[holding answer 24 February 2010]: Following the commitments made in the Children's Plan in 2007 and the national Play Strategy in 2008, every top-tier local authority in England has been receiving funding through the play capital investment programme since April 2009.Of the 152 top-tier local authorities, 30 are play pathfinder authorities and the remaining 122 local authorities are all play builder authorities. On average every play pathfinder authority receives around £2 million capital funding and £500,000 revenue funding over the current spending period 2008-09 to 2010-11. They will use this funding to deliver a minimum of 28 play areas plus a staffed adventure playground. The play builder authorities receive around £1 million capital and £45,000 revenue funding over the same spending period and will deliver a minimum of 22 play areas. The play areas that are delivered can be either completely new areas or existing areas which are significantly refurbished.Decisions on where the allocated capital funding is spent within local authority boundaries are taken locally, based on grant requirements which state that: improved play spaces must be provided where they are most needed, and as a result of a robust consultation process involving local children and young people, families and wider communities.The number of outdoor public play areas delivered by local authorities since the programme began in April 2008 is 1,152 and plans are well under way to ensure that the target of 3,500 play areas completed by the end of March 2011 is achieved. Of the 30 staffed adventure playgrounds, 20 are due to be delivered by the end of March 2010 with local authorities managing the impact of the recent extreme weather. The remaining 10 adventure playgrounds will be delivered by the end of March 2011.

The play areas that are delivered can be either completely new areas or existing areas which are significantly refurbished.Local authorities have joined the programme, and so started receiving their funding, in two phases: Wave 1 started in April 2008 and Wave 2 in April 2009. Torbay and Devon are both Wave 2 playbuilder authorities and as such are required to deliver 11 play areas each in both 2009-10 and 2010-11.The following tables show the capital and revenue funding allocated to Torbay and Devon during 2009-10, with indicative allocations for 2010-11 which will be confirmed in February 2010.Decisions on where the allocated capital funding is spent within local authority boundaries are taken locally, based on grant requirements around improved play spaces being provided where they are most needed and based on a robust consultation process with local children and young people, families and wider communities.We are encouraging all Members of Parliament to proactively engage with their local play capital programmes as they roll out, and we are asking local authorities to ensure that their local Members of Parliament and council elected members are appropriately consulted, and briefed, about where the capital funding is spent.

The Government have not issued guidance to local authorities on the area to be provided per child for outdoor play. The Government's planning policy on open space, which includes the provision of land for outdoor play, is contained in Planning Policy Guidance Note 17, 'Planning for Open Space, Sport and Recreation'. This states that local planning authorities should set their own local standards for the provision of different types of open space, taking account of factors such as the demographic profile and extent of existing buildings, residential and commercial development in their area.The Government published 'Aiming High for Young People: Ten Year Strategy for Positive Activities', in 2007. Backed by over £900 million of investment, it sets out plans to help all young people, particularly those from disadvantaged backgrounds, to take part in enjoyable and purposeful activities in their free time. As part of the strategy, myplace is delivering £270 million of Government capital investment in world class youth facilities as part of a 10-year commitment to deliver new and improved youth facilities in every constituency by 2018. Aiming high supports local authorities in their duty to secure access to positive activities for all young people.An extensive consultation, 'Fair Play', was undertaken by the DCSF in April 2008 with children, young people and parents on play facilities. The national Play Strategy, launched in December 2008, set out the Government's commitment to invest £235 million to deliver 3,500 new or refurbished outdoor play areas, plus 30 staffed adventure playgrounds, by 2011. This funding is allocated to every top tier local authority in England and intended to support play for all ages, but with a particular focus on eight to 13s. All local authorities are required to develop a strong understanding of local levels of need for outdoor play facilities as part of their decision-making on how this capital investment will be spent, and are supported in this process by the Government's national delivery partner, Play England. The views of local children, families and residents are a vital part of these considerations.Non statutory guidance; 'Embedding the Play Strategy', will be issued to local authorities in February 2010 to help children's trusts and local strategic partnerships plan their local play offers and improvement programmes. This guidance recommends ways for local partners to determine how much and what kind of outdoor play provision they might need.

The national Play Strategy, launched in December 2008, set out the Government's commitment to invest £235 million to deliver 3,500 new or refurbished play areas, plus 30 staffed adventure playgrounds, by 2011.This funding is allocated to every top tier local authority in England, of which 30 are play pathfinder authorities and the remaining 122 local authorities are Playbuilder authorities. On average every play pathfinder authority will receive around £2 million capital funding and £500,000 revenue funding which is to be used to completely, or substantially, replace old equipment for new or for the building of completely new play areas, with a priority on provision for 8 to 13-year-olds. Play pathfinder authorities will also deliver a new staffed adventure playground. Although these authorities will not receive a separate allocation of funding for the construction of their adventure playground, they have been advised that the construction costs will be around £800,000.Playbuilder authorities will receive around £1 million capital and £45,000 revenue funding to deliver a minimum of 22 new or refurbished play areas.Decisions on where the capital funding is spent within local authority boundaries are taken locally, based on grant requirements around improved play spaces being provided where they are most needed, especially deprived areas, and based on a robust consultation process with local children and young people, families and wider communities.We are encouraging all Members of Parliament to proactively engage with their local play capital programmes as they roll out, and we are asking local authorities to ensure that their local Members of Parliament and council elected members are appropriately consulted, and briefed, about where the capital funding is spent.The total amount of capital funding allocated for (i) 2009-10 is £100 million and for (ii) 2010-11 is £75 million.

I have been asked to reply.Sport England has advised that they provide two design guidance documents on their website which set out best practice advice on access arrangement to swimming pools. These documents can be accessed here:"http://www.sportengland.org/facilities_planning/design_guidance_notes.aspx?sortBy=alpha&pageNum=3"The Swimming Pool Design document outlines the basic principles and concepts of good swimming pool design aimed at those involved in facility development. The Swimming Pools Checklist document is a checklist for reviewing swimming pool projects during development applicable to both new and refurbishment projects, cross referred to Swimming Pool Design Guidance Notes.While they do not specifically reference multiple birth families they do reference the principles of designing and managing facilities to maximise use of families in general.DCSF have advised, with regards to playgrounds, that they have made a substantial investment in providing all children and young people with safe and stimulating places to play. The Play Strategy, launched in December 2008, sets out Government's commitment to invest £235 million to deliver 3500 new or refurbished play areas, plus 30 staffed adventure playgrounds, by 2011.Local authorities are required to consult with children, young people, families (regardless of the number of children within them) and the wider community to ensure that their views are at the heart of the design and development of these play areas in their local neighbourhoods. These play areas should be fully inclusive and accessible for all children, including those with disabilities and should offer open access play opportunities, in which children and young people are generally free to independently come and go as they please, and be free of charge.
