There have been no discussions with the BBC Trust on the parity of the BBC’s expenditure across the regions. The BBC is an independent body governed by the royal charter. Under the terms of the BBC’s charter and agreement, the BBC is operationally and editorially independent of Government and there is no provision for the Government to intervene in the corporation’s day-to-day operations. How the BBC allocates its funding, in meeting its objectives, is a matter for the BBC.
In 2008, the BBC made the following commitments to growing regional production outside of London:
That 50% of network spend will be made outside London by 2016;
That 17% of network spend will come from the Nations by 2016; and
That a proportion of network spend would be made in Scotland, equivalent to Scotland’s share of the UK population, with a comparable approach in relation to Wales and Northern Ireland.

The BBC is an independent body governed by the royal charter. Under the terms of the BBC’s charter and agreement, the BBC is operationally and editorially independent of Government and there is no provision for the Government to intervene in the corporation’s day-to-day operations. How the BBC allocates its funding, in meeting its objectives, is a matter for the BBC. Therefore there are no planned discussions with the BBC Trust regarding the Campaign for Regional Broadcasting Midlands.

The Government has put in place a comprehensive framework for the development of local television, supported by funding from the BBC Trust. We expect the first of the 19 new local television services licensed by Ofcom to begin broadcasting by the end of 2013.
Ofcom has awarded local digital service licences to operators Birmingham and Nottingham following a competitive process. The Birmingham licence was awarded to City TV Broadcasting on 6 November 2012, The Nottingham licence was awarded to Notts television on 20 November 2012. Both companies are currently in discussion with Comux, the multiplex licence holder to agree arrangements for transmission of services including firm launch dates for the start of services.
Ofcom are currently seeking expressions of interest from potential bidders for 30 new areas identified by Ofcom as suitable for local television. These are set out in the following list:

Barnstaple
Basingstoke
Bedford
Bromsgrove
Cambridge
Carlisle
Derry/Londonderry
Dundee
Guildford
Hereford
Inverness

In addition to the locations listed above, Ofcom will consider advertising licences for further locations where it is possible to demonstrate technical feasibility and the existence of a local operator interested in holding the licence. If a local operator is interested in a location not listed above, it would need to agree a technical plan with Comux as the multiplex operator before Ofcom can consider advertising a licence for that area.

We are very pleased with the progress made to put in place the structures to support the delivery of new local TV services.
In January, Ofcom awarded the local TV multiplex licence to Comux.
16 of the 19 local TV licences in Phase 1 have already been awarded—including the licence for Nottingham to Notts TV in November last year.
Ofcom is now in the final stages of awarding the remaining Phase 1 licences and anticipates that the first local TV services will be able to start broadcasting by the end of this year.

To date, 14 (out of a total 19) licences have been awarded for local TV broadcasting services, with decisions expected in the near future on the successful applicant in each of the remaining five areas. By the closing date in August 2012, Ofcom had received 57 applications in total for licences.
Those areas where licences have been awarded are:

Birmingham (4 applicants);
Brighton and Hove (1 applicant);
Bristol (1 applicant);
Cardiff (2 applicants);
Edinburgh (4 applicants);

Access to internet television and radio services in Members’ offices may be limited by the capacity of the parliamentary network. Planning for a major upgrade has started, but this is likely to be a long-term project. The annunciator system provides alternative access to television and radio service in
Members’ offices. Following recent testing, it is hoped shortly to make proposals to enhance this service, including the provision of up to 100 additional channels. Wi-fi is already in place in 95 locations across the estate, including the Chamber, Committee Rooms and public spaces. It should be available in Members’ offices by March 2013.
Access to internet television and radio services in Members’ offices may be limited by the capacity of the parliamentary network. Although I welcome having channels such as al-Jazeera to keep up to date with international affairs and having access to Sky Sports in my office, I would certainly like to have access to my local BBC regional news, BBC Humberside. I am sure the hon. Gentleman agrees that keeping up to date with what is happening in a Member’s local area is just as important, if not more so, than having access to al-Jazeera and other channels.

I could not agree more with my right hon. Friend, whose Administration Committee is doing a great deal of work in this area. One opportunity will come when, in the next two or three years, we move towards the whole concept of cloud computing. That will offer a whole range of possibilities that currently are not technologically possible. We need to keep our eye on this ball and move it forward.

As Ofcom—under the terms of the Local Digital Television Programme Services Order (2012)—is responsible for the award of local TV licences, the Secretary of State for Culture, Media and Sport, my right hon. High quality news and plurality of coverage throughout the UK is a pillar of Public Service Broadcasting. Channel 3 Public Service Broadcasters are responsible for complying with the terms of their licences, which include a requirement to provide a set quota of news in every region. Ofcom has powers to ensure that provision is sufficient and that licence holders meet requirements set out in the Communications Act 2003.

Ofcom may choose to re-advertise the licences for Plymouth and Swansea in a future round of licensing; this will depend on the overall demand by potential providers of local TV in those cities. Licences were advertised in locations where there had been expressions of interest and where there was good spectrum coverage and, ultimately, it is up to market participants to decide whether or not to bid. Ofcom will take a view on the timing and location of the next tranche, once the first licences have been awarded.
