We, as Ministers, share the concern that our armed forces are extremely busy and that there is not a great residue of capacity left aside. We all know that we have two current operations going on. Perhaps the hon. Gentleman is saying that all our armed forces are working extremely hard. No one is trying to hide that at all, but we are dealing with the situation, and our armed forces are dealing with it in an exemplary fashion.

I wholly agree with the hon. Gentleman that we need to encourage more people to get involved with the reserves. There is currently under-recruitment there, which we need to continue to redress. We all need to work within our communities to ensure that we do the maximum we can to reap the benefit from the huge willingness of so many people to participate in the various branches of the reserves.

The combat fitness test (CFT) forms part of the mandatory military annual training test (MATT) for all members of the Army, including the Territorial Army. Active serving members of the Territorial Army are normally required to take this test annually in order to qualify for their training bounty, unless undertaking a staff posting.There is no centrally mandated requirement for members of the TA to pass the CFT at the start of Potential Junior NCO courses; the syllabuses for which are tailored by each of the Corps to meet their individual needs. In practice, however, it is usual either for the CFT to be included at some point during such a course or for participants to demonstrate the required MATT standard before the course begins.

Formal internal MOD instructions for reservists who may be affected by this amended legislation were developed jointly by the Ministry of Defence and the Department for Transport, and issued in April 2007. All Reserve Units were notified through the chain of command in the normal manner, and employers were made aware of this via the Supporting Britain's Reservists (SaBRE) campaign. As at 31 March 2007, the latest figures available, reservists were deployed in joint operational areas (JOA) as follows:"Iraq: 451""Afghanistan: 359""Balkans: 44."In addition, some 500 mobilised reservists were in the UK, predominantly undertaking pre-deployment training, post deployment leave or receiving medical treatment. Given that the Minister is so keen to improve recruitment, can he explain the ludicrous decision to freeze all recruiting in the Territorial Army next year for units that do not contribute directly to Afghanistan or Iraq? For the sake of £2 million, that will decimate the TA’s future.

I know that the hon. Gentleman has raised that issue previously on the Floor of the House. Given his background, may I pay tribute to his service? I know that he takes a great interest in the TA, reservists and what is happening. He knows, because we have said so, that TA operations will not be affected by those savings measures. The decision to make a small reduction in funding to the TA was carefully considered, and was targeted at areas that would cause least problems in operational effectiveness.

On retention, there is a paradox in the fact that the quality and standards of training in the armed forces are now so high that almost all armed forces personnel have such a strong set of skills in terms of logistics, communications and many other areas that they are immensely valuable in the private sector. However, many of those who leave because they get offered much better pay elsewhere want to maintain a strong connection with the armed forces. Is there a way to maintain such stronger links in the future, not only through people volunteering as reservists for tours of duty but in other ways?

I take on board my hon. Friend’s point about there being significant challenges. We want to retain such connections through the reservist route and the Territorial Army; we wish to encourage that. As my hon. Friend rightly says, many people leave the armed forces with a wide range of skills and abilities which they put to good use when they enter the private and public sectors. We always keep our options open in terms of what we can do to improve retention and recruitment and continuing connection with the armed forces.

The Territorial Army (TA) is the reserve of ““first choice”” and its personnel are currently providing crucial support to the Regular Forces on operations in Afghanistan, Iraq and elsewhere. Since January 2003 around 13,000 volunteers from the TA have been mobilised on overseas operations. The ability of the TA to meet its operational requirement is closely monitored. However, there is no requirement to hold or maintain information centrally in the format requested and such data could be provided only at disproportionate cost.
