension credit and encourage them to apply. We are re-contacting directly, by
mail, telephone or personal visit, those people whom we believe are particularly likely to be eligible. New, targeted marketing
campaigns seek to overcome the barriers which might prevent take-up of pension credit and the reasons which people give for not
applying. The pension service local service continues to work in partnership with local authorities and the voluntary sector,
particularly in identifying and contacting older people who are vulnerable or who have yet to take up their entitlement.

guarantee credit and savings credit and (b) those who are entitled only to savings credit. [221555]
Malcolm Wicks: National statistics on take-up of major DWP benefits are published annually by the Department in "Income Related
Benefits: Estimates of Take-up". These are based on the Family Resources Survey (FRS) for the relevant year and take account of both
entitled non-recipients and non-entitled recipients. However, they are published significantly in arrears and the 2004-05 statistics
will not be available for some time.
Interim figures can be derived by comparing administrative claimant count with entitlement figures derived from the Policy
Simulation Model, based on the 2002-03 Family Resources Survey. However administrative and survey figures are not directly
comparable and any take-up figure derived this way is indicative only.
Guarantee element take-up estimates thus formed can be roughly validated by comparison with existing minimum income guarantee
entitlement and take-up estimates. However, in the case of savings credit this is not possible. It is thought that take-up for those
on both guarantee and savings credit is to the order of 80 per cent. Similarly it is thought that around half of individuals
entitled to savings credit only are taking up their entitlement, although there is no way of validating these results.
The savings element of pension credit is a relatively new entitlement, introduced in October 2003. Weekly entitlement can be up to
£15.51 for single pensioners and £20.22 for couples. It is already in payment to over half a million households. The average award
was £9.81 as at November 2004, the latest date for which this figure is available.

Dawn Primarolo: Information on the number of families eligible for, but not claiming working tax credit is not available.
Estimates of the number of UK families who are entitled to child and working tax credit in 2003-04 will not be published until
household survey data have been analysed. Subject to ensuring the data and methodology are sufficiently robust, we expect the
analysis to be completed towards the end of 2005-06.
Estimates of the number of in-work families receiving tax credits in each country and constituency appear in "Child and Working Tax
Credit Statistics. Geographical analyses. December 2004." This can be found on the Inland Revenue website at http://
www.inlandrevenue.gov.uk/stats/personal-tax-credits/ menu.htm. The estimates are based on a sample of cases, and are subject to
sampling uncertainty.

Malcolm Wicks: The information is not available in the form requested. As at 31 December 2005, there were 16,215 households
(19,615 individuals) in the Coventry local authority area in receipt of pension credit. Information on numbers of households or
individuals eligible for pension credit is not available at local authority or constituency level.
This Government's priority when it came to office was to tackle the legacy of pensioner poverty. We continue to do this by targeting
help on today's poorest pensioners and by encouraging all pensioners to receive the benefits they are entitled to. At the same time,
the Government believes that empowering individuals to make real and informed choices about working and saving for retirement is
fundamental if they are to make sure people get the income in retirement they expect. Pension credit rewards those who have worked
hard to provide modest incomes for themselves in retirement. Income-testing of benefits has existed since before and after the
creation of the Welfare State in 1948. With the introduction of pension credit, and the ease by which it can be applied for, we have
moved away from the stigmatising weekly means tests of the past.

At the end of December 2004, 3,600 pensioner households (4,460 individuals) in Mid Worcestershire were receiving pension credit,
with an average weekly payment of £37.88 per household.

Northern Ireland; and what policies are in place to increase that rate. [224066]
Mr. Spellar: No estimate has been made of the number of pensioners who might be entitled to state pension credit.
A target has been set of promoting take-up of 98,500 by March 2006 and 104,000 by March 2008. By February 2005, 91,782 pensioner
households were in receipt of pension credit.
