The amount of carbon emitted during production, and saved through substituting bioethanol for petrol, depends on the feedstock used, the way the crop is cultivated, the way it is processed, how that processor is powered, and the mode and mileage travelled by the feedstock and the bioethanol before it is used. The following table gives average figures for the net lifecycle reduction in carbon dioxide emissions for various feedstocks:
Emissions can be further reduced if low input methods of cultivation are used and renewable energy replaces fossil fuels in the production process. In the longer-term, second generation technologies offer opportunities for even greater reductions in emissions.

In common with other major opiate manufacturing countries, the United Kingdom does not permit importation of such base material drugs domestically manufactured and readily available. This policy is in furtherance of the aims of the United Nations Single Convention on Narcotic Drugs, 1961 to limit international supply to what is necessary for countries’ medical needs. It is adjusted to take account of treaty obligations on overseas trade with the European Union and the European Economic Association only.

It is not possible accurately to predict the development of the pharmaceutical narcotics industry in the UK in relation to oxycodone. There are many variables which would determine the future situation. These include, for example, the choice of territory, obtaining approvals from governments abroad, the development of a production facility and downstream marketing arrangements.

The information requested is as follows:(a) DTI provides a range of business support services for industry and has provided funding to the timber sector through Selective Finance for Industry for the development of a computer operated timber frame production system. We liaise closely with the key timber trade associations and raise the industry's issues and concerns across Government. In addition we support the industry's "wood for good" campaign which aims to boost wood's market share in the UK. In addition the Forestry Commission provides business support to the forestry and timber industries through the England Forest Industries Partnerships (EFIP) and Scottish Forestry Cluster. The Department for the Environment, Food and Regional Affairs has set up the Central Point of Expertise on Timber (CPET) to help public sector bodies and their suppliers source legally harvested timber from well-managed forests. This is a free advice service which helps to support the timber industry's response to Government demands for legal and sustainable timber.(b) The Government have provided over £220 million of state aid to the coal industry since 2000; £163 million of this was UK Coal Operating Aid paid during 2000-02, £58.3 million was Coal Investment Aid, which has been paid since 2003 and is still being drawn down.

The Government consider that the world’s oil resources are sufficient to prevent global total oil production peaking before 2030, by which time the International Energy Agency’s reference case scenario in its 2005 World Energy Outlook shows global oil demand reaching 115.4 million barrel per day, nearly 40 per cent. higher than current levels. The exact levels and years of the peaks in global conventional and total oil production will depend on assumptions about a number of factors, including the rate of global oil demand growth, the rate of investment in the global oil sector, and technological developments in finding and producing oil.Market mechanisms will ration the remaining global supplies of oil and provide the incentive for a shift to alternative sources of energy. This process needs to be supported by Governments. The UK Government are already putting in place policies that will help ease the UK economy away from power supplied primarily through fossil fuels and is also promoting international efforts, for example through the G8 Gleneagles Plan of Action, to develop cleaner energy technologies and promote energy efficiency.

Illegal manufacture of methamphetamine in so-called ““illicit laboratories”” carries with it risks of fire, explosion and chemical leakage. As such, implicit in the process are certain environmental hazards relating to exposure to toxic chemicals and exposure to fire or explosion. Anecdotal evidence from the USA suggests that the cost for law enforcement agencies of clearing up an illicit laboratory is high due to the requirement for protective clothing and decontamination equipment.
The Advisory Council on the Misuse of Drugs (ACMD), which advises the Government on issues of drug misuse in the UK, has recently recommended that methamphetamine be reclassified as a class A drug under the Misuse of Drugs Act 1971. We have accepted the recommendation. Its status as a class A drug will enable law enforcement agencies to take a more proactive stance against this dangerous drug.

INEOS, which took over the BP refinery and chemical plant at Grangemouth, wishes to establish a massive new biochemical production plant, which may be located at Grangemouth if we all work together. Will my right hon. Friend pledge to join the local council, local management and myself to win that huge investment for Scotland, which is good for energy production, good for the environment and good for the Scottish economy?

My hon. Friend makes a number of important points. Of course I am happy to meet him to discuss the economic proposition that he describes for Grangemouth. He is right to recognise the important contributions that biofuels can make to the energy review, which will be published in due course. In the Department for Transport we have also championed the renewable transport fuels obligation, which will see a biofuels mix being added to the petrol served at the pump in the years to come. I believe that in the years ahead of the target that has been set by the Government, there is further scope for biofuels, but we need to recognise that there are continuing challenges in relation to biofuels, one of which is to be able to secure biodiversity at the same time as addressing the environmental challenges that my hon. Friend describes.

I warmly welcome the campaign by the women’s institute, and I have written to congratulate it. As the hon. Lady is probably aware, the Government have set statutory targets to reduce and recycle a certain amount of packaging by 2008. We have also entered into an agreement with all the major supermarkets to reduce the growth in packaging and to achieve an absolute reduction in packaging within the same time frame.
