[holding answer 16 July 2008]: In the Daily Mail on 18 December 2007, the then Government Chief Scientific Adviser Sir David King was reported as acknowledging that he had made an honest mistake about the push-pull system of maize production. The technique, which has been developed by Rothamsted Research and local research institutes in Africa, does not currently involve genetic modification of the crops. Under the technique, repellent crops are planted between the rows of maize to drive the stemborer pests away from the maize (““push””) in combination with plants around the field that attract stemborers away from the maize (““pull"””. Rothamsted Research reports that trials in Kenya and Uganda have helped participating farmers increase their maize yields by 20 to 50 per cent.One of the ““push”” plants also controls a parasitic plant, the African witchweed, that otherwise causes even greater crop losses. The genetic basis of the mechanism is being studied by Rothamsted Research and its African collaborators under new funding from the Department for International Development and the Biotechnology and Biological Sciences Research Council.

The role of maize in the spread of M. bovis has not been specifically investigated by any Defra-funded research projects. However case-control studies carried out as part of the randomised badger culling trial (RBCT) did investigate associations between a number of feed types and risk of a herd TB breakdown. Studies TB99 and CCS2005 found an association between feeding silage and the use of grass feeding types for grazing/forage and an increase in risk of TB breakdown, respectively. The findings of these studies are in the final report of the Independent Scientific Group on cattle TB. In addition, TB99 also identified not using feeding supplements as a risk factor for confirmed cases of TB.
Defra remains open minded about the possibility of a nutritional link but because of the number of variables involved and the likelihood a causal link could never be proven, we are not inclined to fund further research into this subject.
No research projects have been carried out which specifically investigate the association between BTB and trace element deficiencies in badgers.

We have not discussed this issue with the French Government. In line with European Union (EU) rules, the French decision to suspend the marketing of MON810 maize seed is now being considered by the European Food Safety Authority (EFSA). Based on its advice, the European Commission should then make a proposal for an EU decision to either require France to rescind its action, or to approve and extend it across the EU. We will take a position on this in due course, taking account of the EFSA opinion and the view of our own independent Advisory Committee on Releases to the Environment.

There are strict EU safety controls on the proposed release of genetically modified (GM) organisms, and the Government take a precautionary approach when addressing this issue. Risk assessments of GM crops look at the potential impact on insects, in particular where the crop is designed to be resistant to a specific pest species.

[holding answer 19 November 2007]: Diabrotica virgifera, the western corn rootworm (WCR), is a serious pest that is listed in EC plant health legislation.Investigations into the origins of the populations of WCR found in the south-east of England are very difficult because the means by which it was introduced are unclear. There is circumstantial evidence to suggest that WCR is spread by aircraft since outbreaks have been closely associated with airports throughout Europe. However, to date, no studies have been carried out on the presence of potentially invasive insects on aircraft.A study is being carried out to assess the feasibility of using DMA genetic markers to identify entry pathways of invasive pests such as WCR. The results are due to be published soon. However, they indicate that the cases in the UK have been introduced from at least two sources, linked to populations in the USA and eastern Europe. Other published studies have also suggested at least three independent introductions of this pest into Europe from North America during the past two decades.Crop rotation is the most effective means of controlling WCR and enforced rotation of maize crops is required under statutory notice in infected areas of the UK, in line with the EU legislation. A range of alternative management options for the control or eradication of WCR have been used in areas where the pest occurs, including foliar insecticide treatments for use against adult beetles. Unfortunately, there are no effective methods of spraying such insecticides in the UK, since aerial application is not possible around airports and high clearance sprayers are not generally available. Insecticide seed treatments may exert a limited degree of control against larvae in the soil but will not eradicate the pest. Since the pathway for entry of WCR remains unidentified and hence uncontrolled, the possibility of further introductions remains high. Public consultation has been completed to determine future policy regarding this pest, taking account of EU legislation and recent survey results, and the outcome will be published shortly.
