I have been asked to reply on behalf of the Treasury.The corporation tax rate cut in the 2012 Budget will benefit incorporated farms with profits in excess of £300,000. It is not possible to provide figures for the proportion of farms benefiting from the reduction.The Government are committed to improving the UK's competitiveness and supporting investment and growth. The reduction in the main rate of corporation tax announced at the Budget will help achieve this.

The current Action Programme for the implementation of the nitrates directive in England for the period 2008 to 2012 was accompanied by a regulatory impact assessment that included assessments of the regulatory burden on farmers.DEFRA is currently undertaking a review of the Action Programme that will operate from 1 January 2013 until December 2016. This review, which commenced on 16 December 2011, included a full public consultation and was accompanied by an impact assessment. The consultation was informed by the findings from the Task Force on Farming Regulation, which had made recommendations on how DEFRA may reduce the regulatory burden.DEFRA has undertaken a specific industry focused workshop aimed at developing further the practical responses received from the consultation. DEFRA is now working through the range of views in order to develop a Government response, which is expected in late May.

Under the Capital Allowances Act 2001, agricultural businesses are entitled to make use of the annual investment allowance. This enables businesses to claim full tax relief, up to £25,000 of capital expenditure, on most plant and machinery expenditure in the year it is incurred, and this includes capital works on silage and slurry stores.Where it operates, grants of 50% of the capital costs of a wide range of works, up to a limit of £10,000, are available under the catchment sensitive farming initiative. Eligible works include ancillary structures, such as roofs over silage and slurry stores, but not construction of the stores themselves.There are also grants of up to £25,000 available under the farming and forestry improvement scheme. Similar to the catchment sensitive farming initiative, these grants are not available for construction of storage itself, but can be used for ancillary works such as covers for slurry stores which, by keeping out rainwater, can reduce the cost of the store by reducing the volume of storage needed.

HSE holds details of fatal and non-fatal injuries to workers (i.e. employees and the self-employed) and members of the public on farms reported to it under the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 1995 (RIDDOR). It should be noted however that the Labour Force Survey suggests significant underreporting in this industry.The details of injuries sustained to workers and members of the public recorded by HSE are set out in the following tables. The data for 2010-11 is treated as provisional until April 2012.

The Health and Safety Executive (HSE) investigates reported fatal and selected non-fatal injuries and complaints made about poor health and safety practices on farms.HSE also actively promotes health and safety on farms through a programme of farming safety and health awareness days (SHADs) in England, Scotland and Wales. SHADs are half-day training events based on practical demonstrations of everyday hazards faced by farmers, farming families and workers. The events target family farmers, the self-employed and those employing up to four people.Formally, HSE promotes health and safety in the industry through the work of its Agriculture Industry Advisory Committee. This committee provides a mechanism for bringing together and consulting with the industry and for helping to set priorities to promote the attitudinal and cultural changes required if there is to be sustainable improvement in the industry's health and safety performance.Over the past 12-15 months, HSE has specifically been working in partnership with the key industry stakeholders and, among other things, is supporting the Farm Industry Safety Partnerships led by the National Farmers Union (NFU) and the similar group in Wales led by NFU Cymru. HSE is currently exploring the scope for further partnership working in Scotland with NFU Scotland and other stakeholders. These partnerships are actively developing a range of activities and initiatives to promote health and safety through their respective memberships.

I am afraid that the answer is that I have no estimate of that figure because, as the hon. Gentleman knows, that is a matter for the Department of Energy and Climate Change rather than DEFRA. Obviously, I am aware of the overall issue and the recent court hearings on the subject, but DEFRA does not have the statistics that he seeks.

The Government have introduced the one-in, one-out rule, meaning that no new domestic legislation imposing costs on business can be introduced without the identification and removal of existing regulations with an equivalent value. Since January 2011, only two measures impacting the farming sector have been introduced. Both are of a deregulatory nature, with a net saving of approximately £730,000 per annum.In my written statement of 3 November 2011, Official Report, columns 40-41WS, I announced the publication of the interim response to the independent Farm Regulation Task Force. We will publish a final response in early 2012.We also aim to reduce burdens placed on farmers by environmental regulations under the Red Tape Challenge Environment Theme, on which an announcement will be made in the spring, and the Water and Marine Theme, which will be launched in February.

I entirely agree with my hon. Friend. I am afraid that there appears to have been a view over the years that every farmer was a potential criminal, and farmers felt very disillusioned about that. We believe that the vast majority want to comply with regulations and can be trusted to do so, which is why we are looking at earned recognition so that we can concentrate our resources on the small minority who might not comply.

That work is still extremely important. Discussions are taking place within Government on whether DEFRA is the right place for the GLA, so I cannot give the undertakings he is perhaps demanding, but the existence and purpose of the GLA is absolutely right and will be maintained.

Much of the cost to farmers is the result not of complying with regulations, but of the bureaucratic burden of the process of complying, and that is what we are trying to address.
